Background |
Organisational Context: In collaboration with the Government of Zimbabwe and other development partners, the Towards 2015: Supporting MTP implementation and MDG achievement in Zimbabwe Project seeks to support pro-poor, sustainable growth, economic development in order to enhance the national development response through comprehensive implementation of the Government’s Medium Term Plan (MTP), strengthening of economic management systems and policy formulation and acceleration in attaining the MDGs in Zimbabwe. Specifically, the project aims to deliver on the following key results:
- National processes for policy formulation and implementation established
- MTP implementation monitored and reported
- National MDG progress monitored and reported upon
- MDG Accelerated Action Plan developed and implemented
- Increased national awareness and commitment to the MDGs
- Increased local capacity for MDG-based planning
Enhancing the National Development Response: The current development response of the Government of Zimbabwe is articulated in the economic and social policies contained within the Zimbabwe Medium Term Plan 2011-2015, in essence, the national development strategy. The MTP’s main goals are to: transform the economy, reduce poverty, create jobs, maintain macroeconomic stability and restore national capacity to produce goods and services competitively. These stem from and correspond directly to development aspirations outlined in the Global Political Agreement (GPA) and build on gains achieved in STERP I and II. Accelerating Millennium Development Goal Achievement: In the area of the MDGs, it has become increasingly apparent that a concerted joint effort amongst local, national and international stakeholders is fundamental in order to scale up MDG-related interventions and accelerate progress towards attainment of the MDGs in Zimbabwe. This is particularly significant when viewed in light of the fast-approaching 2015 MDG deadline. Project Components: Project results will broadly derive from four focus areas. These project components will involve different project stakeholders and will, while they have different focuses, be mutually reinforcing in that any progress made in relation to the MTP necessarily corresponds to progress on the MDGs and vice versa. Accordingly, the project will be well coordinated to maximize effect and impact and synergies will be sought throughout the project life.
The project will be implemented through National Implementation Modality (NIM) with the Ministry of Economic Planning and Investment Promotion (MoEPIP) as the key Implementing Partner for the project as a whole. MoLSS, NANGO, DRI and SNV will act as Responsible Parties under the project, and assume full responsibility for the implementation of agreed activities to reach the outputs within their respective focus areas. The Responsible Parties will report on progress through the Implementing Partner, the MoEPIP.
In the Ministry of Economic Planning and Investment Promotion, a Project Coordinator will be assigned to manage of the project. The Project Coordinator will work in close liaison with the Economic Advisor to the Ministry of Economic Planning and Investment Promotion and the UNDP MDG Programme Specialist and report to the office of the Permanent Secretary. The Project Coordinator will assume the day-to-day management responsibility of all aspects related to the project. This includes implementation of activities directly under the MoEPIP’s responsibility according to the annual work plans, effective coordination of the entire project’s components and accountability for the delivery of the project’s outputs, as well as preparation of quarterly and annual workplans and reports. The Project Coordinator will, in collaboration with the Economic Advisor and Programme Specialist, make decisions related to the project based on the consensus arrived by the Project Board.

Duties and Responsibilities |
- Assume day-to-day management of all aspects related to effective implementation of the project;
- Seek synergies and coordinate the different project stakeholders for maximized results and impact;
- Drive implementation of the project’s outputs directly under the MoEPIP’s responsibility;
- Monitor project activities by reviewing a variety of records, including control plans, progress reports, project inputs, budget/financial reports and expenditures;
- Consolidate and compile quarterly and annual workplans and reports in collaboration with the project’s Responsible Parties for further planning and analysis purposes;
- Be responsible for timely processing of payments and disbursement authorisations;
- Undertake financial and administrative monitoring and evaluation of the project, including identification of operational and financial problems and development of solutions;
- Ensure financial and administrative controls, assessing whether they are operating as per policies, procedures according to MoEPIP/UNDP regulations;
- Maintain good working relations with Responsible Parties, and work closely with the Economic Advisor to the MoEPIP and the UNDP MDG Programme Specialist to ensure coherent implementation of the project.

Required Skills and Experience |
- A University degree or equivalent in Economics, Development Studies, Business administration, Social Sciences or related field. Possession of a Masters Degree would be an added advantage;
- Fluency in English and a national language of the duty station is mandatory;
- 3-5 years of relevant experience at the National or International level in project management, monitoring and evaluation of development projects and sound knowledge about development issues in the Zimbabwean context are further requirements.
Furthermore the following are an additional requirement: - Clean class 4 driver’s license is a MUST;
- Knowledge and experience in the usage of computers and web based management systems is a MUST.
