Background

UNDP Turkmenistan within the project “Purposeful strengthening and expanding of qualified services on TB diagnostics and treatment in Turkmenistan” financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria, is seeking to recruit one expert to facilitate a 2-day Monitoring and Evaluation System Strengthening (M&ESS) workshop which will be held in Ashgabat, Turkmenistan in mid-July 2012.

This will be the 2nd M&ESS workshop, the first was conducted in August 2010 at the start of the Global Fund grant in Turkmenistan. The first workshop was done with use of the M&E system analyses tools developed by the Global Fund, resulted in the M&ESS action plan with specific activities and budget for strengthening the M&E system for TB control in the country. The action plan has been implemented during the 2 years of phase 1 of the grant.

From 1 October 2012 the grant is entering the 2nd phase which will continue activities started in 2010-12, and will specifically focus on control of the MDR-TB. To get prepared for this programme, the National Tuberculosis Programme of Turkmenistan developed standards for MDR-TB management (case definitions, diagnosis, treatment, follow-up, reporting, etc.). In order to monitor and evaluate the MDR-TB programme in the short and long term, a monitoring and evaluation system currently in place must be updated to include monitoring and evaluation of MDR-TB.

The M&ESS workshop will be conducted in mid-July 2012 with participation of the NTP representatives, Ministry of Health, Medical Department of the Ministry of Interior Affairs and other organizations involved into control of TB. The participants will analyze the strengths and weaknesses of the M&E system, progress since the 1st workshop, challenges for control of the MDR-TB, and will develop action plan for implementation during the phase 2 of the grant.

One international expert will facilitate group work, and then will assist the PR with preparation of the workshop report and submission of the final documents to the GF.

Duties and Responsibilities

The consultant will closely cooperate with the UNDP/GF project staff. Specifically, the consultant will perform the following tasks:

  • Communicate with the UNDP/GF staff on preparations for the workshop: agenda, distribution materials, participants;
  • Make a presentation on the MDR-TB M&E (revision of the current approaches and/or best practices, sharing the experience if any); 
  • Facilitate discussion in small groups;
  • Contribute to the formulation of the action plan;
  • Participate in post-workshop follow-up (workshop report and submission of the action plan to the GF).

Expected deliverables and Timelines:

  • Pre-workshop discussion of arrangements (agenda, materials, presentations etc.) – 1 July – 15 July 2012;
  • M&ESS workshop –  16-17 July 2012;
  • Preparation of workshop report and action plan for submission to the GF – within 1 week after the workshop.

The deliverables will be reported to the M&E Specialist of the UNDP/GF project.

Competencies

  • Knowledge of the TB M&ESS Assessment Tools;
  • Familiarity with TB control in Turkmenistan (or at least in Central Asia);
  • Experience in facilitation of workshops, trainings, round table and similar events;
  • Facilitation skills;
  • Presentation skills.

Required Skills and Experience

Education:

  • University degree in Medicine;
  • Post-graduate training on TB control and training on MDR-TB control;
  • Training in M&E of TB programmes.

Experience: 

  • At least 7 years of experience of work in TB area, including MDR-TB control;
  • At least 5 years of experience of M&E in Global Fund’s projects or similar projects.

Language and Computer Requirements:

  • Excellent command of Russian, particularly with regard to TB terminology and M&E terms;
  • Good command of English is desirable;
  • MS Office.
