I. Organizational Context

REDD+ (Reducing Emissions from Deforestation and forest Degradation) has gained traction in the international climate change dialogue and has become an eminent priority for Indonesia because deforestation and forest degradation still represent a major source of Green House Gas (GHG) emissions, in addition to hindering human development and causing environmental problems in the country. Most of Indonesia’s GHG emissions are related to land degradation, inappropriate land uses, and land conversion.

Indonesia has played a leading and continually expanding role in addressing the global climate change challenge. At the G20 Summit in Pittsburgh on September 2009, President Susilo Bambang Yudhoyono committed to a 26% emission reduction target by 2020, and 41% emission reduction with international support, making Indonesia the first large developing country to do so. It is widely acknowledged that REDD+ will play an important role to support Indonesia’s voluntary commitment to reduce its emissions. To deliver significant reductions a set of clear targets, tailored strategies, policies and institutions will be required.

The Norway Indonesia Climate Change Partnership

In response to the President’s firm commitment, on May 26th, 2010, the Governments of Indonesia and Norway signed a Letter of Intent (LoI), outlining a USD 1 billion programme of “Cooperation on reducing greenhouse gas emissions form deforestation and forest degradation”. This ambitious programme will be implemented in three phases, namely “Preparation”, with five key results to be achieved mostly by the end of 2010; “Transformation”, involving substantial capacity building and a single-province pilot over the period 2011-2013; and “Contributions for verified emission reductions”, from 2014 onwards, for national level implementation of measures to reduce emissions. This is a crucial programme aiming to reduce deforestation and land degradation in Indonesia’s substantial forest cover, together with associated Green House Gas emissions.

Under the terms of the REDD+ Partnership with Norway, Indonesia also agreed to establish a pilot project to trial (learning-by-doing) the different requirements of REDD+ implementation. Central Kalimantan on the island of Borneo was selected by the President as the pilot province for REDD+ Indonesia along with eight other priority provinces where REDD+ will be implemented sequentially. In September 2011 an MoU between the REDD+ Task Force and the Governor of Central Kalimantan was signed, and since December that year preparations have begun to establish the mechanisms necessary to trial the many new paradigms, regulations, financial mechanisms and related safeguard protocols necessary for REDD+ implementation. 

In order to accomplish this mandate, the REDD+ Pilot Province Working Group is seeking to engage a Project Coordinator to manage the implementation of REDD+ activities in the Central Kalimantan pilot province.

Under the direct supervision of the REDD+ Liaison Advisor to Pilot and Partner Provinces, the Project Coordinator  is responsible for operational activities pertaining to the implementation of the Indonesia REDD+ Project as outlined under the Indonesia-Norway Partnership. He/She is responsible for coordinating and managing activities set out in the Project Document,  ensuring that those activities meet the key performance indicators set. The Project Coordinator provides guidance and oversight to the tasks identified by the Liaison Advisor to Pilot and Partner Provinces for effective implementation of REDD+ priorities in Central Kalimantan.

The Project Coordinator supervises the Liaison Associate for SekBer and TC Palangkaraya and leads some project personnel and coordinates activities of other staff.  The Project Coordinator works in close collaboration with all stakeholders in Central Kalimantan to ensure their informed participation in the consultative process.

Summary of key functions:

3.  Assurance of effective results of Pilot Province Working Group activities and management of and supervision of the team;
4.  Establish and maintain good working relationship and communicate effectively with all related REDD+ stakeholders in Central Kalimantan to ensure smooth implementation of REDD+ activities
5.  Facilitation of knowledge building and management

1.  Manage the implementation of Satgas REDD+ activities in Central Kalimantan, focusing on achievement of the following results:

.   Provide input and guidance to the Pilot Province Working Group of the National REDD+ Task Force  for better planning and implementation to ensure relevance of project work plans at all time;

.   Ensure that work plans are implementable and bring maximum impact to the performance of the REDD+ initiative in Central Kalimantan;

.   Suggest further development of project activities in tune with the evolving priorities and support the development of innovative and appropriate implementation mechanisms that respond to the uniqueness of the development context in Central Kalimantan;

2.  Provision of technical advice to the National Task Force of REDD+, the Pilot Province Working Group, and other Government bodies on the implementation of REDD+ priorities in Central Kalimantan, focusing achievement of the following results:

•   Provide management advice to the Head and members of Pilot Province Working Group and other related decision makers of REDD+ on the project strategy, planning, implementation and monitoring of REDD+ activities in Central Kalimantan;
•   Provide strategic and operational inputs to the preparation of annual and quarterly work plans for the REDD+ initiative in Central Kalimantan, and propose revisions of the work plans for approval by the National Task Force;
•   Provide regular briefings to the Pilot Province Working Group and the National REDD+ Task Force on the dynamics of the institutional and implementation environment of the REDD+ work programmes and the related activities in Central Kalimantan.

3.  Assurance of effective results of working groups activities and management of  and supervision of the team, focusing on achievement  of the following results:

•   Provision of strategic direction and substantive guidance to project team, experts, working groups and consultants to perform their role under REDD+ activities in Central Kalimantan;
•   Leading regular coordination meetings and dialogues with donors and other relevant stakeholders;
•   Provision of technical advice to Pilot Province Working Group in finding information on specific topics (seeking donor and government support for technical inputs as directed by the Liaison Advisor for Pilot and Partner Provinces)

4.  Establish and maintain good working relationship and communicate effectively with all related REDD+ stakeholders in Central Kalimantan, focusing on achievement of the following results:

•   Implementation of the REDD+ partnerships to achieve programmed outcomes
•   Develop communication with stakeholders of REDD+ in Central Kalimantan
•   Coordination of partnerships with development partners, government institutions, private sector, civil society etc. in consultation with Liaison Advisor for Pilot and Partner Provinces
•   Support the Pilot Province Working Group Coordinator in the interaction with the provincial and district governments in Central Kalimantan in relation to the needs and effectiveness of the REDD+ in Central Kalimantan

5.  Facilitation of knowledge building and management, focusing on the achievement of the following result:

•   Sound contributions to knowledge networks and communities of practice;
•   Organization of trainings for the operations/ projects staff on programme.

III. Impact of Results

The key results have a direct impact on the quality of strategies, targets and project results.  High quality technical advice contributes to sustainable capacity of the Implementing Partner and other Government of Indonesia institutions, and to the achievement of the UNDP Country Programme.

Qualifications et expériences requises

Education: 
Masters degree with minimum 3 years of work experience or Bachelors degree with minimum 7 years of work experience in development, social sciences, economics, environmental management, engineering, public administration or related fields.

A minimum of 7 years experience with progressive responsibilities in the field of programme management, development and environment related fields.

Experience: 
Proven experience in providing technical assistance and advisory services to Governments and/or multilateral development organizations in development programmes.

Strong understanding of and experience in programming and capability to translate needs into project activities.

Knowledge and understanding of REDD+ issues and political dynamics in Indonesia pertaining to REDD+ is an advantage, as is understanding of Government structures and procedures.

Strong public speaking skills and demonstrated ability to give technical presentations on climate change and forest carbon issues to a diverse range of stakeholders.

Ability to multi-task, learn new material, and manage time effectively in a dynamic and fast-paced working environment.

Minimum 3 years of coordinating and managing large scale development programmes that have substantial impacts to the national and international development progress.


Language Requirements: 
Fluency in written and spoken Indonesian and English is essential.
