Duties and Responsibilities

II. Substantive Duties and Responsibilities


Under the overall supervision of Field Coordinating Officer (FC Officer) NTT, the Finance/Programme Associate for NTT is expected to perform the following tasks:

Finance and Administration:

  • Ensures full compliance of the UNFPA rules and regulations and other relevant policies on financial recording/reporting system and follow-up on audit recommendations;
  • Ensures the implementation of UNFPA internal control procedures and the proper functioning of a client-oriented financial resources management system.
  • Prepares and monitors the budget/expenditures and ensures financial transactions are in accordance with UNFPA financial rules and procedures.
  • Maintains the petty cash fund of the Office.
  • Proper control of the supporting documents for payments, preparation of the supporting documents for payments and financial reports for NEX/DEX projects.
  • Processing of transactions, ensuring that they are correctly recorded in conformity with the internal expenditures control system.
  • Ensures that payments are properly authorized and are supported by relevant source documents.
  • Prepares periodic financial reports.
  • Reviews procurement requests and initiates procurement procedures for office and project equipment, supplies and services in a transparent and cost-effective manner; recommends procurement decision.
  • As required, to provide administrative supports related to the recruitment and selection process including the performance appraisal of staff. Support in the contract preparation and maintain schedule of contracts and timeliness.
  • Contributes to the smooth running of the office by ensuring the provision and maintenance of services and supplies following-up processes and maintaining up-to-date inventory and records
  • Ensure the effective use and proper function of office equipment, and complete the background documents for the process equipment disposal to CAPC, if any.
  • Control over office driver and vehicles logs, petrol consumption, vehicle history consumption is regularly calculated and appropriate follow up to vehicle accidents and reimbursements of personal use of office vehicle.

Programme

  • Assist the FC Officer in ensuring the implementation of PEDUM.
  • Assist the annual work plan (AWP) development under guidance of FC Officer NTT and in close collaboration with the other NPAs
  •  Prepare and manage all documents related to the program implementation: LoU with partners, contract of the staffs funded by UNFPA at the implementing partners, update work plans and other relevant documents
  • Assist in development of regular monitoring and evaluation (M&E) plan and conduct regular M&E and spot-check to all implementing partners, in close collaboration with M&E Officer and Operations Unit.
  • Provides technical support for IPs related to AWP-budget preparation, financial report and resource management.
  •  Coordinate the preparation of workshop, training session and other events by preparing budget, organizing venue and fulfilling facilities required for the events.
  • Assist implementing partners in the preparation of accurate and timely program and financial reports.

Other

  • Perform any task as required by the Supervisors
  • Develop the time frame Individual Performance Plan during the assignment period with clear outputs to be achieved.

Required Skills and Experience

IV. Recruitment Qualifications

Academic Requirements:
Bachelor’s degree in accounting, finance, business administration or other related social science.


Experience and qualifications:
5 years of progressively experience in public or private sector.
Familiarity of UN/UNFPA system, rules and procedures is an advantage
Ability to work well under deadline, excellent interpersonal communication skills and negotiation skills.
Experience working in eastern part of Indonesia is an advantage.


Languages:
Fluency in oral and written English and Bahasa Indonesia.

Computer skills:
Proficiency in current office software applications.
Familiarity of PeopeSoft/ATLAS application is an advantage.
