Background

On October 23, 2011 the people of Tunisia elected a Constituent Assembly. The CA is currently preparing Tunisia’s new constitution and acting as its interim parliament. The CA works in an environment of considerable political sensitivity, uncertainty and rapid change.
The UNDP has received from its national partners a request for three types of assistance:
  • Constitutional Support:  to assist the Constituent Assembly in tasks associated with the preparation of the constitution, with particular emphasis on improving its capacity to reach out to civil society.
  • Constitutional Dialogue:  to assist civil society in developing its understanding of the constitution building process and its capacity to engage in constructive constitutional dialogue with the Constituent Assembly and with other stakeholders in the process.
  • Parliamentary Strengthening: to assist the Constituent Assembly in developing essential infrastructure and in developing the capacities of its members and the Secretariat in connection with their legislative, representational and oversight roles. 

Duties and Responsibilities

The Associate is a Service Contract (SC) holder whose key functions are:
  • Coordinate grants to civil society partners to enable training and capacity building in designated regions;
  • Monitor and evaluate grant implementation e.g. work plans, progress and financial reports;
  • Provide advice and assistance to civil society partners on implementing grants.
Working under the direct supervision of the Project Manager (PM), the Monitoring and Evaluation (M/E) Associate will:
  • Coordinate small grants proposals from civil society partners in various regions;
  • Provide effective oversight of operational, financial and administrative matters concerning the grants;
  • Provide written reports on the organization and implementation of various grant activities in the field including conferences, trainings and workshops;
  • Assist civil society partners in the development of the Monitoring and Evaluation Plan;
  • Assist partners with timely mobilization of goods and services to initiate activities;
  • Ensure results based planning and management with partners;
  • Perform any other tasks requested by the supervisor.
Impact of results:
  • Lead a transparent, participatory formulation of the Civil Society’s strategic and monitoring framework; and identify appropriate indicators for monitoring the grant performance against project output;
  • Provide quality assurance on Coalition evaluation framework documents, data collection and reporting;
  • Develop and implement M&E briefings and tools.

Required Skills and Experience

Education:
  • Bachelor Degree in the field of human or social sciences/international relations/ development, management, administration, economics or related discipline.
Experience:
  • Minimum of 3 years of relevant and diversified professional experience in civil society strengthening programmes or programme management;
  • Sound knowledge of project support and operational rules, preferably with a donor agency or international organization;
  • Sound knowledge and experience on M/E and RBM tools;
  • Knowledge of development operations and programmes; familiarity with UNDP programme execution rules and regulations is an asset;
  • Communicates effectively with staff at all levels of the organization;
  • Able to handle confidential and politically sensitive issues in a responsible and mature manner;
  • Excellent computer skills.
Language Requirements:
  • Fluency in French and Arabic. English an asset.
