Background

UNDP has been demonstrating its commitment to gender equality and women’s empowerment, as outlined in its Gender Equality Strategy 2011-2013, through a diverse range of programming activities and knowledge products and capacity development tools.  In the Europe and CIS region, UNDP have been compiling, analyzing and presenting data in a way that can meaningfully inform policy design to promote and protect gender equality.  Such data is also used to provide a concrete ground for UNDP’s evidence-based advisory service for gender equality in the region.  In this context, UNDP’s regional gender team in Europe and CIS has been exploring innovative data visualisation and has produced several infographics to demonstrate gender inequality challenges in the different sub-regions.

Furthermore, UNDP in Europe and CIS is supporting countries in the region in the systemic understanding of UNDP’s contribution towards achievement of gender equality in the region.  This is done through consolidating both qualitative and quantitative data regarding UNDP’s past and on-going programming in the region.  This exercise intends to reveal UNDP’s opportunities and strength in pursuing this goal within the future development programming. In particular, the knowledge and experiences related to gender equality results generated through UNDP’s work needs to be reflected collectively and turned into insights. This knowledge needs to be analyzed and communicated to external audiences in such a way that the benefits of investing in gender equality are evident to all minds.  For this purpose, the regional gender team, supporting Country Offices, is compiling and analyzing the data on UNDP’s gender equality programming and expertise in the region and its ultimate impact on human development in the region.

In this context, UNDP BRC Gender Team plans to hire a consultant to bring the various on-going efforts into producing a final knowledge management and advocacy tool.   Under the overall guidance of the Regional Gender Practice Leader, the consultant will be responsible for the data analysis and visualization of data and information in form of info graphics regarding various development issues related with UNDP gender inequality programming.

Duties and Responsibilities

The overall output of this assignment is data analysis and related suggestion of visualisation and design of user-friendly infographics. The visualization will focus on the various development issues related with gender inequality as well as UNDP’s programming impact on human development and gender equality.  Specifically within the collaboration the BRC gender team, the consultant will:

  • Collection and analyze readily available gender disaggregated data sets in order to identify and clearly communicate gender related issues in country, or development area as well as UNDP’s response to the challenge with a view of developing infographics.
  • Design a range of infographics to aid UNDP’s gender equality policy advocacy advocate for gender equality. (approximately 5 pieces – approximately 1 piece per 8 working days).
  • Ad hoc provision of advisory and technical support to COs and UNDP teams to design and develop infographics for gender equality advocacy.

All outputs should be delivered in English.

Required Skills and Experience

Education: 

  • Masters Degree in gender studies, development studies, international relations, design and development communication.

Experience:

  • Demonstrated experiences in data analysis and visualization, ability to work with statistical data and conduct data analysis is an essential requirement.
  • Proven experience working with international development organization.
  • Proven experience in info graphic design - Please share the link to your portfolio.

Language skills:

  • Excellent writing, editing, and oral communication skills in English.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (proven experience in data analysis) – max points: 5
  • Criteria B (proven experience in data visualization) – max points: 10
  • Criteria C (quality of  info graphic design) – max points: 15
  • Criteria D (Familiarity with  UNDP gender equality policies )  – max points: 5

Financial Criteria - 30% of total evaluation – max. 15 points

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. 

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
