I. Organizational Context

The project “Technical Support  to Rehabilitation and Reconstruction Completion and Continuation Coordination” (TS-R2C3) is a transformation of the “Technical  Assistance to BRR” (TA to BRR) designed to support the GOI through Bappenas in coordination of continuing reconstruction activities post BRR closure in April 2009, that has been extended to December 2012. This project is an extension of the previous Phase I and II of TA to BRR Project 2008 – 2009.

 Phase I focused on supporting BRR’s technical capacity requirements during its institutional evolution, while Phase II supported the agency’s requirements for technical capacity during its final year of operation to conclude its mandate effectively and accountably. During Phase III, TS-R2C3 will supplement the technical and operational capacity of BAPPENAS to fulfill its mandate of coordinating national and international resources, planning and monitoring the rehabilitation and reconstruction activities in Aceh and Nias. The scope of change from the previous TA to BRR to TS to R2C3 is “Enhanced coordination, monitoring and evaluation on the implementation of the Aceh Nias Reconstruction Continuation Action Plan 2010 – 2012 (Renaksi Kesinambungan Rekonstruksi Aceh Nias 2010-2012)”.

The proposed activities will contribute to the accomplishment of the BAPPENAS’s overall objective as outlined in the Action Plan, which is the provision of effective coordination and monitoring of the transition from the reconstruction phase to Sustainable Development Programmes in Aceh and Nias.  Simultaneously, the support provided will ensure development of capacities to coordinate, monitor and evaluate by BAPPENAS, Bappeda Aceh, Bappeda North Sumatera and other related institutions.  The expected deliverables of  of TS to R2C3 2010 – 2012 include:

  1. Availability of support to BAPPENAS to coordinate planning, monitor and annual evaluation of the 2010-2012  Action Plan;
  2. Availability of support to  Bappeda Aceh & Bappeda North Sumatra to coordinate planning, monitor and coordinate their respective action plans 2010 -2012;
  3. Availability of support to strengthening GoI and donor coordination;
  4. Availability of support to strengthening and integrating post reconstruction information systems into the normal development context.
  5. Availability of support to the PMU RRI at the Ministry of Public Works to coordinate foreign assistance for public infrastructure reconstruction.

Duties and Responsibilities

Summary of Key Functions:
  1. Support Project Manager in ensuring effective communication and reporting of R2C3 activities.
  2. Facilitation of knowledge building and management.
  3. Coordinate the maintenance of websites, databases and knowledge management systems
  4. Support to elaboration and implementation of the publications strategy and plan

1.     As part of R2C3 PMU, the Communications and KM Associate of R2C3 should support Project Manager to ensure the effective communication and reporting of R2C3 activities on achievement of the following results:

      Communication

  • Support to elaboration and implementation of the publications strategy and plan;
  • Development/production of communication and advocacy instruments and materials for awareness-raising campaigns, including briefing materials and press releases in coordination with the NPM;
  • Management of some TS to R2C3 publication activities, such as drafting articles, news-letter, maintenance of regular contact with printers and other suppliers to ensure production and publications dissemination;
  • Management of the office web sites based on corporate requirements in cooperation with the ICT staff;
  • Preparation of the content for the web sites to ensure consistency of the materials, timely and effective responses to inquiries for public information materials.

      Reporting

  • Work closely with Project Officer and Coordinating the input from the technical consultant and project officer in producing required reporting that are within the Monitoring & Evaluation (M&E) framework of donor agency and CPRU and synthesize good practices and lessons learned;
  • Manage the donor reporting system, including a donor reporting calendar, reminder system and tracking of report preparation with technical consultant, and submit reports to CPRU on-time and in compliance with donor requirements and UNDP reporting standards. These will include implementation reports from the implementing agencies.

Required Skills and Experience

IV. Requirement and Education

Education:

  • Minimum university degree in Communication, Management, Public Administration, Social Science, English Literature, Law, or other relevant field;

Experience:

  • Minimum 5 (five) years professional experience at the national level in communication, reporting and/or knowledge management field;Previous experiences in UNDP government-based project is an advantage;
  • Previous experience in recovery process in Aceh Nias is highly desirable; A network of contacts and familiarity in working with the government of Indonesia at the national and local levels, donors, UN agencies, NGOs, CSOs, and media;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
