UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality

UNDP Indonesia works to promote democratic governance in the country in three thematic areas: (1) promoting the ‘deepening of democracy’ through electoral and parliamentary support, (2) supporting decentralization and local governance reform, and (3) promoting rights-based legal and justice sector reform. In the area of Poverty Reduction, UNDP Indonesia focuses on programmes to accelerate progress on the MDGs, improve people’s livelihoods and enhance their social protection and well-being. These programmes also aim to address regional disparities in human development.

Under the guidance of the Deputy Country Director Programme, the Team Leader acts as a manager of the Governance and Poverty Unit and advisor to Senior Management on all issues relating to the Country Office’s Governance and Poverty programmes. The main role is to manage the country programme including overseeing the development of new programme/projects, ensuring quality and timely implementation of projects, undertaking effective monitoring of implementation, supervising the staff, assisting in mobilizing external resources and building and maintaining partnerships with Government and other stakeholders. The Team Leader of Democratic Governance and Poverty Reduction Unit (DG&PRU) leads the programme team in ensuring compliance with UNDP standards, rules and procedures, consistency with UNDPF priorities and creative responses to emerging challenges and opportunities.

He/she heads and supervises the  DG&PR Programme team and works in close collaboration with the Operations teams in the Country Office, Programme staff in other UN Agencies, UNDP HQs and Regional Centres’ staff and Government officials, technical advisors and experts, multilateral and bilateral donors and civil society to successfully implement the UNDP programme.

At present the DG & PR Unit is focusing on two main portfolios:
1. Poverty reduction: focussing on (i) building capacities of national stakeholders to implement and track the progress of programmes aimed at accelerating human development and the attainment of the MDGs; (ii) advocating the rights and needs of the poor and other vulnerable groups, including women, and seeking to ensure effective social protection and service delivery (including in the HIV/AIDS area); and (iii) promoting accelerated and people-centered regional development with a main geographic focus on Papua, West Papua, Aceh and NTT. The services provided by the Unit include technical assistance and advisory support to the government and non-governmental partners, capacity development, advocacy and communication services especially in publicizing MDGs and promoting human development, assistance in donor coordination and directly supporting project implementation on the ground in selected provinces.
2. Democratic Governance: focussing on (i) democratic development and the promotion and protection of the rule of law in Indonesia; (ii) strengthening of the capacity of national and local parliamentary bodies; (iii) improving civic awareness and supporting Government efforts to measure democratic process through the Indonesian Democracy Index (IDI). Strengthening rights-based legal and justice sector reform as well as improving the effectiveness of local government reform are other components of the Governance programme.

Duties and Responsibilities

1. As a member of the Country Office management team, the Team Leader is responsible for ensuring the strategic direction of country programme activities in the area of Democratic Governance and Poverty Reduction from programme design through to implementation and closure. Under the overall supervision and guidance of the Deputy Country Director, the Team Leader of DG&PRU is expected to:

  • Provide leadership to the planning, development and implementation of a portfolio of high quality democratic governance and poverty reduction projects/ programmes.
  • Contribute to the formulation of strategic UN and UNDP programming frameworks including the United Nations Partnership Development Framework (UNPDF) and the UNDP Country Programme Document and Country Programme Action Plan (CPAP).
  • Provide strategic direction and guidance to the Unit to achieve relevant results set out in the CPAP and UNPDF.
  • Ensure effective quality assurance and oversight arrangements are in place for all programmes in the portfolio and the work of the Unit, and guide staff in preparing high quality documents and work products.
  • Advise the Deputy Country Director and Country Director on programme development and delivery; partnership building and resource mobilization, and approaches and modalities to achieve development targets set for the Democratic Governance and Poverty Reduction Unit. 

2. Within the UNPDF Results matrix and the Country Programme Action Plan, the Team Leader of DG&PRU is responsible for the day-to-day management of the programme and is expected to perform the following functions:

  • Programme Management: the Team Leader manages UNDP’s commitments within the CPAP area of Democratic Governance & Poverty Reduction, ensures effective application of RBM tools, oversees development of annual and quarterly work plans, and oversees development of individual work plans of staff in the Unit to ensure programme effectiveness and achievement of results.
  • Human Resources Management: in consultation with the Deputy Country Director, the Team Leader is responsible for recruitment, performance and career management; and guidance and supervision of the staff of the DG&PR Unit. 
  • Financial management: the Team Leader has senior manager rights in Atlas and ensures the integrity of financial systems, review of budget requirements and the consistent application or rules and regulations; routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions.
  • Ensure substantive and operational cooperation with other UNDP programme and operations sections.
  • Team work: Promotes cross-unit team work.

3. Team Leader will lead and oversee partnership building and resource mobilization efforts for programmes within the DG&PR Unit:

  • Ensure cooperation and seek opportunities for collaboration with other UN agencies, particularly in relation to relevant UNPDF priorities with a focus on programme and policy development.
  • Ensure cooperation and seek opportunities for collaboration with relevant Government agencies at central and subnational level, international development actors, donors, civil society stakeholders and policy/research institutes
  • Establish and maintain functional and harmonious relationships with Government counterpart agencies and implementing agencies for DG&PRU programmes both at central and sub-national levels, including through participating in Project Boards and other oversight mechanisms.
  • Lead and oversee implementation of a resource mobilization strategy  for DG&PRU programmes/projects and establish and maintain positive relationships with the donor community in Indonesia and abroad.
  • Establish and maintain positive technical collaboration with UNDP Regional Centers with the aim of maximizing synergies between global, regional and national programmes and priorities.
  • Represent DG& PRU in national and international fora as requested by senior management.

4.The Team Leader of DG&PRU ensures knowledge building and management focusing on the following:
 

  • Identifying sources of information related to policy-driven issues. Promotes identification and synthesis of best practices and lessons learned directly linked to Indonesia’s policy goals.
  • Establishing advocacy networks at international, national and sub-national levels. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Providing sound contributions to knowledge networks and communities of practice and supporting capacity-building of national counterparts.
  • Acting as the Country Office Focal Point for UN-wide work on governance and poverty reduction initiatives and thematic groups.
  • Promoting a knowledge sharing and learning culture in the country office.


Impact of Results
The results of the work of the Team Leader DG&PRU will have an impact on the standing and reputation of UNDP in the country and the overall success of the UN and Country Office programmes. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience


Education:
 Master’s degree in international development, public administration, business administration, public policy or other relevant social sciences.

Experience: 
• Min 7 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting
• 3 or more years of senior-management responsibilities of similar size and complexity.
• Experience working for public international organizations, and particularly with UN agencies or UNDP, would be a significant asset.
• Experience with development programming in Indonesia, with a focus on democratic governance, poverty reduction work and regional development programming.
• Successful experience in building effective teams.
• Experience in developing and managing diverse portfolios of development initiatives.
• Successful experience in establishing and managing Government, non-government and donor relations.
• Demonstrated experience in resource mobilization.
• Established personal networks with organizations and institutions of relevance to regional development and poverty reduction would be an asset.
• Demonstrated personal commitment to peace, tolerance and development.

Language requirements: Strong written and spoken skill of the UN working language of the duty station. Fluency in English is required. A second UN language desirable.
