Background

Timor-Leste faces high levels of risks associated with natural hazards. Every year, the country suffers from localized events including, floods, landslides and strong winds. Vulnerable communities have borne the impacts of such natural hazards, which often exacerbate food insecurity. The country is also prone to earthquakes and tsunamis, which could significantly affect the lives of people and have an enormous impact on economic and social infrastructure.

The overall objective of the project is to develop national Disaster Risk Management (DRM) capacity at the national and district levels, including in communities vulnerable to natural disasters and climate change. In order to achieve this objective the National Disaster Management Directorate (NDMD) and UNDP have agreed to focus on four key priorities including  mainstreaming DRM and Climate Risk Management (CRM) in Government planning for six target ministries; and establishing and strengthening institutional and operational mechanisms needed for the implementation of the National DRM Policy.

The project builds on UNDP past support to NDMD and establish synergies with UNDP projects concerned with Climate Change Adaptation (CCA) and Environmental Management.

Duties and Responsibilities

The scope of work is detailed as follows:

Identify institutional capacities needed for mainstreaming DRR into 6 ministries' planning:

Support to finalization of the updated capacity need assessment (CNA) in relation to roles and responsibilities of the afore-mentioned six target ministries for DRM and DRR.

As per the result of the assessment, develop a capacity development plan for ministries' DRM focal points in mainstreaming DRR in periodic/annual planning and budgeting processes of national and local government in consultation with the target ministries:

  • Target Ministries: Ministry of Defense and Security, Ministry of Finance, Ministry of Industry, Commerce and Environment, Ministry of Public Works, Ministry of Solidarity, Ministry of State Administration and Territorial Management
  • Local Partners: District Disaster Management Committee (DDMC), District Administrator Office (DA)

It is notable that each target ministry itself will lead identification of gaps and needs for strengthening DRR. The results of such gap identification could be either trainings, policy, procedure, legislation, knowledge products, tools, new organograms, financial modalities etc. The services mentioned below are integrated parts of strengthening capacities for key ministries in Timor-Leste.

Enhance capacities to provide sustainable training facilities on mainstreaming DRR in partnership with national institutions:

Conduct rapid capacity assessment of the existing training institutions through consultations.

Support to assess training needs and develop audience-specific training courses’ modules, literature and resource materials at national, sub-national and local levels for the target ministries on mainstreaming DRR:

  • Conduct training need assessment (TNA) of key four target groups preferably Secretary of State, Director and Head of Department, DDMC Member and Suco Chief level) and literature survey on existing training modules and materials 
  • Develop required training course and modules based on TNA for 4 target groups with specific emphasis on mainstreaming DRR into development planning process at national, district and local levels
  • The existing courses should be considered as much as possible to integrate DRM & DRR rather than organizing stand alone courses on disaster. However, whenever the latter address the needs, separate curses may be developed. 
  • Develop facilitator’s guide, participants handbooks and other training materials
  • Provide support in set up a network of training facilities for DRR at national, district and local levels

Conduct a set of test priority trainings with selected master trainers to DRM focal points & district and local authorities
Partners:

  • National Institute for Public Administration (INAP), The Secretariat of State of Professional Training and Employment (Portuguese acronym SEFOPE), National University of Timor-Leste (UNTL), Dili Institution of Technology (DIT), PNTL Training Centre, six target ministries, DDMCs and DAs in Lautem and Bobonaro.

Support to development of national framework for mainstreaming DRM/CRM in 6 Government ministries' planning:

Series of consultations with target ministries to review the process of formulation of appropriate sector policies and plans and the extent to which DRR/CCA is mainstreamed into development operational procedures and interventions:

  • Assist national level consultation with all agencies together and the DRM focal points of each of the ministries to steer the process.
  • Assist bilateral consultations with each of target ministries and respective departments to understand and review their development planning and operational processes and procedures in terms of integration of DRR/CCA.  Explore the entry points and possibility of integration of DRR/CCA indicators into government performance evaluation mechanism.

Technical support to the government agencies in developing a national DRR/CCA mainstreaming framework:

  • Identify the existing programmes in which DRR/CRM can be integrated, and develop some measurable indicators as part of the mainstreaming framework.
  • Develop a simple and user-friendly monitoring and evaluation (M&E) tool / checklist / Standard Operating Procedures that can be used by all ministries and districts in Timor-Leste to evaluate the level of mainstreaming DRR/CCA into development planning.
  • Develop a draft framework for mainstreaming and consult with concerned DRM focal points to seek inputs for improvement planning. 
  • Revise and finalize the proposed national framework for mainstreaming DRR into developmen.

Partners:
  • The Vice Prime Minister Office and six target ministries, DDMCs and DAs in Lautem and Bobonaro

Management Arrangements and Reporting Requirements:

  • The consultant will work with the project team member and with technical guidance from the UNDP Chief Technical Advisor (CTA). It will provide weekly brief updates to the CTA on the progress of work/challenges/ risks. It will also submit a compiled report with executive summary (not more than four pages) on all provided services including analysis of lessons learned and recommendations for next courses of the programme in consultation with concerned national stakeholders in Timor-Leste.
  • All developed products and reports under this ToR will belong to UNDP and the service provider will not have any right to publish them all or partly in any forum / medium.
  • Only titles and logos of UNDP Timor-Leste and Government of Timor-Leste will appear on front, back and inside pages of any reports/products to be developed under the agreement.

Competencies

Required Skills and Experience

Education:
  • Master degree in DRM/DRR, public sector capacity development or any relevant social science 
Experience:
  • Experience of working with UN agencies or other international development partners in delivering similar results in developing countries
  • Individual expert, specialist with at least five years of experience in delivering similar results in the field of DRM and DRR
  • Excellent and proven track record of previous partnership with the Government of Timor-Leste  or its affiliated organizations and partner agencies in development of DRR-related results is an asset. 
Language:
  • Excellent writing and speaking skills of English language  at professional level is a must.
  • Excellent writing and speaking skills of any local languages of Tetum, Portuguese, Indonesian Bahasa at professional level is an asset.
