UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


One of the CO programmes is the People-centred Development Programme (PCDP) that has been supporting local government institutions, civil society organizations and communities in the Papua region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs). The PCDP will continue to provide technical assistance to the local government and civil society to formulate, coordinate and implement appropriate, specific local development programmes in the targeted districts of Papua and West-Papua. The Programme will put more emphasis on improving the economic welfare of communities, in particular of indigenous Papuans, starting with a few concrete pilots to ensure that the results of programme interventions make an impact on the lives of communities and government’s efforts to reduce poverty, focusing on: 1) support at provincial and district levels in developing policies and programmes that are pro-poor, MDG-oriented, gender sensitive and OTSUS-based, building on a comprehensive assessment of the current socio-economic situation of the region with enhanced support to and stronger focus on district level governments; 2) empowering local communities to develop and implement programmes in the areas of health and education, in partnership with CSOs and local government; 3) improving the economic welfare of local communities, especially indigenous Papuans; and 4) facilitating linkages, cooperation and communication for a coordinated delivery of development assistance between and within the local Government and central government and with civil society and development agencies.

The Entrepreneurship Development Officer will report to the Provincial Project Coordinator of PPMU. He/she will ensure that all programme implementation done by CSOs under the coordination of local government will be captured and reported. He/she will also ensure that all relevant MDGs and local initiatives driven base is well documented and will be taken into consideration in developing the report. He/she will further ensure that all of the documentation of lessons learned and best practices produced will be well disseminated amongst practitioners at the local government to serve as good models for sustainable development.

Summary of Key Functions:


The Entrepreneurship Development Officer reports to the Provincial Project Coordinator of  PCDP – UNDP and will be responsible for component 3 of PCDP, he/she will work together with the Governance Officer, Communication Officer,  Monitoring Associates and District Project Assistants (DPAs) under coordination of Provincial Project Coordinator (PPC) of PPMU, and together with PPMUs team he/she will closely working with the PCDP Responsible Parties (ILO, Bappeda and BPMK-KK/BPM) to assume the following responsibilities:

  1. Ensure the implementation of off-farm business development in collaboration with local financing institutions and other development partners who have intervention in on-farm business development.
  2. Together with ILO, ensure the facilitation of commercial lending to local business group, including women group.
  3. Together with ILO, initiate the development of business incubators/enterprise development centres
  4. Support the Local Economic Development Agencies  (LEDA) initiative in Papua and West Papua within the accelerated development Framework
  5. Ensure the sustainability of PCDP entrepreneurship development initiatives, to build & increase the ownership of local government;


1. Ensure the implementation of off-farm business development in collaboration with local financing institutions and other development partners who have intervention in on-farm business development, through:

  • Conducting assessment on existing on-farm business development initiatives
  • Designing operational strategy of partnership between on-farm businesses, off-farm businesses and local financing institutions.
  • Facilitate the grants channeling to off-farm business groups
  • Monitor the implementation of off-farm activities implemented by business groups.


2. Together with ILO, ensure the facilitation of commercial lending to local business group, including women group.

  • Provide necessary assistances to ILO in mapping the financing institutions and commercial lending.
  • Supervise the piloting of micro-credit initiatives to business groups, including women groups.


3. Together with ILO, initiate the development of business incubators/enterprise development centres

  • Provide necessary assistances to ILO in mapping: the business incubators initiatives;  value chain-supply chain; investment climate and; labor diagnostic.
  • Supervise the institutional design of business incubators
  • Supervise the piloting of business incubators


4. Support the Local Economic Development Agencies initiatives in Papua and West Papua

  • Ensure the support to consultant of LEDA


5. Ensure the sustainability of PCDP entrepreneurship development initiatives, to build & increase the ownership of local government;

  • Synthesize the best practices of PCDP entrepreneurship development initiatives.
  • Promote partnership between business incubators and local financing institutions
  • Promote the initiatives to be replicated by local government or other development partners.

III. Impact of Results

The programme for Papua is expected to result in positive human development changes in Papua, thus the work of the Entrepreneurship Development Officer is critical for local people. Effective  demonstrations of appropriate livelihood services will have an impact on the effectiveness of the programme and will impact on the image and reputation of UNDP amongst partners and other stakeholders in Papua. By the end of the task period the Entrepreneurship Development Officer will submit the report describing the completion of his/her tasks during the assignment.

Required Skills and Experience

V. Recruitment Qualifications


Education: 

A Bachelor degree in economics, business and management, public administration, and public policy, or related field. Master degree would be advantnages

Experience: 

• At least 6 years of working experience for Bachelor degree or 2 years of working experiences for Master degree in the area of local community development, livelihoods, microfinance, health and education
• Experience in managing grants channeling through CSOs/CBOs/FBOs or local NGOs partners
• Experience in the usage of computers and office software packages, knowledge of automated procurement systems
• Experience in handling of web based management systems.
• Good participatory skills, including the ability to foster teambuilding and facilitate planning meetings and workshops.
• Working experience in Papua would be an advantage.

Language Requirements: 

Proficient in English language, spoken and written.
Ability to write formal reports, make presentations
