II. Substantive Duties and Responsibilities

Key Tasks:

Under the overall guidance of the Representative and direct supervision of Programme Management Officer, the National Programme Associate (NPA) on Humanitarian is expected to assist the Programme Management Officer to oversee and coordinate with the implementing partners about the programme management of overall UNFPA Humanitarian programmes activities.


II. Duties & Responsibilities:

-  Ensure the implementation of the UNFPA CO work plan particularly on Humanitarian during the working period. 

-  Provide technical inputs in the development of operational management programmes and work plan of UNFPA CO particularly on Humanitarian programme.

-  In close consultation with NPO Humanitarian, provide inputs on the proposed annual work plans from Implementing Partners to ensure prioritization of activities and detailed budgeting are realistic including review of activities and TORs for quality assurance.

-  In close consultations with the NPO Reproductive Health and Programme Management Officer reviews and checks compliance between quarterly work plan monitoring tools/QWPMT with the annual work plan for Universal Access to RH and Family Planning programme in sub-national level.

-  In close consultation with Programme Management Officer monitors project expenditures and takes necessary actions related to project activities (e.g. budget revision, reprogramming of activities, etc.) for Humanitarian programme, Universal access to RH and Family Planning programme.

-  Work with Implementing Partners to ensure detailed breakdown among activities within the planned/approved allocation in the Annual Work Plans.

-  Obtain input from NPO Humanitarian on technical areas to ensure appropriate assistance to the Field Coordinating Offices/Field coordinator in monitoring the performance and progress of the programme at district and provincial level.

-  Provide technical assistance to the implementing partners to develop and submit the programme and financial reports (FACE, AWPMT and QWPMT) on Humanitarian, Universal Access to RH and Family Planning in sub-national level in a timely manner.

-  Operate the ATLAS in daily office related to Humanitarian, Universal access to RH and Family Planning programmes such as budget revision, ERP preparation and requisition development.

-  Review the performance and progress of the programme, identify bottlenecks and ensure necessary actions are made in a timely manner to remedy problems.

-  Ensure timely submission of standard progress report (SPR) and annual working planning monitoring tool (AWPMT) from Implementing Partners (IPs) as the result of the IPs working group. Providing assistance to the implementing partners in providing programmatic and financial report.

-  Monitor the implementation of consolidated audit action plan and report to the Programme Management Officer on the progress of implementing the audit recommendations.

-  Conduct field-monitoring visits and cooperate with the implementing partners to monitor the programme implementation on Humanitarian.

-  In consultation with Programme Management Officer prepare response to queries from programme/project staff on daily programme management issues.

-  Support effective communication with and between UNFPA colleagues (including with other NPAs) at Country Office and Field Coordinating Offices, Project Personnel and related stakeholders.

Humanitarian Related Tasks

-  Support the implementation of humanitarian programme (RH, Gender and Data components under the supervision of NPO Humanitarian, including providing support in organizing the events under humanitarian programme.

-  Assist NPO humanitarian in procurement process of emergency supplies as part of stockpiling system and emergency responses, maintaining the log book of UNFPA stockpiling items at the warehouse.

-  Represent humanitarian unit in the relevant coordination meetings organized by partners (government and UN systems) as requested by the supervisor.

-  Assist NPO Humanitarian in responding to disaster: to conduct the need assessment, in developing emergency response plan, attending coordination meetings and monitor the emergency response.

Required Skills and Experience

IV. Recruitment Qualifications

Academic Requirements:

 Bachelor’s degree in health, population, demography and/or other related social science field is preferable.

Experience and qualifications:

-  Minimum four years working experience in the areas of reproductive health, gender, population development or community development.

-  Ability to work well under deadline and travel frequently, excellent interpersonal communication skills and negotiation skills.

-  Initiative, sound judgement and demonstrated ability to work harmoniously in a team with staff members of different cultural and educational backgrounds.

-  Knowledge and/or working experience on humanitarian programme in Indonesia including emergency preparedness and response will be an advantage.

-  Ready to be deployed with short notice during emergency situations.

Languages:

-  A strong capability to communicate clearly and concisely in both oral and written English and Bahasa Indonesia.

Computer skills:

-  Proficiency in current office software applications.

-  Knowledge of PeopleSoft/ATLAS system is an asset.
