Background

In 2012-2013, UN Women implements the Strategic Note and Annual Work Plan for Central and South-Eastern Europe. The UN Women SN&AWP outlines strategic directions and thematic focus of the UN Women work in the CSEE region to provide contributions to five global goals, one of which is Ending Violence against Women and Girls. In this area, UN Women Project Office in BiH supports social mobilization and youth leadership for zero tolerance on violence against women and girls (VAWG), in the framework of the UN Secretary General’s Campaign UNiTE, which is a multi-agency effort aimed at preventing and eliminating violence against women and girls worldwide.
 
In Bosnia and Herzegovina, UN Women is focusing on young people, as a crucial target group and ally in the effort to foster positive attitudes towards gender equality and to instill zero tolerance on violence against women and girls (VAWG). UN Women aims to engage the full potential of youth by strengthening the work of CSOs, in particular women’s and youth organizations, as well as the already existing youth networks in BiH.
 
UN Women Project Office in Bosnia and Herzegovina is now seeking to hire an international expert on education and gender who will support UN Women staff in the final phase of the development of a Peer to Peer Educational Toolkit to Prevent Gender-based Violence. The process of drafting the kit started in 2011 and the following activities have already been completed:
  1. A desk review of existing practical peer to peer education methodologies that have been used in BiH and regionally for the prevention of gender based violence.
  2. Consultations with civil society organizations, in particular youth and women’s organizations, to ensure that the Educational Toolkit is developed in a participatory manner.
  3. Draft of the content for the Educational Toolkit to prevent GBV
  4. Pilot workshops for peer trainers and youth leaders based on the developed methodology and integration of feedback from workshops in the proposed kit
The international expert in education and gender will follow up on these activities and will subsequently work on the finalization of the already existing Toolkit draft. He/she is also expected to develop an action plan that will include a strategic approach for dissemination of the Educational Toolkit to prevent Gender Based Violence.

Duties and Responsibilities

Tasks and Responsibilities:
 
Under the direct guidance and support of UN Women Youth and Gender Officer in Sarajevo, the consultant is expected to:
  1. Revise the content of the Peer to Peer Educational Toolkit to Prevent GBV to ensure that:
    • Theoretical section are consistent with and effectively use the state of the art literature in the field
    • practical sections are clear, youth friendly and they use proven methodologies in the field of peer to peer education to prevent GBV
    • A comprehensive bibliography on the issue is included.
  1. Edit the entire draft Kit.
  2. Create and action plan for its future dissemination in consultation with the relevant CSO’s. 
Deliverables:
  1. Finalised Peer to Peer Educational Toolkit for youth to prevent Gender Based Violence.
  2. An Action Plan for the dissemination of the Educational Toolkit.

Required Skills and Experience

Qualifications and experiences:
  • Graduate degree in gender studies, sociology, political sciences, interdisciplinary studies, education or other field related to youth, gender and education.
  • At least 5 years experience working on issues related to education or youth activism with a strong focus on gender equality issues.
  • Practical and theoretical experience in peer education as well as experience in formal or non formal education
  • Experience working with women and youth civil society organizations.
  • Experience and active involvement in human rights and gender related projects
  • Proficiency in written and spoken English.
  • Experience in editing publications.
Evaluation of applicants:
 
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below defined technical and financial criteria.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
 
Criteria:
  • Technical Evaluation (70%) - Total points 70 (Relevant education - 15 points, Relevant experience - 45 points, Language – 10)
  • Financial Evaluation (30%) - Total points 30
  • TOTAL - 100 points
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
 
A suggested formula is as follows:
p = 30 (μ/z)
 
Where:
p = points for the financial proposal being evaluated
μ = price of the lowest priced proposal
z = price of the proposal being evaluated
