In accordance with the comprehensive peace agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of Sudan, in the planning, development and implementation of the national disarmament, demobilization and reintegration (DDR) programme. To this end, an Integrated UN DDR unit (IDDRU) was established.
 
 The IDDRU is supported by a Programme Support Unit (PSU) with functions of Financial and Administrative functions for the DDR.

Devoirs et responsabilités

Specifically, the Budget/Asset Management Officer will function under the overall supervision of the Chief of PSU with the following responsibilities:
 
  • Programme financial resources management through planning, guiding, controlling of the resources. Preparation and monitoring of programme/projects budgets.
  • Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management.
  • Through coordination with the Finance Manager, analyze the actual performance data against the Output/Activity-based budget to ensure that expenditures are within the approved budget and in accordance with the purpose agreed upon between the Donor countries and UNDP/DDR.
  • Prepare and update the programme/projects budget revisions and cost projections.
  • Ensure that the operational budget and related financial reports are provided to senior management in a timely manner and when required.
  • Submit proposed operational and financial plans to senior management for review and devise possible alternatives for projecting future budget needs.
  • Ensure that recurring budget and related financial reports as scheduled and special reports as required for budget preparation, audits or other reasons are provided to management in a timely manner.
  • Conduct various analyses to ensure proper tracking of budgets based on agreements.
  • Control and review of Combined Delivery Report and regular monitoring of project/programme delivery toward annual delivery target.
  • Advise project/programme staff on UNDP administrative and different implementation modalities reporting, specific to budgetary issues.
  • Monitoring of cost-recovery bills, application of GMS and follow-up with country office.
  • Participation in the project/programme audit, control on the follow up.
  • Propose/identify enhancement of assets management procedures in the project.
  • Receiving, inspecting and verification of all incoming equipment, furniture and supplies and scheduling deliveries to users in different project sites.
  • Tagging all furniture/equipment upon receipt from the supplier. Update non-expendable property inventory record and track movement of furniture piece.
  • Entering records in the asset control database (system) if applicable.
  • Support to the management on physical assets disposal. Review of assets and recommendation of physical assets for disposal. Documentation preparation for submission to CAP; follow up on request and liaise with requesting unit and maintenance for disposal action. Oversight of disposal of items and accuracy of inventory data.
  • Conduct of the annual physical inventory verification exercise to ensure accuracy of records and location of property. Ensure that managers sign off on the physical count and correctness of the inventory system/database.
  • Preparation, certification and timely submission of inventory reports.
  • Assets management in Atlas ensuring inventory records is up to date and accurate.
  • Consolidation and preparation of summary statements for inclusion in the financial statements.
  • Identification of problem areas in the inventory system, input and conversion of data entered into the system and maintenance of the system and corrective actions.
  • Perform other duties as required. 

Compétences

  • Expert’s knowledge and experience in   budget/asset management;
  • Knowledge of budget/asset management procedures, preferably experience with UNDP systems;
  • Good understanding of UNDP project implementation modalities;
  • Demonstrated experience in budget and financial tracking;
  • Flexible and responsive client-oriented approach;
  • Excellent command on MS Office applications (including Word, Excel, PowerPoint and good knowledge of Data/database). Knowledge of ATLAS would be highly desirable.
  • Hands on experience of using financial software packages and strong analytical skills;
  • Excellent command over written and spoken English, working knowledge of Arabic would be highly desirable.

Qualifications et expériences requises

  • Masters degree in Project Management, IT or Business Administration and / or suitable/relevant qualifications;
  • A minimum of 5 years experience in the implementation of donor-funded projects and/or UNDP administrative and operations management;
  • In depth knowledge of UNDP corporate tools and ability to represent UNDP corporate goals effectively. In particular, knowledge of programme and project management policies, rules and regulations and tools;
  • Proven financial and project management skills within the UN or Development Agencies;
  • Experience in Sudan or similar international experiences in post conflict settings will be an asset.
  • Fluency in English is required.  Working knowledge of English is highly desirable.
