Background

The Government of Malawi, with support from the United Nations (UN) and other Development Partners (DPs) and in collaboration with the Civil Society Organizations intends to develop a National Programme on Political Empowerment of Women (2012-2016) with the aim of increasing women’s representation and participation in Parliament and Local Government. A programme formulation consultancy is being sought to formulate a Programme Support Document (PSD) on the political empowerment of women.
 
The Programme should include the following areas of programmatic focus:
  • Creating an enabling legal and policy environment for women representation;
  • Advocating for increased women representation in political parties;
  • Gender mainstreaming in the Civic and Voter Education Strategy and Programme;
  • Orientation of Civic and Voter Education;
  • Capacity Building and mentoring of female political aspirants and registered candidates;
  • Capacity Building of female members of Parliament and District Assembly Councillors;
  • Establishment and management of monitoring and evaluation system for women participation in Parliament and Local Government.
This call for proposals is open for national and international consulting companies and research institutions. However, international bidders are required to include local expertise. The firm should provide two consultants; a team leader and a team member who should have expertise in Gender equality, Gender Mainstreaming, Gender Machinery, Women’s empowerment, democratic governance, program formulation and management.

Duties and Responsibilities

Composition of the Formulation Team:
A Local Firm will be identified to provide two consultants: a team leader and a team member who should have expertise in Gender equality, Gender Mainstreaming, Gender Machinery, Women’s empowerment, democratic governance, programme formulation and management.
Specific Responsibilities of Team Leader:
 
The Team Leader will be responsible for providing leadership in the following key tasks:
  • Preparation of a synthesis of situation analysis, main lessons learnt, key issues and relevant recommendations in the areas of political empowerment of women;
  • Drafting of the inception report and programme document outliner;
  • Articulation of the linkages between MGDS, UNDAF and CPD outcomes related to women’s empowerment;
  • Develop the methodology for conducting the programme formulation exercise;
  • Presenting inception report and draft reports to the National Reference Group and use feedback to make necessary revisions;
  • Data collection and analysis;
  • Drafting the main formulation document;
  • Presenting the final draft to the Local Project Appraisal Committee (LPAC);
  • Preparation and submission of report for the LPAC meeting.
Specific responsibilities of the Team Member:
The team member will provide support to the Team Leader in designing the programme elements in their respective areas. The key outputs are:
  • Provide input to the inception report on scope and design of the programme;
  • Collection of documents and information for specified project/output areas of focus;
  • Drafting of designated sections of the programme document; and
  • Taking notes for meetings with stakeholders or reference groups and participation in meetings as needed.

Required Skills and Experience

A local or international consulting firm should adequately cover competencies in Gender equality, Gender Mainstreaming, Gender Machinery, Women’s empowerment, democratic governance, programme formulation and management. The international consultancy firm should include local expertise. The team should comprise the following set of consultants:
 
Lead consultant:
  • Possession of at least a Master’s Degree in gender, social science or any other development- related discipline;
  • At least ten years’ experience in the field of political empowerment of women, preferably in the Sub-Saharan Africa Region and other developing countries;
  • Demonstrable experience with programme/project formulations andresults-based management;
  • Demonstrable experience with activities related to Gender Mainstreaming and strengthening of Gender Machinery;
  • Experience with building multi-sectoral partnerships, including Development Partners, Government Institutions and Civil Society Organizations and resource mobilization;
  • Excellent reporting and writing skills in English;
  • Experience and familiarity with UNDP programming and funding procedures/modalities will be an added advantage.
Consultant:
  • Possession of at least a Master’s Degree in political science or any other development - related discipline;
  • At least three years’ experience in the field of Democratic Governance, including a particular focus on electoral processes, parliament, civic and voter education and/or women empowerment in Malawi or the Region;
  • Demonstrable experience with program/project formulations and results-based management;
  • Demonstrable experience with Gender Mainstreaming in Governance Structures;
  • Experience with building multi-sectoral partnerships, including Development Partners, Government Institutions and Civil Society Organizations and resource mobilization;
  • Excellent reporting and writing skills in English;
  • Experience and familiarity with UNDP programming and funding procedures/modalities will be an added advantage.
