Background

United Nations Country Team in Ukraine is planning to conduct an all-Ukrainian Outdoor Public Awareness Campaign in order to raise awareness of Ukrainian population on healthy life style themes that address main health-related problems in the country.
The Campaign will be conducted in all regions of Ukraine.
In order to elaborate the creative and visual component of the campaign, United Nations in Ukraine is seeking an advertising/PR/creative agency/firm/company or skilled individual (hereinafter –Consultant).

Duties and Responsibilities

Main objectives of the assignment

To develop the concept and produce images for the campaign according to technical task in Annex 1.

Description of responsibilities / Scope of work

  • To propose three ideas for the All Ukrainian Outdoor Campaign on Healthy Life Style according to the technical task (Annex 1), on pro bono basis. At this stage, suggested ideas can be demonstrated by one or two sub-themes of the campaign (Please, see details on all sub-themes in the Annex 1).

  • Develop 1 selected by UNDPI idea to the campaign concept based on provided feedback and comments from UN Working Group.
  • Produce images of the campaign for bill boards and city-lights and prepare them for printing.

Deliverables

  • Developed finalized concept of the Campaign – 12 November 2012.
  • 6 images of the campaign reflecting sub-theme for billboards and city-lights are developed and prepared for printing – 23 November 2012.

Monitoring/reporting requirements

The Consultant will interact with UNDPI focal point to receive any clarifications and guidance that may be needed. He/she will also receive all necessary information from UNDPI office. The Consultant will duly inform UNDPI of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.
Upon completion of assignment, the Consultant must submit all the deliverables as stated in section “Deliverables” to UNDPI.
On a day-to-day basis, consultant’s work will be coordinated with Ms. Victoria Andrievska, UN Communication Officer.

Competencies

  • Special courses in advertising will be an asset.

Required Skills and Experience

Education: At least Bachelor degree in Marketing, Design, Advertising or other relevant field.

Language: Fluent Ukrainian and English.

Experiences: Minimum 3 years in advertising and conducting outdoor campaigns.

Documents to be included when submitting the proposals

  • Presentation of 3 ideas of the concept, preferably in presentation style .pdf or .ppt formats.
  • Personal CV, including information about past experience in similar projects / assignments and contact details for referees.
  • Financial proposal for each concept idea separately (Concept ideas are divided into LOTs).

Financial proposal: 
Lump sum contract

3 ideas of concepts are divided into 3 LOTs. Please indicate the lump sum price for each LOT separately.

Applicant can partially apply for the LOTs.

Financial proposals of those candidates whose ideas will be considered successful will be reviewed and evaluated. The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including design, payments for images from stocks, etc.) 

Evaluation criteria:

  • Educational background – 5 points max
    {5 pts – Specialist/Master’s degree; 3 pts – Bachelor degree};
  • Relevant professional experience – 20 points max
    {20 pts – 7 years and more; 10 pts – 3-5 years; 5 pts – 3 years);
  • Language Skills – 5 points max
    {5 pts – fluent English and Ukrainian; 2 pts – not fluent English, fluent Ukrainian};
  • Proposed Concept of the Campaign that fully corresponds and reflects the technical task in Annex 1 – 70 points max.

Maximum available technical score - 100 points.

NB! Each LOT will be evaluated separately.

Evaluation method: 

Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (70 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

Individuals are able to apply personally and on behalf of the company they are working at (Reimbursable Loan Agreement).

When the selected Offeror has indicated to UNDP that his/her engagement must be formalized through Reimbursable Loan Agreement (RLA) signed by his/her employer with UNDP, the RLA shall be offered to his/her employer, through the focal person and contact details nominated by the selected Offeror.
Under an RLA, the signatory organization/company/institution shall make the services of the selected Individual Contractor available to UNDP for a specified period. The organization/ company/institution therefore remains responsible for the direct payment of actual cost of salaries, taxes, insurances and other entitlements/emoluments due to the selected Individual Contractor, and UNDP merely reimburses the organization/company/institution.

ICPN 2012/091 Consultant to develop the Concept of nation-wide public awareness campaign on healthy life style.

  1. How will the campaign be advertised afterwards?
    - The campaign will be advertised on pro-bono basis as social advertisement. Other agencies will take care of that.
  2. What advertising platform will be used?
    - Light boxes and Bill boards.
  3. How should the applicant/company ensure the adaptation of layout?
    - The company should provide layered design with possibility of further editing.
  4. What are the Payment terms?
    - Payments will be processed after provision of each deliverable according to negotiated schedule within 30 days period after issued invoice/certification of payment.
  5. Will the sketch of the ideas be sufficient on application stage?
    - Yes, the sketch will be sufficient. Please ensure that the idea is clear and accompanied by brief notes.
  6. Should the ideads be attached to the application?- Yes. The developed ideas should be submitted with the CV. Please refer to the application instructions.
  7. What is the language of proposal?
    - The proposal should be provided in English or Ukrainian. The concept and slogans should be in Ukrainian.
  8. Should the applicant/company hold a consultation of marketing specialists or psychologists during developing of the campaign?
    - Using experts’ consultations will be an asset on the preparation stage. The company/applicant should take care of all commitments in such case.
