Background

UNDP’s Bratislava Regional Centre integrates regional programming with technical and advisory support for 24 UNDP Country Offices in Europe and the CIS region. The Centre has established a Knowledge and Innovation Unit focused on developing the next generation of services to benefit UNDP’s clients. The Unit promotes approaches such as market intelligence, rapid prototyping, design thinking to foster innovation and embed it into processes and new services development. Opening up UNDP’s work to external inputs through the strategic use of social media and defining new approaches to communicate UNDP’s work that go beyond traditional reports is also part of the Unit’s mandate.

BRC is now seeking a Knowledge and Innovation Consultant to help advance the innovation agenda throughout the region. The expert will work under the guidance of the Knowledge and Innovation Practice Leader as part of the Knowledge and Innovation Unit and will work closely with country offices in the region. This is an all-rounder position that requires a high level of initiative and a self-starter attitude with an appetite for learning. The selected applicant will have the opportunity to experience a variety of knowledge and innovation tools and techniques and get exposed to different aspects of UNDP’s work.

 

Duties and Responsibilities

Knowledge and Innovation:

  • To support the Knowledge and Innovation Practice Leader in managing requests from internal and external clients in the area of knowledge and innovation (e.g. prototypes, new forms of citizen engagement, production and dissemination of information products, web 2.0 tools).
  • To help anticipate clients needs through the provision of innovative and forward-looking solutions
    To help facilitate the work of the KM editorial meeting, a group gathering representatives from various internal client units and help foster the regional Knowledge and Innovation Community of Practice for UNDP staff in country offices
  • To help monitor latest trends and developments in the knowledge and innovation area.
  • To develop strong and innovative concepts for new products, tools and resources. To assist country offices in the implementation of innovative prototypes and pilots and deliver training when needed.

Social media engagement and partnerships development:

  • To help facilitate the Centre’s social media channels, with a particular focus on the Development in Eurasia Linkedin Group and Twitte
  • To support various aspects of implementation of the Centre’s social media engagement strategy
  • To assist in the development of partnerships with other organisations in the knowledge and innovation area, with a particular focus on the Europe and CIS region

Monitoring and evaluation:

  • To develop and help monitor metrics to evaluate the impact of the unit’s activities, with a particular focus on online metrics

Expected monthly deliverables

  • Ensure updates of social media channels (Twitter, Facebook, blog, etc) on daily basis
  • Produce monthly web metrics report
  • Prepare market intelligence scanning report (new trends in innovation and development)
  • Submit highlights with Identified leads for new products and services and identified leads for new partnerships (content syndication and beyond)”…

Competencies

  • High level of intellectual curiosity and proven ability to quickly assimilate new tools and approaches
  • Leaving and breathing social media. Demonstrable experience running social media channels, managing online communities and running online marketing campaigns
  • Good understanding of innovation principles and methods. Practical experience with prototyping and design thinking a distinct advantage
  • Good understanding of web metrics and social media monitoring tools and the capacity to concisely summarize major trends and to make recommendations based on these trends
  • Good research skills and ability to summarise research findings for a variety of audiences
  • Ability to develop and negotiate effective partnerships
  • Proven client management skills
  • Knowledge of /Interest in development issues in Europe and CIS

Required Skills and Experience

Academic Qualifications/Education:

  • Minimum Bachelor Degree in social sciences, innovation, communications

Experience:

  • Minimal working experience of 2 years in digital engagement, social innovation

Language skills:

  • Excellent writing, editing, and oral communication skills in English

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.

Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be invited for an interview

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Understanding of innovation and design thinking methods – max points: 5
  • Demonstrable experience managing social media channels and campaigns: 10
  • Understanding of web metrics – max points: 5
  • Independent thinking and ability to conduct research -5
  • Interview –10

Financial Criteria - 30% of total evaluation – max. 15points

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. 

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
