Background |
Since 2004, six rounds of armed conflict have taken place in the governorate of Sa’ada in Northern Yemen, between an insurgent armed group known as the Houthi group, with the military of Yemen, republican guards, tribal forces, as well as the Saudi armed forces. The six rounds of conflict have displaced a significant percentage of the population and resulted in profound damage to infrastructure and livelihoods in the governorate. The Houthi group, herewith referred to as Executive Council (EC), since they took up control of Sa’ada in March 2011, have started coordinating between agencies to deliver services to the conflict-affected communities. However, it is greatly noticed that they still need to develop their capacities to be better able to lead the recovery activities. UNDP in this regard is supporting the EC develop their capacities through a short term consultant to develop a comprehensive development plan, as well as assess their capacities and guide the way forward.

Duties and Responsibilities |
The consultant shall carry out the following tasks: - To assess capacities of the EC looking at capacity in the context, while focusing on the outputs, resources, and manpower capacities;
- Propose a plan for Capacity Development Processes, based on the findings on the assessment;
- Provide on-the-job training and technical support to EC member on the capacity of local authorities to plan, implement, oversee, prioritize, and support the development of local communities;
- Develop a three-year emergency and development plan;
- Develop reporting formats, as well as monitoring and evaluations tools.

Required Skills and Experience |
|
Education: - Advanced university degree in economics, social sciences or related field.
Experience: - Minimum 10 years of progressive work experience, preferably with the UN or other international organizations in the areas of community-driven development and / or sustainable livelihoods;
- Experience in working with senior government officials, donor representatives and civil society;
- Demonstrated strong coordination and facilitation skills;
- Results oriented, flexible and problem solving skills.
Language Requirements: - Excellent command of written and spoken Arabic and English.
