Background

1. PROJECT BACKGROUND

Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action.


Pulse Lab Jakarta
Global Pulse is establishing a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta will function as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience.  Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.

2. WORKING RELATIONSHIPS
As Team Leader, the Pulse Lab Manager will have overall responsibility for the successful implementation of Global Pulse in Indonesia. This position will report to the Technical Committee and will, in coordination with the International Project Officer and National Lab Director, ensure provision of strategic leadership for the whole team. He/she will be responsible for management of the project and bear primary administrative responsibility for all activities aimed at fulfilling the Lab objectives. The Lab Manager is expected to ensure the Lab’s technical approach remains cognizant of local realities on both technical and infrastructural environments, and is responsible for forging high-value relationships and building sustainable and effective solutions.

1. Manage and supervise the project team to ensure effective implementation and achievement of the following results
:
• Provision of overarching strategy and direction for Pulse Lab Jakarta in line with the overall Global Pulse strategy and goals
• Effective leadership and management of the implementation of Global Pulse in the country
• Grow and retain a high-performing, cross-disciplinary team
• Positive team culture of intellectual curiosity, creativity, audacity, collaboration, experimentation, and commitment to embodying the highest ideals of the United Nations.

2. Ensure effective planning, budgeting, and implementation of the project focusing on achievement of the following results :
• Continuous promotion of opportunities for innovation, identifying and overcoming obstacles to innovation;
• Conduct both internal and external testing, using creative approaches to quickly assess an idea’s potential;
• Effective monitoring project implementation  to ensure the balance of “demand” of innovative opportunities with “supply” or capacity;
• Effective monitoring of the trends in innovation practices, processes and technologies 

3. Create and nurture strategic partnerships and support to the implementation of resource mobilization focusing on achievement of the following results :
• Provision of Strategic Target Assessment results in identification of prioritized key opportunity areas, development expertise and “sell” areas to key stakeholders
• Provision of strategic and substantive innovation-related content for high level communications, speeches, publications, and statements
• Expansion of private and public funding for Pulse Lab Jakarta activities in Indonesia
• Effective coordination and networking with Government and other stakeholders regarding project planning, monitoring, execution and deliverables
• Effective leadership in the development and management of tools and processes to enhance knowledge-sharing amongst internal and external stakeholders, in collaboration with Global Pulse New York
• Effective leadership and facilitation innovation by harnessing the creative energies of project staff, and a wide network of partners to find new ways to improve programme delivery and reduce costs
• Effective management of the Data Philanthropy movement through global leadership in Indonesia
• Maintenance of close and productive relationships with Pulse labs in other countries, sharing knowledge, ideas and expertise
• Leading effort to advocate the goals of the Global Pulse program and the work of Pulse Lab Jakarta in relevant forums (e.g. conferences, workshops)

4. Facilitate knowledge building and management for and from the project implementation, focusing on achievement of the following results
• Identification of  best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
• Organization of trainings for the project staff on project management issues;
• Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
• Identifies policy issues for codification and sharing;
• Effective leadership in generating knowledge products such as best practices and lessons learnt for knowledge sharing; inspired and harvest ‘crowd’ innovation and
• Positive contribution to knowledge networks and communities of practice.

Required Skills and Experience

Education:  

Master Degree in computer science, social sciences, public policy,  business administration, or technical field relevant to the work of Global Pulse with 10 years of relevant working experience. A first level university degree with at least 12 years relevant work experience may be accepted in lieu of the advanced university degree.

 

 

Experience:   

• A minimum of ten (10) years experience in project management, design, and implementation.
• Extensive seven (7) years of progressively responsible professional experience in innovation management, project management, management consulting, organizational development, business or public administration management, including three (3) years of which were in a supervisory or executive capacity.
• Experience working in the technology sector
• Understanding of large data sets for planning and strategy desirable
• Familiarity with enterprise-scale software development and implementation
• Familiarity with Indonesian government structures, knowledge on government partners’ workflows and agendas would be preferred
• Demonstrated administrative management and supervisory skills, including experience working with a culturally diverse staff
• Excellent communication, public speaking and documentation skills
• Excellent ability to interact with senior management and executives;
• Strong proven ability to build and manage internal and external relationships;
• Strong written and oral communication skills
• Geographically relevant experience

 

Language Requirements:

  • Fluent in English and Bahasa.
