Background
The successful administration of Libya’s National General Congress election on 7 July 2012 constituted an important step in the country’s transition process following the 2011 conflict. The process ultimately resulted in the democratic election of Libya’s 200-member National General Congress through the use of two electoral systems: a majoritarian race that governed the election of 120 members and a proportional representation race that populated the remaining 80 seats.
Over 2.8 million Libyans registered for the polls, with 1.77 million voters casting ballots. Women constituted 45 per cent of those who registered, with 53 per cent of women who had registered returning to cast their ballots on polling day.
Polling for the election came less than one year after the National Transitional Council (NTC) issued the Constitutional Declaration on 3 August 2011, which serves as an interim constitution and commits to: (1) establish an interim government; (2) adopt electoral legislation and establish an electoral management body; and to (3) implement successive electoral events. The electoral timetable calls for the election of a National Congress that will oversee the drafting of a new constitution (completed), followed by a nationwide referendum on the draft constitution and then further elections according to the political system adopted.
Following the successful conclusion of the National Congress elections, attention turned to strengthening electoral institutions and practices in preparation for the subsequent electoral events foreseen in the Constitutional Declaration.
This is being pursued through a combination of support to legal and operational frameworks, consolidation of institutional capacity built by the Libyan High National Electoral Commission over the course of the National Congress election, and consultations with national and international partners, as well as with Libya’s young but vibrant civil society. Consultations seek to strengthen knowledge on critical electoral issues such as electoral systems, dispute resolution, and the participation of women and minorities.
Efforts in support of the transitional electoral processes are provided by multiple international organizations and UN agencies under Libyan ownership. The UN Support Mission in Libya (UNSMIL) was established in September 2011 to support the country's transitional authorities in their post-conflict efforts, including by helping to lay the foundation for credible electoral events that are accepted by the Libyan people. UNSMIL and UNDP support electoral processes in an integrated manner based on their comparative expertise, ensuring uniform decision-making and effective planning. Within this configuration, UNDP’s primary vehicle for support is the Libya Electoral Assistance Project (LEAP), which provides an invaluable range of electoral support functions including technical and operational advice and assistance, procurement, reporting and coordination. LEAP is expected to continue providing electoral advice and assistance throughout the transitional period in Libya, currently envisaged to extend through 2013.
Duties and Responsibilities
Summary of Key Functions / Results:
Working under the supervision of the Deputy Chief Electoral Advisor/LEAP Project Manager, the incumbent plays an important role in the management and implementation of reporting and coordination processes associated with electoral assistance in Libya. The incumbent will be expected to:
- Take the lead in the development, management and implementation of a reporting system that collects inputs from across the integrated UN electoral support team and channels them in an organized, regular fashion to identified end recipients;
- Support a carefully coordinated internal communications strategy for the UN electoral support team;
- Assist in the day to day operation of the UN electoral support team, including through participation in the coordination of substantive administrative activities, interpretation of policy guidelines, work to improve the reporting system, whilst handle operational and administrative queries;
- Anchor information-sharing and coordination with international stakeholders on electoral issues, including through organizing a periodic forum for information-sharing;
- Produce donor reports in a timely manner and project progress reports for project board. Ensure full compliance of the LEAP project with the reporting requirements;
- Support to project visibility in terms of communication of results;
- Produce internal reports, evaluations, proposals, plans or policy documents as requested, on the basis of information solicited from across the integrated UN Electoral Support Team;
- Draft reports or proposals on behalf of the UN electoral support team for presentation to the High National Election Commission, in consultation with relevant electoral advisors and the Electoral Assistance Division;
- Provide regular inputs to UNSMIL reporting structures as required, ensuring inputs are submitted in an efficient and timely manner;
- Monitor and report on progress of LEAP according to agreed workplans, in accordance with UNDP rules, procedures and standards;
- Coordinate with other elements of UNSMIL and UNDP (e.g. Public Information or Communications) to ensure their information needs are met by the reporting structures;
- Ensure that inputs, reports, proposals are copied to the Electoral Assistance Division as agreed;
- Develop agendas, presentations, reports and/or minutes in preparation for regular meetings of the LEAP Project Board;
- Support capacity building of the Electoral authorities in reporting and documenting results;
- Works with LEAP’s Project Management Unit on maintaining project files related to reporting and coordination.
- Perform other relevant tasks as directed by the Deputy Chief Electoral Advisor or her/his designated representative.
Results of the work in this position will contribute to a common foundation of information for advisors and staff, better enabling them to carry out their responsibilities. They will furthermore ensure that internal stakeholders such as UNSMIL components, the Electoral Assistance Division, UNDP Libya are kept up-to-date of electoral developments and LEAP progress. They will ensure a detailed record of the work of the UN electoral support team and LEAP in particular. Finally, they will help to buttress management processes including such as planning, evaluation and coordination with stakeholders. Quality reporting will also enhance the visibility of the project and UNDP’s work in the country. This position will also contribute to the capacity building of the Elections authorities.

Education:
- Advanced university degree (masters or equivalent) in communications, law, political or social sciences, international relations or related fields field and/or equivalent practical experience
Experience:
- 5 years of relevant work experience
- Previous experience of working in a post-conflict and transitional setting highly desirable.
- Experience in working with or within electoral management bodies.
- Experience of working with a range of international agencies, UN organizations and CSOs
- Proven ability to work harmoniously with people from varying cultures and backgrounds.
