Background
With the immediate support; the project will strive to build capacity in the water resources sector through institutional strengthening with a view to ensuring the effective delivery of hydrological services, predicated on the realization that workable options for adapting to climate change.
The project long-titled: “Building adaptive capacity to catalyze active public and private sector participation to manage the exposure and sensitivity of water supply services to climate change in Sierra Leone” seeks to enhance the resilience of water sector to climate risks, within the context of policy planning/budgeting and investments in the vulnerable districts. It is a key instrument for implementing adaptation priorities identified during the recently concluded National Adaptation Programme of Action (NAPA) process.
Duties and Responsibilities
The main objective of the consultancy is to assist the international consultant in the development of a UNDP/GEF Project document on ‘Building the adaptive capacity of water supply services to climate change in Sierra Leone’.
- Contribution to the preparation and successful implantation of national workshops, including the inception workshop, and other activities in the project preparatory phase, in line with the project document requirements of the GEF.
- Base on his/her national experience; provide advice and technical inputs on key outputs of the project preparatory phase, which would feed into the preparation of the comprehensive project proposal.
- Provision of quality control of the outputs of the project preparatory phase to the standard required by National priorities.
- Contribute to the preparation of a comprehensive project proposal. This should comprise:
- Contribute to the elaboration of a summary of the relevant baseline development plans and investment programmes of the public and private sector in Niger, including the existing policy and regulatory frameworks for agricultural development;
- Support the IC in scoping of adaptation options based on a review of existing vulnerability assessments and stakeholder consultation. A detailed budget and business plan of proposed adaptation options to be tested in the project implementation phase should be prepared.
- Support the IC in the clear articulation of the distinction between baseline and additional strategies, policies, and measures to address climate change risks, in relation to the outcomes set out in the PIF (UNDP to provide a template);
- Provide basis for the review of private sector and donor-funded work in agriculture development in Niger and co-financing opportunities for the project;
- Contribute in the preparation of the total budget and workplan (UNDP to provide the template)
- Contribute to the M & E framework including impact indicators to measure progress against the outcomes set out in the PIF and a clear explanation about how monitoring data would be collected;
- Contribute to the elaboration of a work plan with detailed roles and responsibilities for implementation;
- Contribute to the elaboration of a stakeholder participation plan, with a clear focus on community involvement;
- Contribute to the elaboration of a Management arrangements;
- Support the IC in the elaboration of an inception report and the report of the project preparatory phase (UNDP to provide the template).
- Any remedial work required by UNDP based on internal and GEF reviews of the project document.
- Contribute to the completion of a lessons learned template following completion of the preparatory phase.

- 2nd Instalment: 30% upon submission of the draft plan to the UNDP/ Department for the validation workshop
- 3rd Instalment: 50% upon submission and approval of the final GEF CEO endorsed ‘Building the adaptive capacity of water supply services to climate change in Sierra Leone’ project document.
- Background and education: 10%
- Methodology of approachin accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses: 60%
- Professional Experience with respect to TOR: (a) Demonstrated experience with GEF projects, with particular focus on design of adaptation project; (b) A good understanding of the water sector in Africa, as well as mainstreaming climate change into policies; (c) Strong analytical skills, particularly applied to project design: 20%
- Substantial professional knowledge and experience in the Region: 10%

Required Skills and Experience
- MSc or equivalent in Environment or Water Supply Management, Rural Development Planning.
Experience:
- Minimum 4 years professional experiences on Climate Change Adaptation
- Demonstrated experience with GEF projects, with particular focus on design of adaptation project;
- A good understanding of challenges in the water supply subsector in Africa, as well as the climate change stakes for the sector’s development;
- Strong analytical skills, particularly applied to project design
- Experience in Africa, specifically in Sierra Leone
