Background

Climate change is of critical strategic importance to Ethiopia. According to the Ethiopian government sources, climate change has the potential to hold back economic progress, or reverse the gains made in Ethiopia’s development and could exacerbate social and economic problems. According to CRGE analysis, climate change also has the potential to destabilize the Horn of Africa and bring more fierce competition for water and other resources throughout the Nile Basin. At the same time, climate change and the international response bring opportunities for Ethiopia. In addition, new financial support from industrialized countries for low carbon and climate resilient development, such as for Reducing Emissions from Deforestation and Forest Degradation (REDD), are likely to become available. There is enormous potential for action on climate change to deliver multiple co-benefits for the well-being of the population and the country’s economy. The Government believes that Ethiopia can, therefore, benefit from charting a low carbon development path in an increasingly ‘carbon constrained’ world.

The realization of CRGE vision requires a series of measures and leadership at various levels. To this effect different government institutions have common but different responsibilities. The Ministry Of Finance And Economic Development, Regional Bureau Of Finance And Economic Development  as the principal entity for formulation and implementation of economic development policy, planning and budgeting at federal and regional levels, will have an enormous task of  reorienting the national planning system and budget from business as usual to the one which is inclusive, low emission, climate resilient green economy. This is particularly timely as MOFED and other government entities are soon into the second generation GTP. To discharge such Hugh responsibility, MOFED regional BOFEDs and sector planning departments are expected to develop their analytical and planning capacity and play necessary leadership.    

The United Nations Development Programme has been partnering with government of Ethiopia and development partners in supporting the transition to inclusive, low emission, climate resilient and green economy, local know as CRGE. As an extension of this support, UNDP-Ethiopia is partnering with MOFED to build the leadership skill and knowledge of the key staffs Ministry of Finance and Economic Development (MOFED) to support the in building Ethiopia’s Climate-Resilient Green Economy (CRGE).  By informing and educating MOFED managers and leaders about the principles and strategies behind CRGE, the objective is to bring MOFED’s leadership and organization to a higher level of development and effectiveness.

Working with UNDP Ethiopia Climate, environment and DRM team and the International Consultant, the national Consultant will undertake the assignments outlined below over the course of 6 months

Duties and Responsibilities

In the Calendar Year 2012, UNDP Ethiopia is planning to implement a Leadership for Results Programme targeting MOFED/BoFED  Directors.

The overall objective of the assignment is to facilitate the leadership for a results development programme to create a community of leaders that has the necessary skill, knowledge and attitude to promote inclusive, low emission, climate resilient green economy through providing ongoing pre-planned group coaching. More specifically, the national consultant will be responsible for, but not limited to, the following activities:

  • Carry out needs assessment interviews with relevant Directors and Heads of MOFED;
  • Design the Programme in consultation with International Consultant;
  • Work with International Consultant to deliver the Programme;
  • Provide group coaching for implementation of the participants’ projects and integrating new knowledge in the Ministry’s work;
  • Create a results matrix and compile report accordingly;
  • Liaise with UNDP-Ethiopia to carry out the above;
  • Any other related tasks with LRP and Climate Action intelligence.

Final Product/ Deliverables:

  • Training plan and materials;
  • Delivery of the training according to the agreed upon plan;
  • Undertake Group coaching for  the participants according to the agreed plan;
  • Collated documents of projects emerging;
  • Compiling report of the actives and output of the training programme.

Competencies

  • Strong track record of designing, facilitating and evaluating leadership development programmes;
  • Experience in providing one-on-one and group coaching;
  • Familiarity with UNDP’s work in leadership development in Ethiopia and beyond;
  • Familiarity with the Ethiopian context, and with the Amharic language;
  • Good organizational skills;
  • Experience working with the United Nations is an asset.

Required Skills and Experience

Education:
  • Advanced degree in leadership, in social sciences, the humanities, or other related fields with special qualification as leadership trainer.
Experience:
  • At least 5 years of relevant experience in leadership development;
  • Previous experience in  leadership development programmes.

(i) Explaining why they are the most suitable for the work

(ii) Provide a brief methodology on how they will approach and conduct the work (if applicable)

2. Financial proposal: indicate lump sum fee inclusive of all DSA and Travel costs if any

3. Personal CV including past experience in similar projects and at least 3 references

EVALUATION

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight; 70%
* Financial Criteria weight; 30%

Only candidates obtaining a minimum of 49 point and above would be considered for the Financial Evaluation
