Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

There is international recognition that women bear the brunt of modern conflicts, including where rape is a weapon of war. Specific threats to women must be identified and stopped, and women must be at the centre of peace talks and post-conflict reconstruction.

UN Women has implemented the first phase of the Programme “Women for Equality, Peace and Development in Georgia” (WEPD phase I) in 2010-2012 with the generous support of the Royal Government of Norway. The aim of the project was to support the efforts and strengthen the capacities of IDP and conflict-affected women’s groups, other partners from civil society and government to advance gender equality and women’s human rights in Georgia.

In the frameworks of the second phase of |Women for Equality, Peace, and Development in Georgia” Programme (WEPD phase II), UN Women will take stock of the results achieved in the first phase and expand technical and financial assistance to relevant national partners in the government and civil society. The overarching goal of the intervention is to support the realization of gender equality and the reduction of feminized poverty through addressing women’ social, economic, and political needs, with particular focus on internally displaced (IDPs), conflict-affected, and national minority women’s groups. Towards this end, the project will continue to work at the three interdependent and mutually reinforcing levels:

  • at national policy level, to ensure strategies, policies, plans and budgets are in line with CEDAW and UN SC Resolutions on Women, Peace and Security (1325, et. al);
  • at the level of national institutions, towards strengthening capacities to deliver better information and services for IDPs, conflict-affected and national minority women, and
  • at the grassroots level, by supporting IDPs, conflict affected and national minority women’s groups and communities to organize and participate actively and effectively in influencing policies and decisions that affect their lives.

WEPD project II phase will continue to work with IDP, conflict affected and national minority women’s groups (rights-holders) to increase their awareness of their human rights, and strengthen capacities and abilities to reach decision-makers (duty-bearers). As a result of the project, excluded groups of internally displaced, conflict-affected, and national minority women will gain adequate access to justice, social and economic services, and increased opportunities for participation in confidence-building initiatives and women, peace and security discussions.The project will be implemented in the following five target locations: QvemoQartli, ShidaQartli, Imereti and Samegrelo regions of Georgia where there is a high number of IDPs and national minorities as well as conflict affected individuals.

The scope and depth of work of the WEPD Programme Manager requires experience and in-depth understanding of gender and development issues, as well as of challenges affiliated with conflict and displacement in Georgia, along with programme and management experience to lead the implementation of WEPDas well as UN Women Georgia broader programming in the area of women, peace, and security together with UN Women Georgia country team.

The WEPD Programme Manager will work under the direct supervision of UN WomenGender Adviser/National Programme Officer and overall guidance and supervision of UN Women Country Representative for Georgia. The WEPD Programme Manager will also benefit from strategic support of the Istanbul basedRegional Office for Europe and Central Asia (ECA).

Duties and Responsibilities

The WEPD Programme Manager will:

  • Ensure that progress is made in achieving WEPD goal and objectives in line with the programme document and UN Women’ s country strategic plan;
  • Support the recruitment of WEPD Programme Team and establishing good working relations with Programme Implementing Partners;
  • Contribute to safeguard, coordinate, monitor and facilitate quality assurance of all the WEPD programme activities as spelled out in the programme document;
  • Elaborate detailed annual implementation plan of the WEPD based on the outputs and activities as spelled out in the programme document also as needed revise and update it;
  • Work towards timely implementation of the implementation plan together with programme local implementing partners and beneficiaries;
  • Elaborate WEPD’s detailed monitoring plan, undertake continuous monitoring of progress of programme’s activities and follow-up on the monitoring findings;
  • Support setting up and functioning of the WEPD Steering Committee;
  • Undertake a regular review of the capacity assessment findings to identify capacity development needs and develop adequate solutions to ensure effective implementation of the programme, in particular with regards to  further capacity development of  local partners;
  • Contribute to the development of tools commissioned under the programme, with emphasis on ensuring result based management and evidence-based approaches for the programme implementation (e.g. training materials, training workshops, data collection, monitoring and evaluation tools, knowledge-sharing publications and outreach materials);
  • Ensure an effective application of Result Based Management (RBM) tools looking at mechanisms to track progress inprogramme implementation and reporting;
  • Follow up on performance indicators/success criteria, targets and milestones, preparation of reports related to women, peace and security and covered by the WEPD programme as well as by UN Women Georgia Country Strategy;
  • Be responsible for preparation of all materials needed for implementation of the programme’s subcontracted activities, including TORs, agreements, etc. as per UN Women rules and regulations;
  • Be responsible for a selection  of international and national consultants/companies and prepare procurements and contracting packages in line with programme implementation plan and UN Women rules and guidelines;
  • Lead elaboration and support timely implementation of the WEPD communication strategy. Ensure timely and substantial inputs for relevant electronic and other types of bulletins/newsletters on Women, Peace and Security to ensure sharing of knowledge and practice elaborated with WEPD;
  • Organize, co-ordinate, provide technical support for programme activities and ensure a delivery of the expected results;
  • Develop, implement and monitor programmatic and financial plans on a monthly and quarterly basis;
  • Prepare relevant progress reports and/or other programme-related materials for UN Women’s internal use as well as for the donor;
  • Manage programme’s financial resources in accordance with UN Women rules and regulations and ensure adequate financial delivery;
  • Organize and support technical assistance, monitoring and evaluation missions;
  • Provide managerial support and guidance to the Programme Team;
  • Ensure facilitation of knowledge building and sharing focusing   on achievement of the following results: synthesis of lessons learnt and best practices under the programme; sound contributions to knowledge networks and communities of practice; assist in maintenance of a calendar of the most relevant regional/national fora related to the portfolio activities and assist to facilitate access to that information by partners and relevant UN Women staff;
  • Lead/coordinate UN Women Georgia country office interventions on the thematic area Women, Peace and Security issues also beyond the WEPD scope;
  • Implement and monitor outcomes, outputs, and activities related to Women, Peace and Security spelled out in Georgia Country Strategy as per UN Women Global Strategic Plan;
  • Identify entry points and support fundraising for further development of UN Women work in the thematic area of Wwomen, Peace and Security;
  • Formulate quality proposals for UN Women interventions in the area of Women, Peace and Security;
  • Lead elaboration of regular reporting to donors and UN Women’s corporate reports;
  • Contribute to strengthening coordination/partnership with relevant national and international stakeholders dealing with WPS’s issues;
  • Liaise with UN Women thematic team on Women, Peace and Security on HQ and Regional levels as needed;
  • Perform other relevant duties as required.

  • Experience in project management, coordination, and implementation;

  • Excellent writing skills with demonstrated ability to carry out mapping, situation analysis, contribute to the formulation of procedures and guidelines;

Required Skills and Experience

Education:

  • Higher education in Public Policy and Administration, Development, Social Sciences or related fields.

Experience:

  • At least six years of relevant experience at the national or international organizations in design, management and monitoring of development projects, preferably in the area of gender equality and women, peace and security; 
  • At least three years of experience in the field of gender equality/women’s empowerment programming.

Language:

  • Fluency in Georgian, English and Russian languages.
