UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

UNDP’s work on poverty reduction and MDGs focusses on (i) building capacities of national stakeholders to implement and track the progress of programmes aimed at accelerating human development and the attainment of the MDGs; (ii) helping to define a post-MDG development agenda; (iii) advocating the rights and needs of the poor and other vulnerable groups, including women, and seeking to ensure effective social protection and service delivery (including in the HIV/AIDS area); (iv) advancing local economic development through strengthening of local institutions, involvement of the private sector, and access to financing mechanism and markets; and (v) promoting accelerated and people-centered regional development with a main geographic focus on Papua, West Papua, Aceh and NTT. The services provided by the Unit include technical assistance and advisory support to the government and non-governmental partners, capacity development, advocacy and communication services especially in publicizing MDGs and promoting human development, assistance in donor coordination and directly supporting project implementation on the ground in selected provinces.
The Cluster is increasingly working with Environment, Governance and Gender as interlinked and crosscutting substantive issues. The Cluster’s strategic value is in bringing a combined understanding of the multi-dimensional nature of poverty to the work of both UNDP and the Government of Indonesia, and in constantly advocating for a pro-poor and people-centred approach to development. With this in mind, the Cluster seeks to provide knowledge products, knowledge services, policy-oriented advocacy, as well as projects and programmes to support poverty reduction and the achievement of the MDGs.

As the issues of poverty cannot be compartmentalized, the work is team-based, with all Team members expected to work in a coordinated and interlinked manner to deliver high quality and timely outputs, often against tight deadlines.

Under the overall supervision of the Head of Unit/Team Leader, the Senior Technical Specialist is responsible for providing technical and policy advisory services on matters concerning the Millennium Development Goals (MDG), the post-MDG development agenda, Human Development Reports and Human Development Indicators, Pro-Poor Planning and Budgeting, Local Economic Development, and Social Protection. Under the poverty cluster, s/he is the Focal Point for the portfolio of programmes relating to MDG Acceleration; Tracking MDG Progress; MDG localization; Use of MDGs and Human Development indicators in national and sub-national planning and budgeting, Integrated Local and Regional Economic Development and social protection programmes. The incumbent is also expected to support the Team Leader in overall coordination of the Team’s work, contribute to the outputs of the other streams, and coordinate capacity development activities. Within the assigned portfolio s/he will guide and support programme staff and ensure effective delivery of the projects and will function as an integral part of a well-knit team responsible for common outputs and results.

Duties and Responsibilities


1. Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on:
  • Strengthening UNDP’s capacity to provide advisory services on MDG/HD/Post-2015, local economic development and social protection policies, programmes and projects.
  • Guiding the preparation of National and Provincial Human Development Reports and MDG reports in coordination with UNDP’s Global and Regional Offices to ensure quality and rigor.
  • Providing high quality and strategic advice to relevant GOI partners, both in the executive and legislative branches of power, in discussions on the policy framework of MDG/HD/Post-2015 agenda, local economic development and social protection issues in Indonesia; and on the roles and responsibilities of various stakeholders related to these issues.
  • Developing and/or guiding the preparation of substantive policy papers, thematic discussion/working papers, policy briefs, as well as research-based and opinion articles on various issues of MDG/HD/Post-2015 Agenda, pro-poor planning and budgeting, local economic development social protection, etc.
  • Providing technical support to the development of policies and institutions that will address Indonesia’s needs on social protection, poverty reduction and acceleration of the MDGs, as well as local economic development in collaboration with the Government and other strategic partners.
  • Making sound contributions to knowledge networks and communities of practice in the area of poverty reduction/MDGs/HD/and the post-MDGs agenda.
  • Establishing advocacy and knowledge networks and promoting the use of best practices in informing pro-poor policy and institutional development.
  • Organization of knowledge sessions for staff on portfolio related issues


2. Provision of strategic input for implementation of  programme/ projects
focusing on:

  • Thorough analysis and research on the political, social and economic situation in the country and preparation of substantive inputs to the Common Country Assessment, UN Partnership Development Framework, Country
  • Programme Document, Country Programme Action Plan and other documents.
    Identification of strategic areas for support and interventions within the thematic/sectoral areas assigned.
  • Support the implementation and review of the country programme outputs and strategies related to the acceleration of the MDGs and reduction of poverty, and promoting linkages with other portfolios
  • Design and formulation of the Country Office programme within the area of responsibility, translating UNDP’s priorities into projects and interventions.

 
3. Management of the project/programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio , focusing on :
  • Supporting the HoU and programme staff in ensuring effective application of RBM tools, establishment of performance targets and monitoring achievement of results from projects within the portfolio.
  • Ensuring quality control of assigned projects in the portfolio, including preparation of high quality reports, communication materials, project documents, and so forth.
  • Supporting the coordination of programme implementation with the executing agencies and general oversight over delivery of the Country Office programme within the area of responsibility. Introduction of performance indicators/ success criteria, targets and milestones; application of cost recovery.
  • Providing technical advice to support the management of projects under the designated area of responsibility throughout all stages of the project cycle, from timely initiation to implementation (including budget management), monitoring and reporting as well as project closure.
  • Support the financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of nationally implemented projects.
    Assisting the preparation of donor reports.

4.  Ensures creation of strategic partnerships and implementation of the resource mobilization strategy related to the specific high-priority projects in cooperation with the Management Support and Business Development Team including:

  • Development of partnerships with UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects.
  • Development of partnership and resource mobilisation strategies for programmes within the specific area of responsibility. Active contribution to the overall office effort in resource mobilization.

Required Skills and Experience

Education:
Master’s Degree or equivalent (preferably Ph.D.) or Bachelor Degree in economics social sciences or interdisciplinary development studies.

Experience:
• Minimum of 8 years of professional work experience for candidate with Master Degree or 10 years of professional work experience for candidate with Bachelor Degree that combines research and practice, with some experience managing people and processes;
• Experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects
• Ability to function at both policy advisory and programme management levels
• Demonstrated understanding of the MDGs and human development, including debates at the global, regional and country levels
• Strong written and oral communication skills – analytical writing with ability to conceptualize and articulate issues governing UNDP’s development assistance
• Quantitative skills and familiarity with MDG databases an advantage
• Prior development experience in a poverty/MDG related area is highly desirable.
• Track record of research/publications and policy-oriented analysis desirable;
• Work experience in development issues within Government or an international or regional development agency including NGOs is highly desirable.
• Experience in the usage of computers and office software packages, experience in handling of web based management systems.
