Background

The United Nations Office for the Coordination of Humanitarian Affairs, through its Gulf Office, is seeking to hire a consultant to draw humanitarian profiles for the GCC. The aim of the profile is to provide humanitarians and decision makers with an easy guide to understand the humanitarian system in the region. The consultant will focus on three countries, as phase I, namely: the United Arab Emirates, Qatar and the Kingdom of Saudi Arabia. The profile of each country is supposed to function as a “lonely planet” guide for the humanitarian system including contact details, scope of work, areas of interest etc.

Duties and Responsibilities

Under the supervision of OCHA Gulf, the contractor shall perform the following tasks:
  1. Services:
 
-          Description of all humanitarian organizations in the country including: contact details, thematic and geographic areas of interest, partnerships with other organizations (local and international), experience in international humanitarian response, current programs, current organizational structure with names and contact information, quick capacity needs analysis, etc
-          Description of how the humanitarian system at the government level operates. What are the umbrella organization at the government level and how it relates to other government and non-governmental organizations. 
-          Description of the legal/institutional framework that governs the work of humanitarian organizations in each of the three countries.
-          Description of the capacity of humanitarian organizations in each of the three countries and their main capacity strengthening needs.
-          Recommendations for OCHA’s engagement with the main humanitarian players in each of the three countries.
-          List of important regular humanitarian events that happen in each country per year.
-          Collection and collation of relevant websites and publications relevant to the humanitarian scene in each of the three countries.
-          Recommendations for OCHA on the best resource mobilization tools in each of the three countries.
-          Ideas for OCHA’s engagement in each of the three countries in the three thematic focus areas of the gulf office namely: Capacity Strengthening, Partnership Building and Information Sharing.
-          Any other related tasks assigned by the Head of Office Gulf.
 
 
Time Frame
Ideally the consultancy is for SIX WEEKS from mid May 2012 to end June 2012
 
Remuneration and mode of payment
Offers needed and payment and modalities to be discussed
 
The consultant will be required to undertake travel (if necessary). The travel cost would be borne by OCHA.

Competencies

  1. Native Arabic Speaker
  2. Previous experience in writing reports especially in Humanitarian sector
  3. Experience working in the Humanitarian sector i.e. with an NGO or Governmental institution

Required Skills and Experience

1-   Advance University degree in Social Sciences
2-   Minimum five (5) years of working experience in Humanitarian sector at a senior level. Experience with Gulf NGOs or Government is an advantage.
3-   Excellent knowledge of Arabic and English (both written and oral)
