Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Sub-regional office for Eastern Europe and Central Asia (EECA SRO) has been located in Almaty since 1999, upon the request of the Government, covering 12 countries of the sub-region. UN Women’s work in EECA is grounded on the growing recognition among partners of the UN Women’s special role and mandate in leading development partners’ efforts on gender equality and women human rights advancement.

To ensure high level of visibility of UN Women programming activity in the region UN Women plans to create a roster of translator, proof readers and designers. Pursuing this purpose UN Women SRO EECA invites applications for inclusion in its roster of highly professional Translators (written translation). 

Duties and Responsibilities

The Translator will work closely with Knowledge Management Analyst and/or Programme Specialist/Programme Associate and be responsible for the following tasks/duties:

     
  • Producing a high quality (content and details)  translation of texts from English into Russian and vice versa. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under photographs, lists etc; accurate exact and agreed upon translation of UN agencies and title; accurate, correct  and consistent usage of UN Women terminology adapted to Russian.
  • Ensuring Russian and English language excellence and proofreading, including excellent language, vocabulary, syntax, expression and grammar as well as all gender terminology.
  • Ensuring quality check and proofreading of translation; ensuring that no typographical errors are left in the final text.
  • Ensuring confidentiality of the original texts and translated materials. The translation submitted to UN Women EECA under the given ToR is the property of UN Women EECA and cannot be submitted, distributed to or used by any other party, unless arranged otherwise.
  • The translator is obligated to work within the required deadlines and be available to UN Women for comments and corrections. The standard timeframe for the translation delivery shall be as follows (from the date of submission by UN Women EECA)

EVALUATION

UN Women applies fair and transparent selection process that takes into account the competencies/skills of the applicants as well as their financial proposals. The contract shall be awarded to translators who are the most technically qualified and provides the best value for money.

Only candidates who meet minimum requirements will be contacted for making online test translation of two extracts provided by UN Women EECA. Only the candidates successfully passed technical evaluation, i.e. passing through 70% of the total score (please see the table below) will be requested to submit a price quotation per 2 100 characters depending on urgency (urgent/ordinary) and language (English-Russian, Russian-English) for further evaluation.

  • Knowledge of key UN Women concept on gender and development issues (understanding of vocabulary and terminology) and language style (based on the findings of test translation) - 200:  knowledge of gender and development terminology – 30;  Style – 40; Grammar – 30;  Overall translation skills – 20; Comprehension of the source text – 30;  Pointing – 20;  Spelling - 30.
  • Advanced user of computers and office software packages, experience in handling web- based management systems - 30;
  • Fluency in Russian and English - 30.

Total technical scoring: 350.

To be selected for the roster, candidates must meet the following minimum requirements:

  • University degree in Translation, English Teacher, Philology, Journalism;
  • Have not less than 5 years of experience in translating / interpreting in gender and development related area. At least one of the additional areas listed above (democratic governance, poverty reduction, environment and energy, crisis prevention and recovery, MDG, HRBA, HIV/AIDS, or capacity development);
  • Fluency in Russian and English.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
