Background |
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors in the Caribbean Region. The Caribbean Sub-Regional Office (SRO) covers 26 countries including 14 member states of the Caribbean Community (CARICOM) and the British overseas territories and the Netherlands Antilles. The SRO is going through a transition phase with the departure of the current RPD. This transition is occurring at a crucial time for UN Women as it develops its regional architecture and as the Haiti Office proceeds to decentralization. The Caribbean office has an active functional cooperation framework with all independent Caribbean member states as well as with the two inter-governmental processes within the region- CARICOM and the Organisation of Eastern Caribbean States. The Caribbean office covers 5 UN country teams, providing strategic guidance and coordination on gender equality programming. The technical demands on the Office for advisory services are significant as is the requirement for monitoring and support to governmental and non-governmental partners. It is for these reasons that UNWOMEN is seeking to fill a Temporary Appointment for an OIC to ensure smooth transition and continuation of programmes while the process of recruiting a substantive RPD is ongoing. Under the direct supervision of the Director of the Latin America and Caribbean Regional Centre (based in Panama) the OIC will be responsible for the following main functions: - Programme Management Functions
- Ensuring high quality, on-demand policy advice, technical support and coordination with key partners;
- Conceptualizing, guiding, and/or mobilizing attention for innovative and catalytic programming on gender equality and women's empowerment with strategic partners;
- Staff and Resource Management in the sub-region.

Duties and Responsibilities |
UN-Women is currently in the process of strengthening its field capacities at country and regional levels, including through structural changes. This process may necessitate limited changes to the precise functions described below. Programme and Financial Management - Monitoring the development in the region in terms of trends directions and issues with regard to gender equality and human rights for women, as a basis for UNWOMEN's programme
- Leading the management and implementation of the UNWOMEN Annual Work Plan for the Caribbean sub-region, and its individual countries as per corporate policies, guidelines and requirements, full responsibility and accountability for UNWOMEN's financial resources allocated to the sub-region, from both core and cost-sharing funds, as well as other funding modalities (Trust Funds) through all stages of results-based planning, programming, implementation, monitoring, reporting, integrity, transparency, and equity in the management of UNWOMEN financial and human resources in the Regional Office
- Support the Regional Centre in its oversight to the management and operations of the Haiti Country office
- Explore opportunities for joint programming and initiate or contribute to the process.
Policy advice and advocacy - Provide policy advice for governments, civil society, UNCT/agencies and other external partners, keeping abreast of updated global developments.
- Feed into national, regional and global policy making or advocacy fora using the evidence from the field based work.
People Management: - In collaboration with the Human Resources Center, and in line with the UN and UNWOMEN rules and regulations, the RPD will ensure effective management of staff in the subregional office and Haiti country office. The RPD will also provide support to staff supervised by him/her such that they may meet their development needs, as per UN standards
Financial management: - In line with the principles of the delegation of authority, the RPD ensures proper financial management of, and accurate and timely reporting on UNWOMEN's resources
Strategic management: - Provide strategic and data inputs into programme activities, including budget preparation exercises for UNWOMEN.
- Ensure and prepare products and results, handovers and consultations; effective and efficient management of partnerships with government and NGO partners
Representation Functions: - Build strong relationships with government of countries in the sub region, as well as with civil society organizations and regional inter-governmental organizations.
- Liaise, negotiate and collaborate with bilateral and multilateral donors, international foundations and corporations to maximize results in terms of country programming and towards securing funds for UNWOMEN programmes
- Chair inter-agency groups on gender or women's human rights where entrusted.
- Support coordination of gender equality programming through UNCTs' work such as UNDAFs by using various tools such as gender score card.
- Promote a positive and accurate image of UNWOMEN in the region through participation in policy and programme to foster cooperation and collaboration between and among governments, UN and donor agencies on gender issues.
- Build strategic alliances with women's organizations within the region in order to support their work and to create visibility for the issues being pursued by the organizations
Leadership Functions: - Provide support for gender sensitive UN country-level programming processes such as UNDAF, leadership of the Gender Theme Groups, and contribution to UN planning and coordination exercises.
- Staff and Resource Management in the Sub-Region
- The OIC will be accountable for integrity, transparency, and equity in the management of UNIFEM financial and human resources in the Subregional Office including:
People Management: In line with the UN rules and regulations pertaining to human resources management, security of staff in the regional office and country programmes which are under the ambit of the sub-regional office. - Strategic Management: Ensures effective and efficient management of partnerships with UN, government and NGO partners
Impact of Results: - The functions of the OIC RPD Caribbean position will ensure programme continuity and enhance the mandate of UNWOMEN in the Caribbean sub-region resulting in the UN Women´s work as a leading agency on women's rights in the region by becoming more visible and highly recognized.

Required Skills and Experience |
|
Education: - Advanced University Degree in Social Sciences and/or any relevant disciplines related to International Development or International Relations, International Legal studies, Human Rights, Gender Equality and Women's Human Rights.
Experience: - At least 10 years relevant experience.
- Knowledge of and experience with the Caribbean geographic region.
- Experience in project development/ management and coordination, as well as in budget preparation.
- Knowledge in gender and development issues.
Language Requirements: - Excellent written and spoken English.
- Working ability in another UN language is an asset.
Note: In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
