I. Organizational Context

The Disaster Risk Reduction Guided Rehabilitation and Reconstruction (DR4) Knowledge Management Officer, hereinafter called as KM Officer, will be appointed to assist the National Project Manager and the PMU in the knowledge management aspect of the project implementation. He/She will also specifically assist the PMU and all sub-projects under DR4, in the efficient and proper support to project activities. The KM Officer will also work closely with Disaster Management Section of CPRU, to ensure its integration of KM strategy with other projects and programmes.

1. Ensures an effective knowledge management functions focusing on the achievement of the following results:

  • Provision of effective support in the preparation, planning, implementation of DR4 project to effectively achieve target mentioned on the Prodoc with specific focus on knowledge management, lesson learned and best practices.
  • Provision of effective support in capturing lesson learned and its dissemination to all related stakeholders, including the implementing partner and UNDP.
  • Provision of technical advice on knowledge management process reports (Indonesian and English versions)
  • Analysis of 3-W database on DR4 programme initiatives and the stakeholders/actors involved in DR45 incl. its sub project;
  • Identification of need for and coordinate and oversee provision of collaboration and integration with other projects and programmes under disaster recovery cluster.

2. Ensures an effective collaboration and networking on the KM aspects focusing on the achievement of the following results:

  • Maintenance of productive working relationships with Governments as well as Non-Governmental institutions and other project partners;
  • Facilitation to the coordination between UNDP and BNPB as well as other relevant government agencies on activities related to the project;
  • Participation in locating the DR4 at the heart of a network of individuals and organizations supporting Disaster Management efforts in Indonesia at both governmental and non-governmental (including corporate sector)
  • Participation in engaging various stakeholders to support Disaster Management planning and program, particularly on rehabilitation and reconstruction.
  • Facilitation in the collaboration with partners and other actors on identifying priority related activities for the project;
  • Promotion the overall project strategy, objectives and activities to the stakeholders of DR4 Project

3. Conducts  regular monitoring, updated and provide feed backs focusing on the achievement of the following results:

  • Standard form of KM material and its updated format if necessary.
  • Regular monitoring result and progress of project activities as stipulated on the ProDoc.
  • Provision of technical advice on knowledge management process reports (Indonesian and English versions)

4. Reporting, focusing on the achievement of the following results:

  • Regular knowledge management report, materials and its update as planned;
  • Inputs and collaborate with project team to formulate project progress reports as scheduled (i.e. monthly, quarterly, six-monthly, annual reports)

III. Impact of Results

The key results have an impact on Government of Indonesia as well as UNDP Country Programme outcomes. In particular, the key results have an impact on accurate and timely analysis, data collection and presentation of required information, effective management and substantive support on knowledge management issues to ensure proper project implementation in line with the objectives of the project and UNDP rules, regulation and procedures and at the same time maintaining collaboration with project partners.

Habilidades y experiencia requeridas

V. Recruitment Qualifications

Education: 

  • Minimum Bachelor degree from a reputable university, preferably majoring in social, political, public and communication or other related sciences

Experience: 

  • Minimum 6 (six) years of professional experience for Bachelor Degree or 2 (two) years of professional experience for Master degree, in the field of information and communication, and data management of relevant experience in the field of development assistance, especially dealing with government authorities, with specific area on planning administration, and disaster management issue as advantage

Language Requirements: 

  • Proficient in English language, spoken and written.  Ability to write reports, make presentation, provide training etc.
