Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Objectives of the Assignment:
The Technical Adviser on Women’s Protection and Knowledge Development will support the UN Women team in the oPt - with a special focus on the Women’s Human Rights programmes - in ensuring that all programmes and activities adopt a holistic and human rights based approach to combat violence against women, and to ensure that women’s protection as the combination of long-lasting safety and justice, economic security, self-development and growth in social status which a woman is able to enjoy during her lifetime is mainstreamed throughout the programmes. The Technical Adviser on Women’s Protection and Knowledge Development will provide technical assistance to the UN Women team in the oPt, as well as to UN Women national and international partners, and to UN sister agencies working on protection issues. The Technical Adviser on Women’s Protection and Knowledge Development will work on the levels of programmes’ development, implementation and support to monitoring and up-scaling of activities, while prioritizing national capacity development. In addition, she/he will work on translating programme results and lessons learnt, combined with the analysis of emerging protection issues and of national development processes, into knowledge products which are action-oriented and aim to support the development of systems and normative frameworks in the oPt tackling women’s protection. 
 
Scope of Work:
Location: occupied Palestinian territory (Jerusalem, with travel to other locations in the oPt). Travel to Jordan and/or Cairo, may be required, as well as to any other international meeting deemed to be important by the UN Women Office in the oPt for knowledge development and/or dissemination.

Duties and Responsibilities

  • Work closely with the other members of the Women Human Rights Unit team;
  • Participate in irregular coordination meetings with UN Women project and office staff, as well as other consultants;   
  • Provide technical backstopping to UN Women on protection issues and related services; 
  • Provide technical support for the development of the WHR programmes through regularly updated situation analyses, identification and documentation of priority areas to be addressed by the programmes, as well as of innovative initiatives and approaches to be implemented for effectively contributing to building a violence-free culture in the oPt;
  • Support transfer of knowledge on women’s protection issues, particularly related to sheltering services, to UN Women partners, governmental and non-governmental; 
  • Provide technical backstopping, as requested, to protection services initiatives executed and / or supported by UN Women; 
  • Develop, in consultation and coordination with the WHR Project Manager and team leader, knowledge products  related to women’s protection issues and to  good / best practices supported by UN Women, for dissemination and utilization by UN Women and its partners at country level, as well as at regional and global level; 
  • Provide technical advice, in coordination with the Project Manager/team leader, as requested, on  women’s protection issues, in compliance with the UN Women global and country strategies as well as human rights-based approach protection strategies; 
  • Design programme initiatives related to women’s protection issues, in support of broader country programme goals; 
  • Provide technical support to M&E consultants in setting frameworks and criteria for technical monitoring and evaluation of projects components related to VAW through a participatory approach that combines professional inputs from the NGOs or non-NGO partners and various specialized departments/institutions;
  • Provide technical support, including in the identification of necessary data and information to be collected, during the periodical technical project evaluations, as requested, against agreed upon goals, priorities, development objectives and targets, in coordination with the Project Manager and technical staff of project partners; 
  • Provide technical advice, in coordination with the Project Manager, to project partners on protection issues, in compliance with UN Women global and country strategies and relevant protection-related strategies; 
  • Engage national counterparts on women’s protection issues and ensure reputation for quality design and reliable delivery; 
  • Lead, as agreed with the WHRU Project Manager and within the framework of women’s human rights related programmes, the implementation of key activities and/or initiatives characterized by highly technical content, while backstopping processes of institutionalization and standardization of best / good practices and advanced knowledge; 
  • Ensure that technical advice is always provided through a participatory and empowering approach, based on continuous assessment of needs and priorities; 
  • Act as the technical “liaison” between the WHR team and  short-term technical consultants,  in order to ensure adherence of technical assistance plans of intervention to actual needs, rights-based standards and agreed upon priorities and goals;
  • Ensure effectiveness and suitability of the technical assistance component on women’s protection through the assessment of needs, development of technical assistance plans, assessment of impact, development of exit strategies, etc.; 
  • Identify emerging protection issues within the oPt  and provide recommendations to UN Women regarding strategies and initiatives to enhance the policies aimed at combating gender based violence;
  • Document the experiences and lessons learnt of the projects in terms of development and institutionalization of protection services for women in the oPt;
  • Ensure regular and continuous flow of information; 
  • Collect information and data on technical issues as identified in close coordination with the Project Manager;
  • Draft technical essays and reports, including recommendations, as requested, on specific emerging protection issues; 
  • Draft, as requested, analyses of protection gaps and project technical achievements, in terms of transfer of know-how and implementation of it, making direct use of UN Women indicators;    
  • Contribute, through data / information collection and analyses, to the updating of the existing documentation on  domestic violence in the oPt, and to its literature review, addressing causes and consequences and taking into special consideration the social costs of violence; 
  • Contribute to knowledge sharing within the office on women’s protection issues; 
  • Perform other duties as required.
Deliverables:
Within the above framework and within the timeframe of this assignment, the Technical Adviser on Women’s Protection and Knowledge Development will work to produce the following deliverables:
  1. Mehwar multi-year publication;
  2. Risk assessment tool for shelters;
  3. “Good practices and policy recommendations in the provision of mental health support to women victims of violence in oPt” paper;
  4. Risk assessment tool for police Family Protection Units;
  5. Mehwar Practice and Policy Guidelines, counselling-related chapters;
  6. Mehwar project final report to the donor.
Payment terms:
Payments are based upon output, i.e. upon delivery of the services specified in the ToR:
  • Completion of Deliverable n. 1 - %payment is 16.67%- target date is 31 July 2012
  • Completion of Deliverable n. 2 - %payment is 16.67%- target date is 31 August 2012
  • Completion of Deliverable n. 3 - %payment is 16.67%- target date is 30 September 2012
  • Completion of Deliverable n. 4 - %payment is 16.67%- target date is 31 October 2012
  • Completion of Deliverable n. 5 - %payment is 16.67%- target date is 30 November 2012
  • Completion of Deliverable n. 6 - %payment is 16.67%- target date is 31 December 2012

