UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”

The 2011 Annual Report of the Secretary- General “Accelerating progress towards the MDGs: options for sustained and inclusive growth and issues for advancing the United Nations development agenda beyond 2015” lays out the broad principles of the post-2015 process. These include the need to foster an inclusive, open and transparent consultation process with multi-stakeholder participation, and to use established global, regional and national mechanisms and processes to ensure that such deliberations incorporate the lessons learned and experiences from all stakeholders.

The UN Secretary-General has appointed President Yudoyono of Indonesia, along with President Johnson Sirleaf of Liberia and Prime Minister Cameron of the United Kingdom as co-chairs of the 26-member High Level Panel on Post-2015 Development Agenda, made up of civil society, private sector and government leaders, to advise him on the post-2015 development agenda and to lead these processes at the global level. With President Yudhoyono playing such a leading role in the Asia-Pacific region, it is anticipated that there will be a series of high-profile regional events on the post-2015 development agenda to be held in Indonesia in the next half a year – potentially including a High Level Panel meeting to be convened by the President of Indonesia and an Asia-Pacific Ministerial Meeting to be hosted by the Government of Indonesia, as well as an Asia-Pacific Parliamentarian Conference on the post-2015 development agenda.

In this context, the UN Millennium Campaign has been tasked to support the UN System’s engagement and outreach to civil society organizations in the post-2015 process at the regional level. The Millennium Campaign has initiated a number of steps to promote broad-based, participatory consultation processes involving a wide range of stakeholders at global, regional, and national levels.  Outreach to key stakeholders in Indonesia has been initiated by the UNMC Regional Office through conversations and several meetings to seek collaboration and understanding at early stage, in support of the UN Country Team’s own efforts in this regard.

One of UNMC regional initiatives is to promote parliamentarians’ and multi-stakeholders’ roles in accelerating the MDGs achievement; reviewing the MDG experiences, successes and challenges; and feeding their perspectives into the new post-2015 development framework.  Under this initiative, two sub-regional multi-stakeholders meetings will be organized in Philippines (Southeast, East, and Northeast Asia and the Pacific) and Bangladesh (South, Southwest, North and Central Asia) in the last quarter of 2012 to solicit inputs from parliamentarians and civil society organizations. This will lead to an Asia-Pacific Parliamentarian Conference on the post-2015 development agenda, which will include a wide range of stakeholders: government, parliamentarians, civil society organisations, media, academia, and development agencies. 


Duties and Responsibilities

Under the overall guidance of the UNMC Regional Director for Asia and the Pacific, the UNMC Regional Post-2015 Coordinator for Indonesia will be supervised directly by the UNMC Programme Specialist based in Bangkok, Thailand. Based in the UN Resident Coordinator’s Office (UNRCO) in Jakarta, the UNMC Regional Post-2015 Coordinator will liaise with the Coordination Specialist in the UNRCO the UN Country Team (UNCT) and several stakeholders to ensure effective implementation of regional UN initiatives on the post-2015 development agenda, including UNMC outreach initiatives to engage parliamentarians and civil society groups in particular.

The primary roles of the UNMC Regional Post-2015 Coordinator for Indonesia will be:

• To provide coordination and other support to the UN Millennium Campaign in ensuring participation of a wide range of stakeholders – civil society, private sector, parliamentarians, youth, media among others – in the Asia-Pacific regional initiatives on the post-2015 development agenda convened by the Government of Indonesia as well as by the UN and other partners. This includes specifically the following areas of work.
o Function as the UNMC’s primary focal point for liaising with various stakeholders including the government, UN, parliamentarians, civil society, media and others, for supporting the regional meeting of the UN High Level Panel on Post-2015 convened by the President of Indonesia and the Asia-Pacific Ministerial Meeting on the post-2015 hosted by the government of Indonesia.
o Lead the in-country coordination of an Asia-Pacific Parliamentarian Forum on the MDG Acceleration and Post-2015 Development Framework and a civil society regional consultation to be organized by UNMC in conjunction with the above-mentioned two regional meetings to be held in Indonesia. 

Specific responsibilities will include the following:

(1) Function as the UNMC’s primary focal point for liaising with various stakeholders including the government, UN, parliamentarians, civil society, media and others, for supporting the regional meeting of the UN High Level Panel on Post-2015 convened by the President of Indonesia and the Asia-Pacific Ministerial Meeting on the post-2015 hosted by the government of Indonesia.
• Coordinate and liaise with key government agencies and bodies involved in the post-2015 regional processes led by the President of Indonesia as the co-chair of the HLP, including but not limited to: Office of the President, the Ministry of Foreign Affairs, the Office of Special Envoy of the President on  the MDGs, the UKP4, and the Bappenas.
• Establish partnerships and maintain regular liaison with civil society organizations, media, multilateral and bilateral agencies and other stakeholders undertaking and/or supporting post-2015 development initiatives to ensure broad-based and participatory approach to these regional efforts made by the Government of Indonesia.
• Provide substantive inputs for developing concept notes, conference programmes and other materials, if required.

(2) Lead the in-country coordination of an Asia-Pacific Parliamentarian Forum on the MDG Acceleration and Post-2015 Development Framework and a civil society regional consultation to be organized by UNMC.
• By working closely with the Asian Forum of Parliamentarians on Population and Development (AFPPD) who has the primary responsibility for organizing the event, provide coordination and other support in preparation for the Asia-Pacific parliamentary forum on MDGs and post-2015 development agenda  to be held in Indonesia
• Establish collaboration with and explore possibilities of engaging private sector in the Asia-Pacific parliamentary forum on MDGs and post-2015 development agenda
• Support preparation of speeches, press releases, news releases, Powerpoint presentations and other materials related to the events.
• Provide the in-country support to ensure maximum media coverage of the event.
• Maintain regular liaison with CSO partners, government, the UN, donors, academia and the media to ensure broad-based participation.

Required Skills and Experience

Education:
Bachelor or Master degree in social sciences, social policy, development studies, development communication or other related fields of study.

Experience:

Minimum 3 years of professional experience for Master Degree student and 7 years for Bachelor degree student preferably in the field of development

Language Requirements: 

• Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements: 

• Demonstrated strong familiarity with development projects and UN programmes in Indonesia.
• Knowledge of issues covered by MDGs and their progress in Indonesia;
• Strong knowledge and experience in project management are essential and ability to write high quality reports.
• Good understanding of the Knowledge of Post-2015 global initiatives and understanding of emergent issues and challenges that may influence the shape of a Post-2015 development agenda
• Excellent coordination and communications skills both in Bahasa Indonesian and English;
• Experience in engaging and mobilizing key constituencies at the national and local level (e.g. civil society and community-based organizations, youth, parliamentarians and legislators, media, private sector and local authorities);
• Full time availability for project management duties is essential.
• Familiar with Government and UN/UNDP procedures.
• Up-to-date computer skills required.
• Ability to build partnerships and manage high-level communications with NGOs, government officials, the UN system in the region and others;
• Ability to interact with senior UN staff and senior representatives of other organizations;
• Good interpersonal and cross-cultural communication skills, understanding of Indonesia culture and customs.
