TERMS OF REFERENCE (TOR):
International Consultant to Train Parliamentarians on Gender and Gender Mainstreaming for 3 days for the Committee of Gender, Child, Social Welfare, Religious Affairs, Youth and Sports and Representative from the 17 Committees in the National Legislative Assembly Republic of South Sudan

Background:
The United Nations Entity for Gender Equality and Empowerment of Women (UN WOMEN) works in partnership with the specialized committee on Gender, Child, Social Welfare Religious Affairs, Youth and Sports in the National Assembly since 2006. This outstanding committee stretches back to the former South Sudan Legislative Assembly, which is currently the National legislative Assembly enshrined  in Article 72 of the transitional Constitution of South Sudan, 2011 and Regulation 113 of the National Legislative Assembly Conduct of Business Regulations 2011.The committee is tasked with the mandate to oversee the performance of government institutions..

It is imperative to help the parliamentarian to ensure that plans, polices and laws are gender sensitive. The UNWOMEN in partnership with the Specialized Committee for Gender, Child, Social  Welfare, Religious Affairs, Youth and Sports will conduct a 3 day workshop on Gender and Gender mainstreaming for the members of the Gender specialized Committee and representative from the other 17 various committees in the National Legislative Assembly.

The training workshop will focus on Gender Concepts, Human Rights, Gender Mainstreaming and Practical application of Gender Mainstreaming

Duties and Responsibilities

Expected output:

Sixty (60) members of the National Parliament are trained in Gender concepts and Gender mainstreaming. There should be two workshops back to back having 30 people in each group, to ensure that all government plans, policies and Laws are gender sensitive in the Republic of South Sudan.

Expected Outcomes:

  • Increased understanding and utilisation of gender concepts, issues and frameworks
  • Well defined and gender responsive vision and advocacy messages utilized during the planning and passing of policies and laws for the Republic of South Sudan
Deliverables:
  • Develop and prepare all training materials for back to back training, three days each  on Gender and Gender mainstreaming  into the development plans, policies and laws of the Government of South Sudan;
  • Facilitate 6 days workshop back to back for members of the standing committee for Gender , Child, Social Welfare, Religious Affairs, Youth and Sports and representative from the 17 committees in the Parliament
  • A summary  report of identified issues and priorities emerging from  the workshop
  • A final detailed workshop report.

Required Skills and Experience

Education:
  • Advanced university degree in law, social sciences, Gender/Women Studies, International development,  Economics, law, human rights, peace studies
Experience:
  • 10 years of increasingly responsible relevant professional experience, including experience in programme management or other equivalent qualifications.
  • Knowledge of gender issues in development, including relevant international human rights standards;
  • Prior training in gender and its application in humanitarian, recovery and development settings;
  • Experience in working in South Sudan or including humanitarian emergency response an asset;
  • Prior experience in the UN system is an added advantage.
