Background
UNDP Somalia comprises two main clusters: (a) Governance and Rule of Law Programme; and (b) Poverty Reduction and Environment Protection Programme. The Governance and Rule of Law Programme of UNDP Somalia responds to all four outcome areas outlined in the new country programme: capacity-building for peace and human security, strengthened governance and rule of law institutions, systems, practices and services, increased livelihood opportunities and improved natural resources management, and gender equality. Project areas currently include local governance, institution building, access to justice, police and community security.
The Community Security Project supports civil society, the local government, and the state security sector to strengthen peace and security at the community level through working closely with communities and local counterparts to identify and mitigate the impact of armed violence and conflict on the community. The project conducted safety and security assessments at the community level in five districts (Galkayo, Bossaso, Mogadishu, Burao and Las Anod) in 2011 which are now used to inform not only the development of community safety plans, but also support policy deliberation at the highest levels of government. As part of this response mechanism, youth groups have been identified as main actors to strengthen peace, but equally a force that is easily malleable for destabilising the Somali region.
Youth makes up over half of the population of the Somali Regions. They are a force for peace but also, they potentially pose a threat to peaceful recovery of Somali regions. In light of this, the Community Security Framework supported the implementation of the Youth at Risk joint programme; a socio-economic rehabilitation and reintegration programme that partners UNDP, UNICEF and ILO. The programme aims to contain and prevent violent conflict by engaging youth at risk through the creation of employment and livelihood opportunities at the district level. After successful implementation in all three Somali regions, this programme is being expanded into new locations, under the Youth for Change (Y4C) Programme. A new caseload of 2000 youth will be targeted over 2012-1013. In addition, the programme provides for the rehabilitation and reintegration of disengaged-combatants such as Al-Shabaab.
Within this programmatic framework, UNDP’s Community Security Project (CSP) takes the lead in: (a) coordinating and supporting the peace-building architecture in each of the three regions; (b) delivering outreach and mediating with youth associated with armed groups; and (c) implementing an economic and social transformation package for the young adult caseload.
Under the guidance and direct supervision of the CSP Project Manager, the successful candidate will provide support to reporting to ensure that projects and all other reports produced under Community Security Project and the Youth for Change Joint initiative are of high quality. The incumbent will also provide training to Programme and project teams where necessary and support Sub Office staff, partner UN agencies, and Implementing Partners to ensure the effective implementation of the common monitoring framework.
The Reporting and Monitoring Analyst works in close collaboration with the projects under GROLS, PPU, Programme and Operations Teams in the Hargeisa sub-office, as well as the CO, and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up. The incumbent also works with Unicef, ILO and UNPOS.
Duties and Responsibilities
- Ensure the effective management of the monitoring and reporting mechanism for the community security project and the Y4C joint programme
- Under a result based framework, timely and quality drafting of monthly, quarterly and annual programme outputs and results
- Ensures effective management of audits and risks
- Elaborate and operationalize a knowledge management network bringing together practitioners with policy makers in Somali regions and with worldwide academic institution.
- Develop and implement sensitization approach targeting different actors to foster an environment in which the programme can attain its objectives.
Ensures effective management of the monitoring process for the Community Security Project and the Youth for Change Joint programme focusing on achievement of the following results:
- Train UN agencies and implementing partners on the monitoring common mechanism, support its implementation through the different thematic leads.
- Advice project staff and implementing partners regarding control systems, assess their effectiveness and general operational compliance with UN rules, regulations and policies of joint agencies.
- Ensure the systematic and timely data collection on key indicators of performance of the community security project and the joint programme.
- Draft Terms of Reference (TOR) for specific project/thematic/sectoral assessment missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, and technical feedback on evaluations.
- Support the assessment, monitoring or review missions, compile and edit findings and recommendations into a concise report.
- Participation in the planning, preparation and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
- Continuous review, monitoring of projects as well as regular field visits along with project colleagues to obtain feedback.
- Contribute to the development of a suitable and innovative solutions and tools for improving project monitoring and reporting.
- Assesses project performance to identify success factors and incorporates best practices into project work.
Under a result based framework, timely and quality drafting of monthly, quarterly and annual programme outputs and results. focusing on achievement of the following results
- Develop and implement a common reporting mechanism for UN agencies and implementing partners guided by result-based framework.
- Develop standards and format for reporting including the management of an annual calendar clearly defining roles and responsibilities between partner agencies.
- Establish and manage and online reporting mechanism (such as used by the UNDP Country Office in Somalia) focusing on key outputs and results for the UN agencies and implementation partners to attain.
- Train implementing partner on quality and timely reporting, assess gaps and implement corrective measures.
- Ensures proper documentation of decision process, changes and experiences throughout project duration. In this regard, archive monthly, quarterly and annual project reports, publication serials and information/communication materials.
- Provide assistance to the UN agencies in preparation of the programme periodic report, i.e. monthly, quarterly, annual, final and donor specific report are compiled in a timely manner capturing project impact against the results framework.
- Develop clear and concise reports and power-point presentations for various meetings, workshops, conference, etc including the programme board meeting and donor briefings;
- Collate feedback on quality of report for future improvement, in coordination with the programme team.
Ensures effective management of audits and risks: focusing on achievement of the following results;
- In consultation with the programme team, assess risk areas and work with staff to identify mitigation measures and minimize risk.
- Monitor the implementation of previous review and assessment recommendations of the Youth at Risk Joint Initiative.
- Develop and maintain a risk and mitigation measures matrix.
Elaborate and operationalize a knowledge management network bringing together practitioners with policy makers in Somali regions and with worldwide academic institution through focusing on achievement of the following results;
- Elaborate and implement the Knowledge Management and Learning Strategy.
- Facilitate dissemination of best practices and advocate for successful experiences in results-based monitoring.
- Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader UNDP knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
- Generate discussion and facilitate interaction by practitioners on issues related to peace and security.

Develop and implement sensitization approach targeting different actors to foster an environment in which the programme can attain its objectives focusing on achievement of the following results.
- Develop a communication strategy in line with UN agencies protocols.
- Develop sensitization material such as porters, calendars, and common message representing the philosophy of the programme.
- Identify partner agencies for sensitization and community mobilization, develop partnership agreement and ensure timely and quality delivery of the programme objectives.

The key results have an impact on the overall effectiveness and success of UNDP interventions and activities in achieving the results of the Youth for Change programme, under a rule of law and recovery framework. Effective implementation of evaluation policies and strategies, as well as efficient organization and coordination of the evaluation processes, enhance the organization’s capacity and credibility in implementing effective programmes leading to a measurable impact.

Required Skills and Experience
- Master’s Degree in Justice and Peace Building, International Development, or any relevant Social sciences
- 2 years international experience working in Post conflict/ conflict environments, particularly in peace building or related issues.
- Progressive work experience in monitoring and evaluation, project management, social research etc.
- Substantive knowledge of development issues in general and UNDP’s practice areas desirable.
- Experience in the development and implementation of quantitative and qualitative methodologies.
- Experience in usage of computers and office software packages, experience in handling web based management systems.
- Experience working in the Somali regions is an advantage.
- Knowledge of UN administration and finance procedures is an asset.
