Background

The Ministry of Environment of Chile is implementing the National Phase-Out Plan for Halons, funded by the Multilateral Fund (MLF) and implemented by the United Nations Development Programme (UNDP).
The objective of this project is to provide technical assistance to elaborate a National Management Plant for Halons including the promotion of technological alternatives for Fire Extinguishment Systems, developing the national capacity in its use and creating halons banks, among others.
 
To the date, a national inventory was verified and it was identified the demand for the substances: Halon 1301, Halon 1211 and Halon 2402. To elaborate this inventory, interviews to 150 end-users were undertaken. As result, 34 companies were identified as owner of halons-based fire extinguishers being used or storage. This exercise also identified 4 companies interested to implement Recovery and Recycling Centers for halons.
 
The inventory set a bank of 10 metric tons (mt) for Halon-1211 and 50 mt of Halon 1301 within de sectors of telecommunications, armed forces, civil aviation, financing units and others. Based on that information, a strategic proposal was developed aiming to the management of those substances, and its components included:
  • Technical Assistance (Stage 1);
  • Halon Banks (Stage 2).
This Term of Reference (TOR) identifies and specifies the scope of services required for the fulfillment of the above components and, therefore, a consultant is required to deliver the Technical Assistance needed for the achievement of the Plan.

Duties and Responsibilities

Duties and Responsibilities:
The purpose of this TOR is to deliver the Technical Assistance activities needed for the phase-out of Halons, including:\
  • Providing Technical Assistance to end-users in the alternative technology implementation
  • Support the National Ozone Unit (NOU) in the implementation of the management strategy.
The consultancy will require the implementation of the following activities:
  • Support in the implementation of Capacity Building Seminars: delivery of technical assistance to the halons end-users through a seminar on replacement alternatives.
Technical Assistance:
  • Equipment replacement at end-user level
  • Identification of halons banks
  • Training of banks managers
Fees and Payments
The consultant will receive the payment based in delivery of the following expected Outputs. The candidate is expected to quote their services based on the activities and travel required to the delivery of the following products (including all inclusive quotes for missions: daily subsistence, local transport, visas, communication costs, etc….):
  • P1 – Revision of the Halons Management Strategy
  • P2 – Technology Replacement Seminars (Report)
  • P3 – Report on field visits to end-users with replacement assessment included
  • P4 – Identification of Halons Banks and Technical Specifications for the equipments
  • P5 – Technical Assistance for the Banks implementation
  • P6– Final Report with conclusions and lessons learned.
Economic Proposal
The consultant will submit his/her quote for services based on the delivery of the requested products.
Payments
 
The consultant will receive payment upon delivery of the above mentioned products and according to the following:
  • Payment #1: Upon delivery of products 1, 2 and 3 (30%)
  • Payment #2: Upon delivery of products 4 and 5 (30%)
  • Payment #3: Upon delivery of product 6 (40%)

Competencies

  • Spanish competency is desirable.
  • Proficiency in English.
  • Experience with management activities in the related area with development and publication of technical materials in the related area is a must.
  • Working experience of at least 5 years with development, implementation and/or monitoring of projects in Refrigeration, Air Conditioning and Fire Extinguishment correlated area.

Required Skills and Experience

  • Engineering Degree in Electrical, Mechanical or related field.
  • Advanced degree in relevant discipline is a must
  • Knowledge of Montreal Protocol and Chemicals related issues is a must
