Background

UNDP’s support for elections covers all aspects of the electoral cycle with a focus on building the long-term sustainable capacity of national entities to administer free and fair elections. To consolidate the electoral cycle approach, and develop stronger substantive and programmatic linkages between electoral assistance and democratic governance, UNDP launched the Global Programme for Electoral Cycle Support (GPECS) in 2009, which provides targeted support to strengthen national capacity for electoral administration and management over time. One of the key objectives of GPECS is to strengthen the capacities of Electoral Management Bodies (EMBs), contribute to professional networks of electoral officials and reinforce the UNDP electoral assistance programming.
Within the GPECS Arab States component, the UNDP’s Democratic Governance Group of the Bureau for Development Policy (DGG/BDP), in partnership with the Regional Center in Cairo (RCC), UNDP Egypt, UNDP Tunisia and UNDP Libya is organizing a  10 day BRIDGE (Building Resources in Democracy, Governance & Elections) train the facilitators workshop for UNDP electoral staff in country offices, representatives of Electoral Management Bodies (EMB) and gender and election experts from the Arab States region.  The training will be held in English, from 26th August to 6th September 2012 in Cairo, Egypt.
 
During the 10 day workshop the UNDP electoral staff in country offices and representatives from their respective EMBs are expected to learn the BRIDGE methodology and build knowledge about BRIDGE modules and workshops, including facilitation and/or electoral aspects. The workshop also intends to forge ties between UNDP country offices and EMBs for future cooperation.
 
For that reason, UNDP requires the services of two accrediting BRIDGE facilitators who will facilitate the train the facilitators’ workshop in English.
 
The assignment will take 17 days in total. The facilitators will have up to one week for the preparation and evaluation of the train the facilitator workshop and ten (10) days for conducting the workshop.
The facilitators are expected to arrive in Cairo, Egypt at latest five (5) days prior to the commencement of the workshop and run the ten (10) day workshop.

Duties and Responsibilities

Under the supervision of the Electoral Policy Specialist the facilitators will engage with the following tasks;
  1. Prepare the BRIDGE curricula for the train the facilitator workshop;
  2. Finalize the Facilitators and Participants Notes and Materials, including preparing other related materials (presentation, workshop agenda, etc.)
  3. Facilitate BRIDGE train the facilitator workshop  and mentor BRIDGE workshop facilitators;
  4. Consolidate evaluations and prepare post-workshop feedback for UNDP and BRIDGE Office. Reports must be submitted in English.

Competencies

  • Experienced Accrediting BRIDGE or Expert level facilitator;
  • Knowledge of BRIDGE train the facilitator workshop;
  • Experience in conducting BRIDGE  modules in the Arab States region is a plus;
  • Experience in working with UNDP or UN on electoral assistance or capacity development activities, particularly in conducting the train the facilitator workshop, an asset;
  • Excellent communication skills.

Required Skills and Experience

Education:
  • Graduate degree (or equivalent) in International Relations, Political Science, Development , Education or related field.
Experience:
  • At least 5 years of experience in the area of electoral assistance and/or democratic governance
  • Proven experience in facilitating BRIDGE workshops;
  • Experience in working with UNDP or UN on electoral assistance or capacity development activities, particularly in facilitating or co-facilitating the train the facilitator workshop;
  • Ability to interact and relate with people at any level.
Language Requirements:
  • Fluency in English, knowledge of another UN language is an asset.
