    UNDP Country Office in Belarus has started preparation of the next National Human Development Report (NHDR) which will be devoted to exploring the sources of regional competitiveness in Belarus. The project will facilitate the elaboration of the national concept of regional economies’ competitiveness, perform a comparative analysis of the socio-economic context in the regions, identify the regional economic and social “growth points”, and develop recommendations for enhancing the regional economies’ effectiveness and reducing the disparities in the quality of life in the regions of Belarus. The National Executing Agency for the project is the Economic Research Institute (ERI) of the Ministry of Economy of the Republic of Belarus.

    The NHDR preparation will be carried out by a writing team, consisting of national consultants and lead by the Team Leader and the International Competitiveness Expert under the direct supervision of a UNDP Programme Officer and in coordination with ERI. 

    Duties and Responsibilities

    The Administrative Coordinator/Assistant will be responsible for providing assistance to the Programme Officer, the Team Leader and the rest of the team in facilitating and coordinating the team’s work, and streamlining administrative/financial tasks and processes. Specifically, the Administrative Coordinator/Assistant will perform the following tasks:

    • Prepare financial and other documents and enter them into the UNDP electronic resource planning system;
    • Provide necessary administrative, financial and logistical support to visits of foreign experts and delegations (visa support, transportation, hotel accommodation etc.) or the national consultants’ travel arrangements;
    • Keep files of project documents and expert inputs as well as ensure general circulation of documents;
    • Draft project correspondence and documents; finalize correspondence of administrative and financial nature; edit reports and other documents for correctness of form and content;
    • Render support in exploring opportunities and ways for cooperation with other relevant initiatives;
    • Under direct supervision of the Team Leader ensure support in developing ToRs for national experts and facilitate the recruitment process;
    • Perform interpretation during working meetings, site visits, assists the International Expert during his/her missions to Belarus;
    • Ensure translation of working materials and all routine correspondence into and from Russian and English and back;
    • Assist the Team Leader in coordinating the work between the International Expert and a group of national experts;
    • Arrange and coordinate working meetings of Project Steering Committee and the NHDR Advisory Board;
    • Take responsibility for the organization of training events and the Report’s publishing and launching event arrangements.
    • Perform other duties as may be requested by the Team Leader and the Programme Officer.

    Competencies

    • Excellent coordination, organization and administrative skills;
    • Excellent written and spoken English and Russian are a must;
    • High stress resistance and good conflict solving skills;  
    • Ability to act as a team player and facilitate team work;
    • Strong self-presentation and communication skills.

    Required Skills and Experience

    • University degree in Management, Administration or Social studies;
    • At least 3 year of relevant work experience, especially including translation and interpretation from/into English;
    • Experience in administrative and logistical matters required;
    • Previous experience with UNDP projects would be considered an asset;
