Background

UNDP Somalia’s Programme is strongly focused on post conflict recovery and consolidation of peace. It is composed of two main Programme portfolios:
 
(i) Governance and Rule of Law
(ii) Poverty Reduction and Environmental Protection
 
The GROLS Programme has six main components: Access to Justice, Civilian Police, Local Governance, the Somali Institutional Development Programme, Constitution and Armed Violence Reduction. The overall goal is to strengthen rule of law, governance and security. Integral to this strategy is the recognition that when progress is lacking in one of these areas it has a detrimental effect on the sustainability of achievements in the others. 
 
The incumbent is responsible for the effective delivery of financial services, transparent utilization of financial resources of the project including training/mentoring on the same for staff and key local partners. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Management Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.
 
The Finance Management Analyst works in close collaboration with the operations programme and project teams in the CO, UNDP HQs staff, Finance Staff in UN agencies and Government officials ensuring successful CO performance in Finance.

Duties and Responsibilities

Summary of key functions:
  • Implementation of operational strategies, adapts processes and procedures
  • Effective management of project finances
  • Financial monitoring of implementing partners for effective financial management and project reporting
  • Support management of stipends to national partners
  • Facilitation of knowledge building and knowledge sharing in the projects
 
Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
 
  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for development projects
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies.
  • Establish and maintain financial management systems to ensure effective internal financial control and budget management
Provide effective management of project finances, focusing on the achievement of the following results:
  • Track the overall budgetary and financial situation of the projects, including resources mobilized and expenditure status against targets.
  • Provide regular updates to the Project on the overall budgetary and expenditure situation, including resource mobilization, expenditure status and performance/targets comparison.
  • Project financial resources management through planning, guiding, controlling of the resources.
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resources management system. Identification of operational and financial problems, proposal of solutions.
  • Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in project budget management
  • Provision of advice on reporting, preparation of reports including donor reports
  • Participation in the projects’ audit, control on the follow up
 
Provide financial monitoring of implementing partners for effective financial management and project reporting focusing on the achievement of the following results:
  • Review contracts with partners from point of view of UNDP compliance and financial compliance.
  • Preparation and monitoring of development projects’ budgets
  • Assist in overseeing large financial transactions with sub-recipients and other project partners.
  • Recommend strategies for the improvement of financial, management accounting and information systems within the unit and of the project partners and helps implementing solutions.
  • Provide financial management training, mentoring and coaching to UNDP Project Staff in Somalia and key governmental and NGO partners on the same
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for project
  • Routinely monitors financial exception reports for unusual activities, transactions and investigates anomalies
 
Provides support to management of stipends to national partners focusing on the achievement of the following results:
  • Agree stipends payroll with counterparts and other UN partners
  • Develop stipend payment documents, processes and procedures for each payment
  • Facilitate the transfer of funding to the Stipends Monitoring Committee
  • Monitor the daily payment and release of funds
  • Receive reports from the Stipends Monitoring Committee
  • Report to Project Manager and UNDP Management on Stipends payments
 
Ensures facilitation of knowledge building and knowledge sharing in the projects focusing on achievement of the following results:
  • Organization of trainings for the project partners on Finance in collaboration with the Project Associate and UNDP sub-offices.
  • Synthesis of lessons learnt and best practices in Finance.
  • Sound contributions to knowledge networks and communities of practice.
Impact of Results:
 
 
The key results have an impact on the success of specific areas of cooperation under the UNDP country programme. In particular, the key results have an impact on the design, implementation and outcome of key Access to Justice project activities under the ROL portfolio; as well as creation of strategic partnerships and reaching resource mobilization targets.

Required Skills and Experience

Education:          
  • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
Experience:
  • Three years of relevant experience in financial management
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • At least 3 years of progressively responsible professional accounting experience;
  • Prior managerial experience an advantage;
  • Knowledge of UNDP Financial Rules and Regulations, policies, and procedures including ATLAS is an advantage;
  • Excellent IT skills
 
Language Requirements:            
  • Fluency in English, both spoken and written is essential; working knowledge of at least one other UN language, or Arabic or Somali is desirable

 

Terms of Service:
 
This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
