UN Women Sub-Regional Office (SRO) for the Central and Southeastern Europe (CSEE) based in Bratislava, Slovakia has been supporting and developing innovative initiatives promoting women’s rights and gender equality in CSEE. UN Women’s CSEE projects are focusing on strengthening women’s rights in the area of employment, political participation and decision making, governance, peace and security and in ending Violence Against Women (VAW).
The Programme Monitoring, Reporting, and Evaluation Specialist will be part of a SRO Programme Unit supporting the UN Women Sub-regional Country and Project Offices to facilitate better monitoring, reporting and evaluations.
Duties and Responsibilities
UN-Women is currently in the process of strengthening its field capacities at country and regional levels, including through structural changes. This process may necessitate limited changes to the precise functions described below. There is also a possibility that this position will at some point be relocated to a different duty station within the region.
Summary of key functions
Under the overall guidance of the UN Women Regional Programme Director (RPD) of the CSEE SRO and under the direct supervision of the CSEE SRO Programme Specialist , the Monitoring, Reporting, and Evaluation Specialist will support the results-tracking, monitoring and evaluation of a portfolio of programmes, including grants from the Fund for Gender Equality (FGE) and the United Nations Trust Fund to End Violence Against Women (UN TF) implemented in the sub-region and will be responsible for the following main tasks:
- Monitoring and Evaluation Services
- Reporting and Knowledge Management Services
- Capacity Development
- Managerial and Organizational Tasks
Description of Duties
Monitoring and Evaluation Services:
- Develop, improve and maintain systems and tools for effective monitoring and results-tracking of programmes and projects implemented in the sub-region;
- Effectively monitor and track results of programmes and projects implemented by UN Women in the sub-region and ensure that the objectives are met, delivered on time and properly captured for donor and UN Women reports;
- Monitor the quality of reporting in the CSEE SRO on a regular basis, provide feedback and suggest measures for improvement;
- As Evaluation and Monitoring Focal Point for the CSEE SRO support the management of programme/project mid-term reviews and external evaluations;
- Assist Project Managers, FGE, and UN TF grantees in developing Project Logical and Performance Monitoring Frameworks;
- Support the management of programme and project mid-term reviews and external evaluations in the sub-region, including drafting of management responses.
Reporting and Knowledge Management Services:
- Monitor the donor reporting schedule and ensure that Project Managers provide timely inputs to the donor reports as per schedule;
- Provide substantive inputs to corporate exercises such as the Annual Report, Progress Reports, UN Women publications;
- Review progress reports from implementing partners and narrative and financial reports from FGE and UN TF grantees and provide recommendations and guidance for improvements;
- Prepare substantive reports and written contributions for various purposes, including inputs for the FGE annual and donor reports, speeches and newsletters, fund raising efforts and other needs;
- Contribute to tracking and synthesizing results, tools and good practices resulting from the implementation of UN Women programs and projects in the CSEE sub-region, including capturing findings and lessons learned and assist in the preparation of knowledge products.
- Actively contribute to capacity development of UN Women Staff members and implementing partners in the CSEE sub-region including by providing introductory trainings for UN Women (new staff) and partners on Monitoring, Reporting and Evaluation.
Managerial and Organizational Tasks:
- Serve as the Evaluation and Monitoring Focal Point for the CSEE SRO;
- Serve as liaison between the SRO, Geographic Sections, UN Women Thematic Advisors, FGE Secretariat, UN TF Secretariat and sub-regional and country programme offices, as well as with leading practitioners from women’s groups, civil society and UN sister agencies and consult as needed for the achievement of the above and all related tasks;
- Participate in the periodic grantmaking cycle of the FGE and UNTF at the sub-regional level and provide technical assistance as requested and needed;
- Liaise with UN Women administrative and support staff for the contracting of services, including by providing terms of reference for technical assistance subcontracts and in ensuring timely submission of reports from implementing partners and contractors;
- Actively participate in the work of CSEE SRO Programme Unit in development, management and implementation of the Annual Workplan.

The key results have a major impact on the overall effectiveness of the Sub-Regional and Country Project Offices and achievements in programme implementation.

Required Skills and Experience
- Master’s degree (or equivalent) in in Political Science, International Development Studies, Gender/Women’s Studies, Economics or Sociology.
- Minimum of 5 years of relevant experience at national and international level working with international development, gender equality and women’s empowerment issues;
- Experience with databases, data management, log frames and understanding of baseline data collection, and monitoring methodologies are an asset;
- Experience in Research and Monitoring and Evaluation of development assistance highly desirable.Experience in projects and programmes related to women’s economic and/or political empowerment is desirable.
- Fluency in English;
- Fluency in other languages spoken in the region will be considered an asset.
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