The Technical Adviser on Women’s Protection and Knowledge Development will work under the overall supervision of the UN Women oPt Head of Office and the direct supervision of the Women Human Rights Project Manager.

Deliverables will be submitted to the Women Human Rights Project Manager for approval before authorizing the related payments. 

Evaluation:
Preliminary examination
 
UNDP/PAPP will examine the Proposals to determine whether they are complete, and whether they are substantially responsive to the qualification and experience minimum requirements. A Proposal determined as not substantially responsive will be rejected by UNDP/PAPP and may not subsequently be made responsive by the Applicant by correction of the non-conformity.
 
Detailed examination
A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposals prior to any financial proposal being requested and compared.
The technical proposals are evaluated on the basis of its responsiveness to the Terms of Reference (TOR).
Below please find the evaluation form for the technical proposals. The obtainable number of points specified for each evaluation criterion indicates the relative significance of weight of the item in the overall evaluation process.
 
Evaluation Criteria
Level of Expertise:
 
  • “Extent of overall relevant experience” (from 7 to 10 years: 4 points; from 10 to 12 years: 6 points; above 12 years: 10 points)
  • “Relevance of previous assignments and responsibilities” (technical advisory role (on service provision level): 4 points; technical advisory role +capacity development (on service provision & policy levels): 6 points; technical advisory role +capacity development + knowledge development (on service provision & policy levels): 10 points)
  • Direct field experience in anti-violence shelters: 8 points
  • Experience and/or knowledge of the UN system, in general, and of UN Women, in particular: 6 points
  • Knowledge of the oPt and the Middle East Region: 6 points
Proposed Methodology:
To what degree does the applicant understand the task? Have the important aspects of the task been addressed?  Is the scope of task well defined and does it correspond to the ToR? Is the conceptual framework adopted appropriate for the task? (35 points)
 
Reputation/Credibility:
  • Quality of sample document(15 points)
  • Quality of recommendation letters(10points)


In the Second Stage, UNDP/PAPP will request Financial Proposals from applicants who attained the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals.

IMPORTANT: PLEASE DO NOT SUBMIT YOUR FINANCIAL PROPOSAL. THE FINANCIAL PROPOSALS WILL BE REQUESTED AT A LATER STAGE FROM APPLICANTS WHO ATTAINED THE MINIMUM TECHNICAL SCORES.
 
Lump Sum Approach
The financial proposal shall specify a total lump sum amount. The total lump sum shall be all-inclusive and shall take into account various expenses incurred by the Consultant/Contractor during the contract period and shall form the amount of the resulted contract between the winning Consultant/Contractor and UNDP. No other entitlements will be considered after submission of financial proposals.
The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, all envisaged travel (such as but not limited to all travel to join duty station/repatriation travel), per diems/daily allowances).
Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

Award of Individual Contract
The procuring UNDP entity reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without incurring any liability to the affected applicant or any obligation to inform the affected applicant or applicants of the ground for the UNDP’s action.
The UNDP procuring entity will award the Individual Contract to the First  Lowest Technically Responsive Candidate.

Required Skills and Experience

Education:
  • Master’s degree (MA) in development and gender / social studies/ human rights, or relevant fields.

Experience:
  • At least 7 years of proven professional experience in the area of gender-based and sexual violence and victims’ protection;  
  • At least 7 years of experience in designing and backstopping programme initiatives related to women’s protection issues; 
  • At least 7 years of proven professional experience in sheltering services, including in technical advisory role; 
  • Proved experience in developing quality knowledge products; 
  • Extensive knowledge and understanding of the Palestinian socio-cultural and political context;
  • Extensive and proven understanding of international standards of protection services, including sheltering; 
  • Previous professional experience within the UN system or related field of work will be an asset. 

Language Requirements:

  • Fluent communication skills (comprehension, written, and spoken) in English. Spoken Arabic will be considered an asset.
