Background

Project Title: GFATM (HIV/AIDS) Project
UNDP is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and works in a number of countries as a Principal Recipient. A decision by the Multisectoral Expert Council selected UNDP as the Principal Recipient for the first phase of the HIV Round 3 Rolling Continuation Channel grant. The Global Fund to fight Aids, Tuberculosis and Malaria provides funds for the provide support of grants for the implementation of the National Programmes on HIV/AIDS, Tuberculosis and Malaria in the Republic of Uzbekistan. In its role as Principal Recipient under the HIV Round 3 Rolling Continuation Channel, UNDP is responsible for the financial and programmatic management of the Global Fund grant as well as for the procurement of pharmaceuticals, health and non-health products. The overall goal of the grant is to Continue Scaling up the response to HIV in Uzbekistan, with particular focus on Most at Risk Populations.

At the present time Uzbekistan is scaling-up the delivery of antiretroviral (ARV) therapy to HIV-positive eligible patients. A critical component of the scaling up of antiretroviral therapy (ART) is to ensure that all essential commodities, particularly antiretroviral medicines, for the required effective treatment regimens are available in sufficient quantity, are of assured quality, and are used appropriately. This requires proper and efficient stock management, including accurate forecasting, monitoring and timely reporting of antiretroviral (ARV) medicines and related commodities. However, management of antiretroviral medicines and related commodities is complex, and its various dimensions may be new to most pharmacists and staff entrusted with the work.

Thus, the UNDP/GF Project "Continuing scale up of the response to HIV in Uzbekistan, with particular focus on the most at risk population" is searching for qualified candidate for the position of the International Consultant to develop a training module on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting and a reporting mechanism.

Under the guidance and direct supervision of the Project Manager, the International Consultant will be responsible for the development of an ARV Procurement Forecast Tool, a mechanism for interactions between all medical facilities involved in process of treatment, care and support of People living with HIV/AIDS and a training Module on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting, stock management, monitoring and reporting for the concerned staff of lead medical facilities providing ART.

Duties and Responsibilities

Major tasks are required to be accomplished by the International Expert:
  • To analyze existing forecasting system on HIV/AIDS-related drugs, commodities and test systems, including stock management arrangements, monitoring and reporting formats applied on the national level;
  • To offer suitable forecasting methods for HIV/AIDS-treatment related drugs, commodities and test systems, based on the analyses of the potential and capacity of the AIDS and AIDS associated diseases treatment service providers in Uzbekistan;
  • To offer a minimum set of management tools for proper stock management, conducting of accurate forecasts, monitoring and the timely reporting of antiretroviral medicines and related commodities;
  • To provide on the job training for RAIDS center and PMU respective specialists on one or more tools for forecasting, stock management, monitoring and reporting on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment (ToT);
  • To assist in identifying of key professionals/specialists involved in the process of forecasting, stock management, monitoring and reporting on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment and design the ToR for them;
  • To develop mechanism of interaction between all medical facilities involved in process of treatment, care and support of People living with HIV/AIDS on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting, stock management, monitoring and reporting (documents, orders etc.);
  • To draw up the recommendations on forecasting fixed dose combinations (FDC) of ARV drugs for the current cohort of patients.
Key outputs:
  • ARV Procurement Forecast Tool;
  • The report outlining the mechanism for interactions between all medical facilities involved in process of treatment, care and support of people living with HIV/AIDS on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting, stock management, developed monitoring and reporting system. The report includes recommendations and projections for the procurement of ARVs as well as FDC of ARV drugs;
  • Facilitation and content design of Training Module including separate chapters on forecasting of HIV/AIDS-treatment related drugs, forecasting of HIV/AIDS-related commodities, forecasting of laboratory equipment, on stock management, and monitoring and reporting is developed.
Timeframe and fees:

The following deliverables and indicative schedule are expected from the consultancy contract. Exact dates of beginning and completion stages as well as scope of works for each phase can be corrected by Project Manager based on reasonable justification by the consultant. The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to the project by the Consultants in Russian.

Deliverable:
  1. The mechanism of interactions between all medical facilities involved in process of treatment, care and support of People living with HIV/AIDS on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting, stock management, monitoring and reporting system is developed; The report includes recommendations and projections for the procurement of ARVs as well as FDC of ARV drugs. Timeframe:   10 days from 02 July - 12 July 2012. Payment will be 20% from lump sum;
  2. ARV Procurement Forecast Tool and Training Module on forecasting of HIV/AIDS-treatment related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting, stock management, monitoring and reporting is developed. On job training for RAIDS center and PMU respective specialists on one or more tools for forecasting, stock management, monitoring and reporting on HIV/AIDS-related drugs, HIV/AIDS-related commodities and laboratory equipment carried out. Timeframe – 10 days from 13 July – 23 July, 2012. Payment will be 80% from lump sum.
This is a lump sum contract that should include costs of consultancy and other related costs, if any, required to produce the above deliverables. Payment will be released in 2 installments upon timely submission of respective deliverables and their acceptance by the Project Manager and UNDP CO.

Required Skills and Experience

Education:
  • University degree in the sphere of medicine, pharmacy or public health, PhD preferably in the above mentioned spheres.  
Experience:
  • No less than 7 years of HIV/AIDS related drugs, HIV/AIDS-related commodities and laboratory equipment forecasting, stock management, monitoring and reporting experience;
  • Minimum 5 years of which is in planning, management, monitoring and evaluation of AIDS programmes at national and international levels, preferably in CIS countries;
  • Experience in the field of initiating and management of ART;
  • Knowledge of the HIV situation and response in Uzbekistan is an asset; general vision of Health structure in CAR countries.
Language Requirements:
  • Proficiency in English, Russian is in asset.

  • This is a lump sum contract. The financial proposal shall specify a total lump sum amount. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  
  • The payment will be made in two installments to be issued upon completion and submission of Performance Evaluation Form (PEF) on the works performed as indicated in the terms of reference.
Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation:
The individual consultants will be evaluated based on the Cumulative analysis methodology.
The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable
b) Having received the highest score out of the set of weighted technical and financial criteria specific to the solicitation.
