In each of its thematic areas of work UNDP, at the request of its national partners, provides relevant policy advisory support, technical assistance, advocacy, and knowledge to help Indonesia achieve its development objectives.

With Indonesia’s transition to Middle Income Country Status, Official Development Assistance from traditional donor sources has been on the decline. UNDP is therefore working with its national partners to identify and tap into alternative and innovative financing mechanisms for development. This process involves broadening outreach and forging wide-ranging partnerships with stakeholders - including other UN agencies, the private sector, multi-lateral and bi-lateral donors, etc. - to advance the country’s development objectives. A strong and effective partnership development strategy is important to this effort.

To direct these efforts, UNDP Indonesia is seeking to recruit a Partnership Development Specialist with a proven background in external relations, donor partnerships, business development and resource mobilization. Under the overall supervision of the UNDP Country Director, with guidance from the Deputy Country Director, and working closely with the Policy Advisor and Communications Analyst, the Partnership Development Specialist will be responsible for UNDP’s partnership and resource mobilization strategy and for helping to ensure that the size, sources and predictability of UNDP’s resources are adequate to achieve the organization’s strategic goals.

  • Studying the development landscape in Indonesia and analyzing partnership and resource mobilization tools and opportunities.
  • Coordination of the formulation and implementation of the Country Office’s partnership building and resource mobilization strategies and action plans.
  • Building and maintaining databases and networks of public and private sector partners.
  • Identification of innovative models for partnership especially with the private sector. 
  • Strengthening the Country Office’s partnership and resource mobilization capacities.

1. Studying the development landscape in Indonesia and analyzing partnership and resource mobilization tools and opportunities

  • Review UNDP’s guidelines, procedures and instruments on partnerships and resource mobilization;
  • Conduct thorough and periodic analysis of the general political, social and economic situation and trends in the country along with the main development and sectoral policies/issues being discussed/ implemented and key donors willing to support these policies;
  • Conduct specific field investigations, opinion surveys, focus group discussions, interviews or other appropriate research to gather required information on existing and potential partnerships and opportunities;
  • Review best practices in partnership development and resource mobilization within UNDP and other similar development organizations;
  • Review existing partnership arrangements and opportunities for new partnerships with both traditional and non-traditional partners;
  • Identify opportunities from partner-specific intelligence, the competitive landscape and where UNDP’s competencies overlap with partner interests and needs;
  • Collaborate with programme and operations units to formulate strategies, guidelines and approaches for developing and strengthening partnerships and mobilizing resources;

2. Coordination of the formulation and implementation of the Country Office’s partnership building and resource mobilization strategies and action plans.

  • Collaborate with programme and operation units to formulate generic guidelines and approaches for developing and strengthening partnership and mobilising resrouces
  • Formulate and support the implementation of detailed effective and innovative CO resource mobilization and partnership building strategies and action plans. These tools are expected to  facilitate the growth of the non-core resources and a predictable multi-year funding base as well as enhanced non-core funding for programming; increased donor interest in co-financing, etc.
  • Construct financial projections, models and scenarios aligned to the partnership and resource mobilization strategy and plan;
  • Support senior management and programme units in outreach to partners and in the development, maintainance and strengthening of new and existing partnerships and to mobilize resources. This will also include joint outreach strategies together with other UN agencies for joint programming initiatives;.
  • Support programme units in developing and tailoring project proposals in line with the mutual interests of UNDP and potential partners;
  • Coordinate closely with the communications unit to develop and implement communications, partnership and resource mobilization efforts;
  • Develop tools for monitoring partner needs and satisfaction and to obtain feedback that can be used to inform decision-making.

3. Building and maintaining databases and networks of public and private sector partners:

  • Review global, regional and national partnership arrangements and experiences;
  • Prepare and maintain an up-to-date and valuable database of partners including traditional and non-traditional donors, private sector entities, etc.;
  • Gather and disseminate information on global and national best practices on partnership and resource mobilization.

4. Identification of innovative models for partnership especially with the private sector and development of corresponding partnership strategies:

  • Explore different funding sources, models and modalities (e.g. carbon financing, green investment fund, etc.) and define parameters for UNDP’s engagement;
  • Advise the Country Office on options for diversification of financing sources;
  • Explore opportunities for mobilizing private sector corporate social responsibility (CSR) resources to support Government of Indonesia/UNDP initiatives and develop relevant private sector partnership strategies;
  • Identify opportunities for business call to action or other public/private compacts with the private sector in support of development goals;
  • Support national and provincial efforts to establish, and mobilize resources for multi-partner trust funds and financing mechanisms.

5. Strengthening the Country Office’s partnership and resource mobilization capacities:

  • Identify, synthesize and disseminate best practices and lessons learned in partnership and resource mobilization;
  • Provide sound contributions to knowledge networks and communities of practice;
  • Organize and deliver training, coaching, support for relevant programme and project staff on partnership building and resource mobilization.

III. Impact of Results

The key results have an impact on the overall ability of the Country Office to support the country in fostering the partnerships and mobilizing the resources needed to achieve important development objectives. Strengthened collaboration with existing bi-lateral and multilateral donors and establishment of collaboration with new partners, including the private sector, will have an impact on the effectiveness and predictability of the Country Office’s support to Indonesia.

Required Skills and Experience

Qualifications :
V. Recruitment Qualifications

Education:

  • Master’s Degree or or Bachelor’s degree equivalent in Social Sciences, Business Administration, Marketing and Communications, Public Administration, or related social sciences.

Experience:

  • At least 10 years for Bachelor’s Degree and 8 years  for Master's Degree of relevant experience at the national and/or international level working on partnership and resource mobilization issues.
  • Good knowledge of partnership policies, procedures and instruments in United Nations development agencies or other multi-lateral or bilateral agencies.
  • Good knowledge of database, financial and statistical software packages. Diversified experience in working with public and private sector organizations a plus.


Language Requirements:

  • Fluency in English and Bahasa Indonesia.
