Background

The United Nations Collaborative Programme on Reducing Emissions from Deforestation and Degradation (UN-REDD Programme) was set up to assist tropical forest countries in establishing a fair, equitable and transparent REDD+ regime. The UN-REDD Programme is currently supporting nine pilot countries including Papua New Guinea.  The Objective of the PNG’s National UN-REDD NP is “to support the GoPNG in attaining REDD+ Readiness”, with an emphasis on the development of Measurement, Reporting and Verification (MRV) system for the country as an important complement to PNG’s domestic climate-change efforts.  To assist the PNG UN-REDD National Programme coordinate external and internal communications on the UN-REDD, a Communications Officer is critical. 

The Programme Assistant – Communications will work within the Project Management Unit under the direct supervision of the Programme Manager (UN-REDD). On day-to-day communication matters he/she will work closely with the Project Manager and other government counterpart agencies to assist with elaboration of material for events, campaigns, advocacy activities, editorial product development, strategy formulation, and media opportunities
He/She will also contribute to information sharing and update the UN-REDD PMU on the latest REDD+ development initiatives in the country.  The overall performance appraisal of the officer will be done as per UNDP rules and regulations by the UN-REDD as the primary supervisor.

Duties and Responsibilities

The incumbent will work closely with the Office of Climate Change and Development to implement the following:
 
Assist the Government of PNG to develop a national REDD+ Communication Strategy
Provide support to write, edit, publish and translate UN-REDD communication products
Assist develop plan to communicate UN-REDD PNG’ national programme, REDD+, and Climate Change
Assist to develop and produce relevant campaign materials and products
Assist to update/enhance the UN-REDD PNG information materials
Contribute to produce relevant communication materials, electronic and printed
Assist to plan and implement key events that are hosted or supported by UN-REDD programme;
Work together with the OCCD Communications Officer to update/enhance the PNG’s REDD+ Communications strategy, website  and other websites and internal intranet
Contribute to updating project summaries, preparing presentations and similar; and
Contribute to explore social media possibilities and multimedia as part of the UN-REDD PNG communication strategy.

Campaign and communication materials and publications, electronic or print-based, to communicate UN-REDD PNG, REDD+, and climate change messages
Regular updated/enhanced UN-REDD PNG’s websites links and intranet
Developed monthly PNG’s UN-REDD Programme , REDD+ news letter and distributed among stakeholders
Keep update the UN-REDD PMU on the latest REDD+ development initiatives in the country

Required Skills and Experience

  • Secondary education.  University degree in Communications, Journalism, Public Relations, or relevant discipline will be desirable.
  • A minimum of 5 years of relevant work experience in Communications at the national level and in environment field is an advantage;
  • Familiar with development issues at the global, regional and national level (knowledge of climate change and key partners will be an advantage);
  • Excellent inter and intra personal skills for all forms of communication with demonstrated experience in government and interdepartmental procedures in leading and organizing stakeholder consultations in complex environments;
  • Demonstrated ability to work without minimum supervision in a multicultural team  environment;
  • Excellent computer knowledge (Word, Excel, PowerPoint) and experience in preparing and maintaining website materials;
    Fluency in written/oral Tok Pisin and English
