Public-Private Partnerships (PPPs) are defined as “innovative methods used by the public sector to contract with the private sector, who bring their capital and their ability to deliver projects on time and to budget, while the public sector retains the responsibility to provide these services to the public in a way that benefits the public and delivers economic development and an improvement in the quality of life.” (source: UNECE Guidebook on Promoting Good Governance in Public-Private Partnerships).

The overall project goal is to increase the knowledge and capabilities of all stakeholders involved in the PPP process, including public officials, the financial sector, the business and academic communities, the civil society and the public at large, with a view to promote, develop, operate and manage public-private partnership projects for public infrastructure development in Belarus. This 2-year project is the product of collaboration between UNDP, UNECE, the Ministry of Economy and the EU Delegation in Belarus.

The immediate objectives to be addressed by the project are as follows:

  1. Build capacity and train different stakeholders involved in the PPP process to develop and implement PPP projects as a tool for attracting private investments;
  2. Strengthen institutional capacity through the proposed National PPP Unit as an engine of PPP development in Belarus;
  3. Promote the potential of public infrastructure development to attract private capital through the identification and appraisal of two selected pilot PPP projects.
The national executing entity for this project will be the Ministry of Economy. UNECE experts will partake in the project implementation by providing substantive support and mobilizing the necessary international expertise.

Expected key  project outputs:
  1. at least 400 individuals participated in the project's educational and training events;
  2. more than 50 PPP focal points trained and received certificates; a pool of 15 national consultants knowledgeable in PPP created;
  3. consultative workshops and roundtables on the opportunities for PPPs conducted in all administrative regions/Oblasts;
  4. the specialized web portal on PPPs created;
  5. the National PPP Unit established, and provided with a minimum set of necessary equipment, methodological materials and manuals;
  6. PPP Unit staff completed extensive training on PPPs and received certificates;
  7. Inter-ministerial Infrastructure Board  established comprising PPP focal points from the infrastructure industries;
  8. PPP-related legal framework improved;  spheres identified where pilot PPPs can be launched;
  9. Guidelines prepared for identification/appraisal PPP projects and development of the National Infrastructure Plan;  Pre-feasibility study reports on two pilot PPP projects  developed  and debated nationally and internationally;
  10. a booklet on PPP opportunities in Belarus  elaborated and extensively promoted to business and investors communities. 

Duties and Responsibilities

  • Conduct financial monitoring of project commitments and expenditures, assists in ensuring proper delivery of the project budget;
  • Prepare budget revisions;
  • Prepare payments and the required payment documentation;
  • Prepare requests for travel and payment details for processing by UNDP;
  • Prepare personnel recruitment documentation and create appropriate ATLAS entries;
  • Input financial data into ATLAS through the external access system;
  • Create payment requisites, vouchers, vendor entries, and generate reports in ATLAS;
  • Perform cash custodian's duties being primarily responsible for project’s cash disbursements and maintain project’s petty cash book;
  • Maintain and update project inventory lists, manage equipment transfer;
  • Organize procurements in accordance with UNDP rules and procedures;
  • Exercise due diligence in relation to payment documents;
  • Review financial reports from the local implementing partners  (if any);
  • Prepare financial reports for donors and other partners and financial contributors to the project activities;
  • Liaise with the UNDP Country Office programme and finance units in making transfers of funds, verification of financial reports, performance of budget revisions and documenting receipt of contributions;
  • Maintain files with the project documentations and consultant reports;
  • Organize project meetings (external and internal), keep meeting records;
  • Provide logistical support to the project activities;
  • Perform other duties related to the project upon request from UNDP.

Required Skills and Experience

  • University degree in economics, finance, administration or management, or specialised education on accounting and budgets;
  • At least 2 years of administrative/finance experience;
  • Excellent finance and budgeting skills;
  • Working knowledge of UNDP and/or EC rules and regulations is an asset;
  • Previous experience in UNDP projects is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
  • Good command in written and spoken English and Russian is mandatory, including the ability to draft, edit and finalize documents in English and in Russian.
