Background

At the 6th Ministerial Conference on Environment and Development in Asia and the Pacific (MCED-6), the countries decided to work together to improve regional and subregional cooperation to promote green growth (the “GG”) and carry out researches for developing policies and instruments, including environmentally clean technologies and taking various practical steps to promote, to reinforce transfer or to ensure access to environmentally clean technologies. In 2011, Kazakhstan proposed the Green Bridge Astana Initiative (the “GBI”) to assist partnership in Europe, Asia and the Pacific to implement political framework with a view to improve welfare and sustainable development.
The objective of the Green Bridge Partnership Programme (the “PP”) developed in pursuance of the GBI is to promote establishment of European-Asian-Pacific partnership that will designate a plan for transition from current conventional unsustainable development models to GG by the adoption of regional and national innovative GG policies framework allowing for accelerated implementation of investment projects of multilateral cooperation and public-private partnership.
The project is financially supported by the Ministry of Environmental Protection of RK (the “MEP RK”) and United Nations Development Programme (the “UNDP”) and linked to the Millennium Development Goals, Johannesburg Declaration on Sustainable Development and World Summit on Sustainable Development Plan of Implementation, in strengthening of interregional cooperation in addressing environmental transboundary issues through innovative collaboration methods.

Duties and Responsibilities

The International consultant shall prepare a review of international best practice in establishment and operationalisation of management structure of international organization similar to GBPP, develop its constituent documents, governance structure, procedures on partners involvement and fund raising, as well as GBPP annual work plans. Annual work plans should reflect objectives of the relevant strategies/action plans of partners from Europe and Asian-Pacific region and the GBI and PP, post RIO+20 plans of Kazakhstan towards GG, and any new global agreements to be initiated in the course of undertaking this assignment.

Besides the desk work, the International Consultant will undertake at least one mission to the country in full collaboration with the UNDP Country Office (the “CO”). The mission will include consultations with key partners in:
  • National Government, responsible for GG promotion as well as relevant sectoral ministries, including those involved in planning and finance;
  • If needed relevant National institutions, including research and academia.
Assistance of Ministry of Environmental protection of the Republic of Kazakhstan (MEP RK):
MEP RK will provide the International Consultant with available international and national documents related to GG topic and ensure access to national and international stakeholders in the countries of Europe and Asian-Pacific region who are the partners of PP, if need be. National documents will be provided mainly in Russian, whereas international documents will be in English. 
The MEP will make available, free of charge, paper and/or electronic copies of relevant studies, legal documents, etc., owned by the MEP or to which the MEP has rights, including GG studies, national/regional/territorial/sectoral programmes and other relevant materials.
 
Assistance of project team:

Project team is headed by Project coordinator. Project team will assist the International Consultant in organizing workshops/meetings with relevant stakeholders, but preparation of all materials, ensuring that all stakeholders are consulted and facilitating the discussions and reporting will be the International Consultant’s responsibility.
International Consultant should provide translation services for communication with national and international stakeholders as well as in delivering presentations and reports in the course of undertaking the assignment. The International Consultant is responsible for arranging their office space when on trips in Astana.

Competencies

The International Consultant must be prepared to:
  • Undertake one field mission to Astana, Kazakhstan with a period not exceeding 5 working days;
  • Ensure that all relevant national and international stakeholders are consulted;
  • Take responsibility for ensuring that results in the form of reports amd presentations meet the UNDP’s quality standards.
  • The International Consultant will report directly to the Project Coordinator. The International Consultant with support of the CO will obtain the appropriate national policy documents; and access the appropriate stakeholders for consultation on the project implementation.
  • The International Consultant will anchor the results in evidence and information extracted from existing national policy documents, outcomes of the ongoing international GG negotiations, international good practices and from stakeholder consultations in the country. 
  • The International consultant must provide the results of work in the form of reports, presentations and other documents in English and Russian.

Required Skills and Experience

Education:
  • Master's degree in Economics and/or Public Administration;
  • Knowledge of principles and mechanisms in the field of technologies transfer;
  • Excellent analytical skills and ability to draft economic policies and supporting documents (action plans, work plans).
Experience:
  • At least three years of proven international experience in the field of foundation and operationalisation of the management structure similar and/or close to GBPP
  • Experience in developing of economic strategies and policies in the field of Green Economy;
  • Experience of relevant work in countries of the CIS region would be an asset;
Language:
  • Fluency in English including written and communication skills;
  • Knowledge of Russian including written and communication skills would be an advantage.
