Background
The project long-titled: “Building adaptive capacity to catalyze active public and private sector participation to manage the exposure and sensitivity of water supply services to climate change in Sierra Leone” seeks to enhance the resilience of water sector to climate risks, within the context of policy planning/budgeting and investments in the vulnerable districts. It is a key instrument for implementing adaptation priorities identified during the recently concluded National Adaptation Programme of Action (NAPA) process.
Duties and Responsibilities
The main objective of the consultancy is to (i) lead the consultants’ team and help scope the project preparation (PPG) activities and work plan; and (ii) develop the Full Size Project brief and (iii) develop a full sized UNDP/GEF Project document on ‘Building the adaptive capacity of water supply services to climate change in Sierra Leone’.
Deliverable of full project document by 31 august 2012. In preparing the Project Document, the International Consultant will work closely and under the supervision of the UNDP Sierra Leone Deputy Country Director, Programme and the UNDP/GEF Regional Technical Advisor for Adaptation The International Consultant (and local consultant) will also work closely with government officials, donors, NGOs, CBOs and the private sector.
- Lead the consultants’ team and help scope the project preparation activities and work plan;
- Control quality of inputs and outputs of all consultants and subcontractors;
- Validate project’s problem and barrier analysis;
- Determine, through analysis and consultations, the project’s system boundaries and scope;
- Based on stakeholders consultations, and findings of other assessments, define the logical framework, work plan and budget for the project;
- Articulate the additionality of proposed outcomes (associated SMART indicators) and activities (relative to the baseline development oriented outcomes and outputs) in the project document
- Investigate potential options for the project’s institutional and implementation arrangements including capacity assessment of the IP;
- Design Knowledge Management and M&E component (including learning mechanisms and impacts indicators)
- Develop the project’s Replication and Exit Strategy (sustainability)
- Develop the project’s sustainability strategy
- Demonstrate cost-effectiveness of the project’s interventions
- Develop co-funding and financing partnerships
- Stimulate partnerships and help leverage resources from relevant ongoing/planned programmes and projects
- Develop the FSP brief and Provide input towards the development of a UNDP/GEF Prodoc.
Competencies

- 1st instalment: 20% upon signing the contract
- 2nd Instalment: 30% upon submission of the draft plan to the UNDP/ Department for the validation workshop
- 3rd Instalment 50% upon submission and approval of the final GEF CEO endorsed ‘Building the adaptive capacity of water supply services to climate change in Sierra Leone’ project document.
The consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria. The technical evaluation will take into account the following as per the weightings provided:
- Background and education: 10%
- Methodology of approaching accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses: 60%
- Professional Experience with respect to TOR: (a) Demonstrated experience with GEF projects, with particular focus on design of adaptation project; (b) A good understanding of the water sector in Africa, as well as mainstreaming climate change into policies; (c) Strong analytical skills, particularly applied to project design: 20%
- Substantial professional knowledge and experience in the Region: 10%
- Financial proposal: 30%

Required Skills and Experience
- PhD or equivalent in Environment or Water supply management, Rural Development Planning.
Experience:
- Minimum 5 years professional experiences on Climate Change Adaptation
- Demonstrated experience with GEF projects, with particular focus on design of adaptation project;
- A good understanding of challenges in the water supply subsector in Africa, as well as the climate change stakes for the sector’s development;
- Strong analytical skills, particularly applied to project design
- Experience in Africa, specifically in Sierra Leone
Language Requirements:
- Fluency in written and spoken English
