Background: The Inter-Agency Information and Analysis Unit is an integral part of the Office of the Resident Coordinator/Humanitarian Coordinator for Iraq. It was established to support the UN Country Team with evidence-based programming, advocacy and policy advice in line with the needs of the Government and people of Iraq. The IAU is mandated to undertake coordinated and overarching analysis of key issues in Iraq including both humanitarian and development aspects while taking into account the mandates and specializations of UN and partner agencies. The Unit works closely with all UN agencies, the UNDAF Priority Working Groups and NGOs to facilitate collaborative and joint analytical work and information management. The UNCT is moving forward with a new phase of development planning through the UNDAF 2011-2014. Concurrently, the IAU has been providing support to the Government of Iraq on design and development of CSO and KRSO websites and Iraq Information Portal as well as providing technical support to UNCT. The IAU is recruiting a Web & Database developer to support the production and dissemination of information management and analytical and advocacy materials related to the dissemination plan in line with the major themes of the UNDAF. In addition, the Web & Database developer will assist in developing Human Rights Commissionaire Website and Database and VAW database for UNDP, VAW information collection and monitoring system for UNWOMEN, CSO and KRSO websites for the Government of Iraq.

Duties and Responsibilities |
Objectives: - Assist in design and development of new desktop publishing (MS Access) and online information communication products according to the IAU needs for greater information sharing and exposure.
- Assist in development of VAW data collection and monitoring system in consultation with the IAU and UNWOMEN and in line with specifications provided by UNWOMEN.
- Develop VAW database in close cooperation with IAU and UNDP and provide training on the functions of the database.
- In close cooperation with IAU development team and UNDP develop a website and database for Human Rights Commissionaire.
- Provide technical support to UNCT, UNAMI and IAU in design, development and maintenance of various public information products.
- Support capacity development within CSO/KRSO and Iraqi Civil Society through assistance in the implementation of CSO and KRSO websites and supporting database systems.
- Prepare handed-over notes, user manuals, training materials and presentations and participate in training sessions.

Deliverables and outputs:
While UNDP will be responsible for the logistic costs of the participants. The Consultant Under the direct supervision of the UN Resident Coordinator’s Office Inter-Agency Information and Analysis Unit, is requested to produce for the following deliverables: - Developing of VAW data collection and monitoring system
- Developing of GBV database
- Assistance in developing of CSO website
- Assistance in development of KRSO website

Required Skills and Experience |
Education: - University degree in Computer Science or related field or the equivalent combination of education and relevant professional experience.
Work Experience: - Minimum of 5 years of progressively responsible experience in development of large databases and websites.
- Demonstrated and proven experience in the design and development of applications using Classic ASP and .NET technologies / MS Access and SQL Databases, PHP and open sources CMS (Drupal, Joomla). Knowledge of MS SharePoint is an advantage.
- Demonstrated and proven experience in the application of standards to the development and use of information management systems.
Language: - Fluency in English both written and oral.
- Arabic language is required.

- A letter explaining why he/she considers himself/herself the most suitable candidate for the work;

Financial proposal: The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. A breakdown of this lump sum amount is to be provided by the IC candidate.
