II. Substantive Duties and Responsibilities

Key Tasks:

Under the overall guidance of the UNFPA Representative and direct supervision of Papua Field Coordination Officer, and in close coordination with National Programme Officer Gender, the Gender Based Violence Programme Officer is expected to maintain collaborative relationship both with Government counterparts as well as with other UN agencies.

Duties & Responsibilities:

-  Coordinate the implementation of the Joint Programme Combating Violence Against Women and Girls in Papua Province (Jayapura, Kerom and Jayawijaya) and the Gender Equality Programme under the 8th Country Programme in Merauke and Manokwari, Papua; in close consultation with the Papua Field Coordination Officer and National Programme Officer Gender.

-   Provide overall managerial and technical assistance to UNFPA, and be responsible for efficient operation and management of the programme implementation (organizing, developing/reviewing TOR and agenda, overseeing/resource person for training, monitoring, evaluating, reporting, and supervising), especially in the area of Gender Equality.

-   Submit regular progress report, field visit reports, and ensure that the annual programme progress report and final programme analysis report are prepared and submitted in a timely manner and to the highest standard of quality.

-   Supervise the use of project funds, ensuring the funds are used appropriately and efficiently, and ensure the completion of the required documentation including the submission of quarterly work plan and Financial Forms (FACE Form).

-   Coordinate with Papua Field Coordination Officer and other Field Office team members in the deliverance of the 8th Country Programme in Papua.

-  Coordinate with other UN agencies and NGOs working on the Gender Equality activities, especially UNICEF and UN Women under the umbrella of Papua Technical Working Group for UNTFVAW, by actively participating in meetings, responding to queries and reporting on behalf of UNFPA.

-   Undertake continuous advocacy to local Government, in particular with the Women Empowerment Office and multi sectoral agencies responsible in addressing Gender Based Violence to strengthen commitments on GBV response as well as partnership with UNFPA.

-   Ensure UNFPA's active involvement in the UN joint programming.

-   Monitor project and programme implementation; conducting field visits, participating in review meetings, evaluation missions and prepare regular inputs to status and progress reports. Analyzes basic factors affecting the achievement of results, recommend corrective actions and follow up on recommendations

-   With the assistance of UNFPA Operations unit, oversee overall financial and logistical matters of this pogramme.

-   Review the performance and progress of the programme, identify bottlenecks and ensure necessary actions are made in a timely manner to remedy problems.

-   Complete any other tasks that will be developed into Annual and Individual Work Plan.

Required Skills and Experience

V. Recruitment Qualifications

Academic Requirements:

-   A Master’s Degree (preferable) or Bachelor’s degree in sociology, women’s studies, public health, development studies, or other related social sciences; or Medical degree.

Experience and qualifications:

-   Minimum two years (master’s degree) or six years (bachelor’s degree) relevant experience in working with Gender Based Violence issues; especially in providing services, training and/or advocacy
-   Have strong management, advocacy and coordination skills.
-   Ability to liaise and affiliate with other UN agencies, Donor, NGOs, and the Government.
-   Demonstrated experience in project/programme management.
-   Familiarity with issues on population, reproductive health and gender in Indonesia
-   Knowledge and/or experience of UN working system will be an advantage.

Languages:

 A strong capability to communicate clearly and concisely in both oral and written English and Bahasa Indonesia.

Computer skills:

 Proficiency in current office software applications.
