Background

UNDP Somalia comprises two main clusters:

  • Governance and Rule of Law Programme
  • Poverty Reduction and Environment Protection Programme.

The Governance and Rule of Law Programme of UNDP Somalia responds to all four outcome areas outlined in the country programme: capacity-building for peace and human security, strengthened governance and rule of law institutions, systems, practices and services, increased livelihood opportunities and improved natural resources management, and gender equality. Main project areas currently include support to constitution-making, local governance, institution building, access to justice, police and community safety. The Programme also contributes to other Outcomes and Sub Outcomes in a cross-cutting manner.

Under the overall supervision of the Programme manager for Governance and Rule of Law, and the direct supervision of the Governance and Rule of Law programme specialist, and the technical supervision of the Finance Specialist, the Financial Management Specialist is responsible of the programme budget and to ensure that all commitments and expenditures are recorded, followed through, and reported appropriately through ATLAS, and other means of verifications.

The Financial Management Speicalist will also support the GROL Programme Manager, and work very closely with the Finance department and the projects’ associates to manage the financial reporting to the donors and HQ on financial activities.

Duties and Responsibilities

  • Ensures effective GROL Programme finance management
  • Implementation of operational strategies, adapts processes and procedures
  • Implementation of programme specific financial tasks
  • Provide input to project planning, work plans and project reports
  • Facilitation of knowledge building and knowledge sharing,

Ensures effective GROL Programme finance management:

  • Prepare programme budget estimates and strategic budgets on an annual and bi-annual basis or as required in conjunction with the programme technical team, with particular attention to the specific requirements of various donors.
  • Regular monitoring of expenses and submit financial report to programme management and to donors as per the schedules.  
  • Provide financial analysis of the programme and projects’ budgets and expenses for the programme and projects’ management.
  • Monitor programme budget’s implementation and ensure that expenditures are within the approved budget allotments and in conformity with UNDP financial rules, regulations and procedures.
  • Provide guidance to the Projects’ Assistants on financial and budget related issues, in the preparation of accounting transactions and build their capacity for effective management of all funds.
  • Review and ensure that effective financial controls are in place and are being implemented.
  • Draft all financial management related correspondence for the programme.

Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results

  • Liaise with UNDP CO Finance team to ensure financial processing of GROL programme expenditures are according to UNDP rules and regulations
  • Supports the UNDP CO Finance Team in the updating and execution of the UNDP financial guideline, procedures and policies (including receipts, payments, disbursements and book keeping, filing procedures).
  • Supports the UNDP Finance Team in strengthening the internal controls over all financial processes, in compliance with UNDP’s corporate requirements.
Implementation of programme specific financial tasks
  • Update and track the GROL programme delivery rates for each financial quarter and on request
  • Process track shared cost payments at programme and project levels
  • Participate and provide inputs to Governance and RoL budgets in regards to country office expenditures such as common premises, security etc.
  • Conduct financial mentoring to programme and project associates on UNDP financial system, particularly IPSAS (International Public Sector Accounting Standards).

Provide input to project planning, work plans and project reports

  • Support the programme and project management teams in the monitoring of the annual work plans, within the overall goals and objectives set out in the programme documents
  • Review proposals for new initiatives and projects, ensuring that opportunities to submit proposals and gain funding for initiatives are conducted in an open, transparent manner.
  • Support the programme management team with the financial and administrative side of Monitoring & Evaluation and review end of the year/donor reports.
  • Represent the programme team in workshops, meeting, and conferences relevant to the work of the programme assigned by the Programme manager.
  • Provide input into planning and developing of new innovative initiatives at programme and country levels.
  • Any other tasks assigned by the Governance and RoL programme manager or Governance and RoL specialist to support the overall management and supervision of GROL programme.
Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:
 
  • Advice to Project staff on UNDP administrative and reporting, in particular, on budgetary issues.
  • Organization/conduct of training for the Project/Programme Staff on financial management and RBM.
  • Synthesis of lessons learned and best practices in programme and programme finance.
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:          

  • Masters Degree or equivalent in Finance, Economics, public administration or any other related field with 5 years’ of qualifying experience, or a first level university degree in one of the above fields with a combination of 7 years’ qualifying experience

Experience:       

  • Minimum of 5 years’ cumulative professional experience in the area of finance, administration and project /operations management in a governmental, multilateral or civil society organization, preferably in a multi-cultural setting.
  • Thorough knowledge of governance and public administration issues is required.
  • In-depth knowledge of UNDP/UN policies and programmes in crisis and post-crisis situations, and/or experience in Somalia (especially Somaliland), is considered a strong asset.
  • Experience with ATLAS and IPSAS is an asset
  • Hands on experience with capacity development, organizational development and advisory work
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spread sheet and database packages, experience in handling of web based management systems.
  • Work experience in UN system or another International Organization is highly desirable
 Language Requirements:        
  • Fluency in written and spoken English.
  • Knowledge of Somali language is an asset.
