Food and Agriculture Organization (FAO) is a United Nations agency which provides technical assistance in Indonesia. One of our projects since 2006 provides support for the control of Avian Influenza, in cooperation with national and regional Indonesian government livestock authorities. Project activities are conducted in various locations nationwide.
The National Technical Advisor shall operate under the overall guidance of the FAO Chief Veterinary Officer, the general technical supervision of the Emergency Centre for Transboundary Animal Diseases (ECTAD) Regional Manager based in the Regional Office for Asia and the Pacific (RAP) and the operational supervision of the Chief, Emergency Operations Service (TCES).The incumbent will be under the direct supervision of the Team Leader and Chief Technical Advisor (CTA) of the FAO HPAI Programme in Indonesia and the general operational and administrative guidance of the FAO Representative. 

Duties and Responsibilities

In particular, the National Technical Advisor will undertake    management of project implementation including
• Establish contact and working arrangements with appropriate staff of the Ministry of Agriculture and other local government departments/divisions and organizations;
• Take the lead in support to CMU for the development of the  Participatory Disease Surveillance and Response (PDSR)  V3 and contribute, when required to the National Veterinary Service (NVS) and the Veterinary Programme for Commercial Poultry (PVUK) for prevention and control of  HPAI  and other diseases of national importance;
• Lead in the development, design and testing of training materials and conducting training sessions for PDSR V3, PDSR TOT and when required assist in  NVS, PVUK trainings and material development;
• Carry out field mentoring of trainees following training to ensure that skills are being correctly used;
• Support the development of Master Trainers through training, mentoring and allocation to trainings;
• Provide technical support to PDSR, NVS and  PVUK officers;

• Assist CMU with LDCC meetings and other meetings of relevance to Local Government activities;
• Monitor field activities and data collection in collaboration with the monitoring and evaluation team;
• Participate in planning of LG activities and contribute to regular back to office reports (BTOR), training reports, ECTAD and donor reports of the LG team;
• Perform other related duties as required
 
Reporting
• Draft regular reports of field activities;
• Prepare a final report containing a complete review of activities undertaken, major results obtained, problems encountered, recommendations and lessons learned.  The report should be submitted to ECTAD no later than two weeks after completion of the assignment.

Required Skills and Experience

Education

Indonesian Nationality with Degree in Veterinary

Experience:

 
• Minimum of 5 years experience in poultry disease management and surveillance, training and development of training modules.
• High priority will be given to candidates with experience of working with animal health services within the Indonesian government. 
• Knowledge of the FAO system and relevant experience in project management would be an advantage.


Language Requirements:                  

Proficiency in both written and spoken in English is required.
