Background

 
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Duties and Responsibilities

Under the direct supervision of the National Project Coordinator, the UN Volunteer will undertake the following tasks:
 
The purpose of the position is to provide technical support and capacity strengthening to the respective HIV/AIDS Committees at District, Ward and Village/Sub-village levels and within CSOs. It is expected that the UNV will work with the Local Government Authorities and CSOs as delegated by the CMACs to support multi-sectoral responses to HIV and AIDS through collaboration with all stakeholders.
 
Key/Main responsibilities:
i. Planning:
 
  • Collaborate with the CHAC, DACC, MACs, Regional Secretariat, the CSOs and FBOs in the respective councils in conducting meetings with effective representation of key stakeholders and community groups.
  • Assist communities to identify their HIV/AIDS priorities and ensure they are incorporated in the LGAs comprehensive development plans for funding (the process should be as participatory as possible).
  •  Assist the CHACs in Mainstreaming HIV and AIDS in the core functions of the LGAs with gender and human rights perspective.
  •  Assist in the dissemination of relevant information on HIV and AIDS to communities
  • Assist communities and local actors to monitor HIV/AIDS interventions through progress reports and filling of TOMSHA data collection forms.
  • Assist the CHACs in documenting implementation of HIV and AIDS interventions by the LGAs and stakeholders, preparation of the quarterly reports and submitting them to the Regional Strategic.
  • Collaborate with RCTs, CSOs, FBOs and CHACs/DACCs in providing technical support to local communities.
  • Proactively work with the community with the best innovations.
  • Any Assignment to be assigned by the CEO of CSOs and Local Government Authorities
 ii. Coordination Function and Role
 Work with all implementing Stakeholders in facilitating the collection and documentation of HIV and AIDS data and to maintain and update the LGAs’ data bank useful for planning. Facilitate stakeholders to meet together for Preplanning, Planning and Monitoring.
 
iii. Technical support
  • In close collaboration with RCTs, CHACs and the DACCs to provide technical support to the Ward and Village AIDS Committees in developing HIV and AIDS plans using the HIV and AIDS annex to O&OD.
  •  Assist communities to mobilize resources to support integrated HIV/AIDS interventions in linkage with local government block grants and  TASAF initiatives and other funds for HIV/AIDS Programming
  •  Participate as facilitator/ trainer in the wards and villages in programme planning and management training requirements.
  •  Provide support to implement TOMSHA (Tanzania Output Monitoring System on HIV/AIDS) to capture information for reporting to the relevant parties.
Furthermore, UN Volunteers are encouraged to:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  •  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 

 

Competencies

     
  • Knowledge and skills in participatory planning methodologies and tools.
  • Documentation skills.
  • Knowledge and experience of/in Human Rights and Gender.
  • Computer literate.

Required Skills and Experience

 

  • Advanced Diploma or University Degree in Social Sciences, Public Health, Law or Community Development
  •  Minimum three years professional experience in development field, specific experience in Multi-sectoral initiative/response to HIV/AIDS Community mobilization, project implementation, training, monitoring and evaluation.
