Background

The Afghan Opiate Trade Programme (AOTP) of the UNODC strives to provide timely and accurate threat and risk analysis to help the international community to shape its response to the problem of Afghan opiate trade that continues to represent a severe global threat to public health, governance and security.
In 2013-2014 AOTP plans to continue delivering its analysis in the form of studies, reports and online database (webpage: drugsmonitoring.unodc-roca.org) and support research and analytical capacity building of local counter-narcotics agencies in the region. Therefore, procurement of services related to assisting research studies and coordinating research trainings in the field of narcotic drugs for local competent agencies in Central Asia is sought.   

Duties and Responsibilities

Under the overall supervision of the Afghan Opiate Trade Programme Management Officer (Vienna) and in collaboration with the UNODC National Research Officer (Almaty), as well as other UNODC researchers in the region, the consultant will assist the research studies and coordinate research trainings for national counter-narcotics agencies in Central Asia. In addition to this, consultant will provide translation of AOTP reports from English into Russian (UN official languages), monitor drug seizures in local media and official open English- and Russian-language sources, and perform other duties as assigned by AOTP Programme Management Officer. In particular, the consultant will be responsible for the following:
Coordinate the design of curriculum for research-methodology trainings and their delivery to national counter-narcotics agencies in Dushanbe, Tajikistan in summer-autumn 2013.
Assist research studies on drugs and drug-related crime in Central Asia: 
  • Profiling of organized crime groups trafficking opiates on Northern Route; the study will be performed in close cooperation with other UNODC researchers in Afghanistan, Kazakhstan (CARICC), Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan and relevant competent agencies of these countries; the publication will be produced in English and Russian languages (approximate timeframe of 12 months from May 2013 to May 2014);
  • Drug-situation analysis in Kyrgyzstan; the study will be performed in close cooperation with UNODC researcher in Kyrgyzstan and Kyrgyz counter-narcotics agencies; the publication will be produced in English and Russian languages (approximate timeframe of 6 months from May 2013 to October 2013);
  • Monitor media and official open-information sources in English and Russian and register drug and precursor seizures in Central Asia on AOTP online platform on a daily basis;
  • Provide English-Russian translation and translation quality-control for AOTP reports (approximately 2 reports 175 pages each);
  • Carry out any other tasks as assigned by the Afghan Opiate Trade Programme Management Officer.
The outputs shall be delivered by e-mail in English in Word format on the specified dates.
All the outputs shall meet the satisfaction of UNODC (as assessed by the Afghan Opiate Trade Programme Management Officer) according to the following indicators:
  • Quality of the documents produced;
  • Technical competence;
  • Timeliness of the delivery.
The copyright of all reports submitted by the consultant remains with UNODC. Data collected during the consultancy activities shall not be used for any future external reports independently written and published by the consultant. The draft report(s) written by the consultant will not be published independently. The work of the consultant will be acknowledged in the AOTP studies.

Required Skills and Experience

Education:
  • Master’s degree in Statistics, Economics, International Development and/or related Social Science is required.

Experience:

  • Prior experience of at least three years in research and analysis, project management and evaluation in the area of development, preferably in the field of narcotics, is required. Prior experience of performing similar services for international institutions is desired.
  • Experience in academic teaching or provision of trainings in statistics is desired.
  • Experience in English-Russian and Russian-English translation in the area of drugs and drug-related crime is desired.
  • Excellent knowledge of Excel, Word and Power Point is required.
  • Willingness and ability to travel across Central Asian region is required.
Language requirements:
  • Excellent written and spoken English and Russian is a must; knowledge of one of the Central Asian languages is an asset.
