I. Organizational Context

Under the guidance and direct supervision of the NPM DR4, the MRR Project Coordinator  will ensure project implementation strategies are in place by focusing on achievement of results in line with the Results and Resources Framework (RRF) outlined in the MRR Project Brief, an effective project management functions, project coordination mechanisms are developed, maintained and focused on strategic partnerships that will support project implementation and an effective project operations and administration functions.

The Project Coordinator can supervise and lead MRR Project staff project staff and local or international experts/consultants working for the project. The Project Coordinator works in close collaboration with the BPBD of DI Yogyakarta and Central Java, DR4 Project and UNDP CPRU Recovery cluster.

1. Ensures planning and implementation strategies on achievement of the following results:

a) Project implementation strategies are in place by focusing on achievement of results in line with the Results and Resources Framework (RRF) outlined in the MRR Project Brief but not limited to:

  • Promotion and development of the project in line with the project document, supporting emerging multi-stakeholder decision-making forums;
  • Assistant in developing regional and local level appreciation and understanding regarding community-focused development and good governance as means towards sustainable recovery in consultation with local stakeholders;
  • Identification activities to be supported by the project towards objectives of early recovery geared towards sustainable development in alignment with the Government’s Action Plan for Reconstruction and Rehabilitation;
  • Updates and report on implementation of monthly and quarterly implementation plans for the programme to be submitted to the DR4 Project and CPRU UNDP.

b) Effective project management functions through, but not limited to, the following:

  • Formulation of requests for proposals and management of the process of reviewing proposals submitted to the Project for funding to ensure that proposed activities contribute to Project objectives and approaches, and that proposed activities are technically feasible, in line with UNDP project approval processes and procedures;
  • Identification of need for and coordinate and oversee provision of technical assistance to partners through supervision of short-term consultants and other technical assistance providers
  • Draft of TORs for key inputs (i.e. personnel, organizations, sub-contracts, training, and procurement) under the responsibility of the UNDP, submit these to the UNDP CO for clearance and administers the mobilization of such inputs.
  • Management of allocation of available project budgets to projects activities towards realizing project objectives, by ensuring that:
  • Project funds are made available when needed, and are disbursed properly.
  • Expenditures are in accordance with the project document and/or existing project work plan.
  • Accounting records and supporting documents are kept.
  • Required financial reports are prepared.
  • Financial operations are transparent and financial procedures/regulations for NIM projects are properly applied.
  • Preparation to respond to audits and interact with auditors at any time. Assumption of direct responsibility for managing the physical resources (i.e. vehicles, office equipment, furniture, etc.) provided to the project by UNDP.
  • Supervision of project staff and local or international experts/consultants working for the project.

c) Responsibility in ensuring that project coordination mechanisms are developed, maintained and focused on strategic partnerships that will support project implementation through, but not limited to, the following:

  • Represent UNDP in the region and undertake continuous liaison with local Government, civil society and community leaders in order to maximize transparency and responsiveness of project initiatives;
  • Coordinate and lead the Early Recovery initiatives at the region;
  • Share and coordinate project initiatives with UN (Early) Recovery Adviser;
  • Ensure that related personnel of the project management unit/team manage coordination between implementing partners through convening and chairing meetings and workshops towards maximizing delivery and synergy;
  • Ensure that all agreements with partners are prepared, negotiated and agreed upon based on UNDP policy and procedure.
  • With respect to external project implementing agencies:
  • Ensure that these agencies mobilize and deliver the inputs in accordance with their letters of agreement or contracts.
  • Provision of overall supervision and/or coordination of their work to ensure the production, quality and timeliness of the expected outputs.

d) Effective project operations and administration functions through, but not limited to, the following:

  • Provision of management oversight to operational and administrative aspects of provincial project (finance, procurement, recruitment, staff supervision);
  • In coordination with the appropriate management structure in Jakarta, establish annual and quarterly work plans and write periodic reports against the work plans;
  • Serve as project focal point for Government and Donor missions to Yogyakarta & Central Java and ensure provision of logistical support as necessary;
  • Ensure that procurement of goods and services, and the use of UNDP project assets and resources, are conducted in accordance with UNDP policies and procedures;
  • Represent UNDP in the UN Area Security Management Team.

2.  Manage Monitoring and Progress Control focusing on the achievement of the following results:

  • Monitoring processes for the overall project to ensure that implementation is in accordance with agreed works, and to distil lessons and good practices of value for future programming;
  • Reporting arrangements are in place and meeting UNDP reporting standards;
  • Review meeting and evaluation in coordination with UNDP and Implementing Partners.

3. Supports reporting and requirement focusing on achievement of the following results:

  • Draft project progress reports as scheduled (i.e. monthly, quarterly, six-monthly, annual reports) to be addressed to DR4 Project, UNDP CO, GOI, and Donors
  • Regualr management reports and updates to be addressed to DR4 Project and UNDP CO.

III. Impact of Results

The key results have an impact on Government of Indonesia as well as UNDP Country Programme outcomes. In particular, the key results have an impact on accurate and timely analysis, data collection and presentation of required information, effective management and substantive support on knowledge management issues to ensure proper project implementation in line with the objectives of the project and UNDP rules, regulation and procedures and at the same time maintaining collaboration with project partners.

V. Recruitment Qualifications


Education: 

  • Bachelor/Master degree in a relevant discipline such as management, public administration, urban and rural development, engineering etc. Both education backgrounds are subject to minimum years of experience mentioned below.


Experience:

  • Minimum 6 (six) years of professional experience for Bachelor Degree or 2 (two) years of professional experience for Master degree, preferably in the field of development, including work on disaster prevention, relief, recovery, disadvantaged area development and management

Language Requirements: 

  • Excellent written and verbal communication skills in English and Indonesian with an appropriate level of report writing and presentation skills;
