The Government of Sierra Leone (GoSL) through the decentralised local councils and the United Nations are taking steps to address solid waste management (SWM) issues in the country, which have resulted in environmental pollution and conditions prejudicial to public health. However, there are considerable challenges to deliver SWM services mainly due to:
  • Weak revenue collection capacities and lack of a financial strategy
  • Limited capacity to plan, deliver and monitor services;
  • Insufficient public awareness SWM
  • No functioning community-wide collection of garbage and non-sustainable, cost-effective modality to: store, transport, separate, treat, process, recycle and dispose solid waste.
Justification
The UNDP is in the process of implementing a solid waste management project for Makeni City Council through a participatory method that would be sustainable and encourages active participation of the private sector and community stakeholders. UNDP now seeks the services of a consultant to conduct an assessment of the solid waste stream for Makeni City Council and develop a waste management plan and Public Private Partnerships (PPP).
 
Objective
The objective of the position is to assess Solid Waste stream, PPP opportunities and develop WMP for the Makeni City Council for the attention of the UNDP CO that will be used for pilot implementation and to further source funding.

Duties and Responsibilities

Functions / Key Results Expected
 
Development of a Waste Management Plan (WMP) for Makeni City through a participatory process.
 
Deliverables
 
Assessment of Makeni City waste stream through a participatory process and following deliverables are expected:
  • Development of Waste Management Plan;
  • Assessment report of PPP opportunities.
Though not limited to the following:
  • Stakeholder analysis and initial stakeholder meetings and awareness raising in relation to the waste characterization and assessments.
  • Waste characterisation (volumes, composition, trends, etc.) by “ward”/ type of neighbourhood resulting in recommendations on improved ward zoning and differentiated approaches to waste reduction, collection, recycling, etc.
  • Review of current (best) practices (formal and informal) in Makeni City as well as other cities in Sierra Leone, as well as an extensive review of results from previous projects and their lessons-learned, to assess opportunities for replication or scale up and adequately address challenges and hurdles encountered throughout the past interventions.
  • Assessment of current financial flows in solid waste management in Makeni City, costs of solid waste management (including a consultative review of tariffs for SWM and assessment of feasible payment methods), potential cost savings and revenue opportunities from ISWM.
  • Technical assessment of basic infrastructure and equipment needs, focussing on minimal improvements necessary at the landfill site to allow for the successful implementation of the project and the production of waste derived products; determining the needs and costs for locally low-cost waste collection equipment and gear/equipment critical to launch/boost waste-derived product processing (personal protection gear, tricycles, etc.).
  • Review of current and potential market demand for waste derived products (e.g. compost, bio-char briquettes, biogas, recycling of plastics products, tree seedling packages, etc.), and propositions for interventions and activities to stimulate demand/increase the market.
  • Determine the degree of domestic waste separation required to achieve optimum economic results and in combination with an assessment of customer perceptions and willingness/barriers for domestic waste separation process interventions and incentives for waste separation at domestic/community/landfill level.
  • Appraisal of private sector, CBOs and potential investors’ capacities/activities, interests/intentions, barriers and opportunities for their increased involvement in SWM (including their access to micro-finance, loans and subsidies to purchase or lease equipment) including recommendations for their capacity building and facilitating access to financing (e.g. as part of on-going UNDP/DFID supported micro-finance schemes).

Appraisal of the current PPP enabling policy/legislative/regulatory environment and Makeni CC’s capacity building as well as policy/regulatory gaps that remain to be addressed

Required Skills and Experience

Education:
  • Master’s degree in a subject directly related to solid waste management or governance.
Experience:
  • 4 years experience on solid waste stream assessment in a similar geographic location.
  • A proven track record in designing of Waste management Plans (WMP) for the inception/implementation of sustainable solid waste management projects/programmes.
Language Requirements:
  • Fluency in written and spoken English.
Reporting  Mechanism
The consultant will work closely with the National Field Officer, UNDP; addressing all reports for the attention of the Country Director, UNDP, with copies to the Deputy Country Director- Programmes and the National Field Officer
 
Duration
It is expected that the completion of the deliverables will take 10 working days.
 
Location
The consultant will be based in the offices of the UNDP Sierra Leone with field missions to Makeni City.. The consultant is expected to use her/his own computer. Logistical support will be provided by UNDP
 
Payment Modalities
Payment to the Consulting team will be made in three instalments upon satisfactory completion of the following deliverables:
  • 1st Instalment: 20% upon arrival at duty station
  • 2nd Instalment: 30% upon submission of the draft report/document to the UNDP
  • 3rd Instalment: 50% upon submission and approval of the final document.
Evaluation criteria
The Consulting team will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria. The technical evaluation will take into account the following as per the weightings provided:
  • Background and Education: 10%
  • Methodology of approachin accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses: 40% 
  • Professional Experience with respect to TOR: (a) Demonstrated experience in solid waste management and PPP structure (b) A good understanding of the processes of mainstreaming solid waste management into PRSPs; (c) Strong analytical skills, particularly applied to policy development:40%
  • Substantial professional knowledge and experience in Sierra Leone and / or in similar geographic conditions: 10%

The financial proposal should be a breakdown of consultancy fee inclusive of travel cost and printing of the programme/project document (Waste Management Plan).
